Context:

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall supervision of the Chief of Mission (CoM) in Bosnia and Herzegovina (BiH) and the direct supervision of the Program Manager, the successful candidate will oversee the development and implementation of Monitoring and Evaluation (M&E) of all activities implemented under SRBiH program aimed at preventing violent extremism and extremist efforts to deepen or exploit communal tensions in BiH. The successful candidate will also produce evaluation reports, analyze program data and trends, based on M&E findings and contribute to the design of M&E activities in support of program objectives. The implementation of the program will be closely coordinated with senior program management, including the program donor.

Core Functions / Responsibilities:

Develop the program M&E framework, in coordination with senior program management, ensuring that monitoring and evaluation arrangements comply with donor agreements and program requirements.
Oversee the program M&E Department effectively to ensure comprehensive and detailed coverage of projects throughout all stages of implementation and to provide relevant information for performance management and evaluation of program activities.
Monitor and review existing monitoring mechanisms and reporting documents including but not limited to project-level M&E plans, data collection tools, activity site visit notes and final evaluation reports; strengthen these activity monitoring and reporting tools where necessary.
Develop comprehensive and effective evaluation mechanisms for the program in accordance with the M&E plan.
Develop new tools and systems, in coordination with program senior management and the donor, to provide for:
Greater versatility in grant design in relation to specific recipient communities;
Streamlined information cycles;
Improved adherence to program standards and better responsiveness to issues arising during implementation.
Guide the regular sharing of M&E findings with relevant program stakeholders and ensure the timely discussion of monitoring data in the appropriate forums.
Interact with the donor on a regular basis, to share monitoring systems and findings, and discuss avenues for improvement, as needed.
Guide the process of identifying key performance questions, indicators and parameters for monitoring of program performance and achievements, and for preparing evaluations; review and analyze monitoring reports, identify the causes of potential bottlenecks in project implementation and identify corrective measures where necessary.
Lead the grant closing process including the review of activity final evaluation reports, and verification that all activity information included in activity hard and soft files.
Build and strengthen the capacity of the M&E department through the recruitment and training of experienced staff, in coordination with the Resource Management Unit.
Develop M&E trainings and other capacity buildings tools, in coordination with the program senior management team, including the donor, for key program staff.
Prepare quarterly reporting on evaluation activities, for inclusion in regular program reporting (frequency to be determined); ensure the submission of strong reports, including but not limited to M&E activity plans and Final Evaluation Reports that adhere to project objectives, to the donor.
Contribute to the strategic planning of program activities.
Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Bachelor’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience

Substantial experience in the design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;
Experience supporting small-scale grant activities promoting reconciliation, peacebuilding, community resiliency, local capacity building and strategic communications is highly desirable
Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing.
Sound knowledge of program planning and implementation on programs addressing peace-building, reconciliation, community-level capacity building, youth mobilization, or strategic communications desired;
Ability to use Microsoft Word, Excel, Access and Outlook software.
Languages

Oral and written fluency in English required, as well as fluent in oral and written in one of the three official languages used in Bosnia.
