UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women supports governmental authorities and civil society organizations throughout Europe and Central Asia to implement UN Security Council resolution 1325 and its subsequent resolutions. These resolutions, making up the core of the international women, peace and security (WPS) agenda, which provides a critical framework for understanding and responding to terrorism and violent extremism. Founded on the principle that peace is inextricably linked to equality between men and women, the agenda highlights how violence, including extremist violence is underpinned by gender inequality. Thus, a gender perspective is required in order to prevent and counter terrorism and violent extremism effectively.

Core to the women, peace and security agenda is the protection and promotion of women’s rights in conflict and post conflict situations. It is a framework grounded on the importance of women’s participation, leadership and empowerment in conflict resolution, peacebuilding and reconstruction efforts. It is also, equally about the prevention of armed conflict, demilitarization and disarmament. These are all critical values that must inform our efforts to prevent and respond to terrorism and extremist violence.

Security Council resolution 2242 (2015) provides one of the most important pronouncements of the linkages between countering terrorism and violent extremism, and women, peace and security. It delivers a roadmap and issues a call to action for ensuring a gender perspective in all efforts, and that an emphasis is placed on prevention responses. It calls on Member States and the UN system to ensure the participation and leadership of women in developing strategies to counter terrorism and violent extremism, and build their capacity to do so effectively; as well as for adequate financing to make good on these commitments.

The UN Secretary-General’s Plan of Action to Prevent Violent Extremism calls for, “a comprehensive approach encompassing not only essential security-based counter-terrorism measures but also systematic preventive steps to address the underlying conditions that drive individuals to radicalize and join violent extremist groups.”(https://www.un.org/counterterrorism/ctitf/en/plan-action-prevent-violent-extremism ). It acknowledges the important role of women and youth, and in particular young women, in preventing violent extremism. Indeed, the Plan of Action has a dedicated section on gender equality and women’s empowerment, mainstreamed language on the importance of a human rights and gender approach, as well as the commitment to earmark funds within these efforts to further women’s rights and empowerment.

Based on the above, UN Women has developed a global program (2016-2018) that lays out a 4-track approach to preventing violent extremism. As part of the program, UN Women is has invested in research to expand and deepen understanding of the drivers of extremist violence and its impact on women and girls; as well as how women can identify early warning signs of violent extremism and participate in prevention, response and rehabilitation efforts. Research was also needed to design more effective measures and narratives to prevent and counter violent extremism, and to identify potential partners and entry points for programmatic interventions. Programming in this area has generally included women through their roles as mothers – with the potential to radicalize and de-radicalize their children, and recognize potential radicalization – and through this to serve as early warning systems within their communities (See for example, Dr. Edit Schlaffer and Dr. Ulrich Kropiunigg, “Mothers against terror: Families are best placed to address radicalization before it escalates into violence”, Women Without Borders/SAVE, 2015). The research and analysis provide the field based evidence, and help identify local stakeholders.

UN Women CO in BiH is now seeking to hire a national consultant to develop PVE programming for the coming years, and design a P/CVE program that works with local authorities, community based organizations (CBOs), religious leaders, universities and other partners to engage women — who experience radicalization or could help prevent it – for example through dialogues, community engagement, capacity development, monitoring, counter-messaging and civic mobilisation.

Duties and Responsibilities
In the area of Conflict Related Sexual Violence programming, the consultant will have conduct consultations with relevant stakeholders – FBiH: Ministry of Labour and Social Policy, Employment Fund and Fund for Professional Rehabilitation; Brcko District: Mayor, Department for Health and Other Services and Employment Service. Consultations have to also be held with the three gender mechanisms (BiH Agency for Gender Equality, FBiH Gender Centre and RS Gender Centre), which have strongly advocated for economic empowerment of CRSV survivors. Based on the documents already available, including draft concept note, time and financial schedule and draft table of activities, as well as all analysis done by UN Women on economic empowerment of CRSV survivors, the consultant will be tasked with developing project document for the work in the upcoming period.
Based on the research on women’s perspectives on Preventing Violent Extremism in the country, and regional and international relevant practices, the consultant will develop a draft project document, in close consultation with relevant stakeholders and UN Women staff in the country, Regional Office and the HQ.

IMMEDIATE OBJECTIVES

The specific objectives of this consultancy are:

· To facilitate discussions with the relevant PVE stakeholders;

· To develop a draft project document for UN Women work on countering/preventing violent extremism in the country.

ACTIVITIES AND TIMEFRAME

The consultant will be expected to complete the following tasks within the indicative timeframe:

· Facilitate meetings with national counterparts – 10 days, by 20 January 2018;

· Draft a draft project document for UN Women work on countering/preventing violent extremism in the country – 10 days, by 10 February 2018;

The consultancy will last 20 days over the period 03 January until 10 February 2018.

REPORTING

The consultant will work under overall supervision of UN Women Representative and direct supervision of the Programme Specialist and be responsible for the following deliverables:

Deliverable 1 – Holding consultations with national counterparts:

· Holding consultations individual and group with relevant institutional partners;

· Holding consultations individual and group with relevant CSOs;

Deliverable 2 – Developing a project proposal for UN Women office in BiH on C/PVI:

· Drafting project proposal, based on the inputs from the relevant experts in the country, UN Women ECA Regional Office and the HQ;

· Reviewing project proposal based on the inputs of UN Women Country Office management.

Skills and Experience:

· At least seven years of demonstrated work experience in project development and implementation;

· Strong understanding of reparations, gross human rights violations, including CRSV;

· Solid understanding of the Women, Peace and Security agenda, especially existing documents in BiH;

· Previous experience working/consulting for international projects/programmes;

· Fluency in English and B/H/S, excellent spoken and written skills.

EVALUATION OF OFFERS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

· responsive/compliant/acceptable, and

· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview.

Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.

Criteria:

· Technical evaluation (80%)

· Financial Evaluation (20%)

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20 (S – score received on financial evaluation; Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F – financial offer under the consideration.

Please note that travel costs and accommodation cost should be covered by the consultant and included in the financial offer.
