Purpose
The purpose of this consultancy is to contribute to strengthening of development management system at the local level in Bosnia and Herzegovina (BiH) through proactive engagement of civil society organisations (CSOs). In this regard, one (1) local consultant for design and delivery of training on the role of civil society organisations in local development processes (hereinafter the Consultant) will be engaged.

Objective

This consultancy will contribute to increasing knowledge of relevant CSOs in 33 ILDP partner local governments regarding development planning and management processes at the local level. Moreover, the consultancy will promote wider public engagement in the process of implementation of local development priorities.

Background Information

The consultancy is planned within the ILDP, a joint project of the Government of Switzerland and UNDP, aimed at strengthening development through introduction of a systematic approach to strategic planning, implementation, monitoring and evaluation of strategy realization and harmonisation of planning system at the local level with those at the higher levels of government. The project is implemented in partnership with the Bosnia and Herzegovina (BiH) Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).

As part of its activities at local level, the ILDP will offer capacity development to selected CSOs in partner local governments in the area of development planning and management, so as to enable them to analyse, report and inform citizens adequately on this matter. This will hopefully lead to greater public attention to local governments’ performance in the area of local development and the effects that local interventions have on citizens and the most vulnerable population groups.

Duties and Responsibilities
The Consultant is expected to design and deliver a one-day training programme on local development management for up to 80 representatives of CSOs from 33 local governments. The training will focus on the role of CSOs in the processes of local development management. The training package will include: i) theoretical overview of the development planning and management system; ii) practical skills for monitoring, assessing, and reporting on the performance of public institutions in the area of local development management processes.
Additionally, the Consultant is expected to adjust the above mentioned theoretical part for the Training on the Role of Media in Local Development Processes that will take place simultaneously under the lead of the journalist/media consultant.

In cooperation with the media consultant, the Consultant hired under this TOR will be responsible to design a concept for the incentive scheme to award best performing CSOs in the area of monitoring of local development processes that are conducted by local governments. The CSO incentive scheme together with the concept for awarding excellence in media reporting that will be developed by the media consultant will be compiled into one document by the Consultant under this TOR.

More specifically, the Consultant will be expected to perform the following tasks:

Task 1 – Design of Training Programme on the Role of CSOs in Local Development Processes

The training programme will consist of two parts, where the first part will focus on local development management in general, including strategic planning, implementation, monitoring and reporting, while the second part will focus on the role of CSOs in these processes. The second part of the training programme will specifically address capacity development of CSOs with respect to citizens’ participation in planning and implementation of strategic priorities as well as mechanisms for citizens’ scrutiny of governments’ performance, including generated development effects in the local community.

Training materials should include relevant case studies, inputs for group exercises and training presentations.

Prior to initiation of the training programme design by the Consultant, the ILDP will organize a brief introduction meeting to introduce the Consultant with specifics of the training programme. Following the introductory meeting the Consultant will prepare a brief training design concept, highlighting the main training building blocks and elaborating key messages and focuses of each training building block. The concept will include elaboration of envisaged training delivery dynamic and exercises. The working plan and brief training design concept will be submitted for ILDP review and approval prior to the design of a fully-fledged training programme.

Task 1 is to be completed by mid September 2018. The estimated level of effort for this task is 3 days.

Task 2 – Preparation of theoretical part of the Training Programme on the Role of Media in Local Development Processes and review of the media training as a whole

Training programme on the role of CSO in local development processes will be complemented by the training on the role of media in local development. The training programme for the media will be designed by a journalist who will be hired by the ILDP, however, theoretical part of the training will be developed and adjusted by the Consultant under this TOR. Moreover, the Consultant will be responsible for reviewing the entire media training programm in order to ensure coherence of the training programme and its key messages.

Task 2 is to be completed in late October 2018. The estimated level of effort for this task is 1 day.

Task 3 – Delivery of theoretical part of the Training Programme on the Role of Media in Local Development Processes

In cooperation with the media consultant, the Consultant under this TOR will contribute to delivery of Training Programme on the Role of Media in Local Development Processes, with particular focus on introducing the topic of local development management to participants (theoretical part of the training).

The one-and-a-half-day training will be delivered to 2 groups, with up to 20 representatives of media from the ILDP partner local governments. Tentative training delivery locations are Sarajevo and Banja Luka.

Task 3 is to be completed in early November 2018. The estimated level of effort for this task is 4 days.

Task 4 – Delivery of Training Programme on the Role of CSOs in Local Development Processes

The one-day training will be delivered to 4 groups, with approx. 20 representatives of CSOs from partner local governments. Tentative training delivery locations are: Sarajevo, Banja Luka, Mostar and Tuzla.

The training sessions are envisioned to ensure close interaction and knowledge-sharing with the training group. During the training workshop, various training modalities will be used, in accordance with adult learning principles, to ensure that the training is practical, interactive and relevant for the challenges faced by the trainees in their work. The training programme will consist of plenary and small group practical work using all the modern tools available to ensure interactive and interesting sessions.

Practical part of the training will be co-facilitated by the media consultant who will be hired under a separate TOR.

A questionnaire will be administered at the end of the training to evaluate satisfaction of trainees. The questionnaire will reflect on quality of overall training and its usefulness and it will capture recommendations for follow-up. The evaluation will be captured in the form of an evaluation report that will be submitted to the ILDP by the Consultant.

Logistic and administrative support for the training delivery will be ensured by the ILDP team. The Consultant will take care of his/her travel arrangements, while the ILDP will be responsible for the overall training logistics.

Task 4 is to be completed by mid-October 2018. The estimated level of effort for this task is 6 days.

Task 5 – Concept for incentive scheme to award CSOs for best performance of monitoring function of local development processes

In cooperation with the media consultant, the Consultant under this TOR is to develop a concept for the ILDP’s incentive scheme meant to award CSOs and concept for awarding excellence in media reporting related to their respective roles in monitoring local development processes. More specifically, the Consultant under this TOR will develop part of the incentive scheme related to best performing CSOs in terms of monitoring function over local development processes while the media consultant will simultaneously develop part of the concept related to awarding the media for best coverage of local development issues.

The concept is to define approach, selection criteria and evaluation of candidates who will receive small grants for implementation of proposed activities.

The Consultant under this TOR is also responsible for compiling and finalizing the concept which will consist of two incentive/award schemes, one for CSOs and one for the media that will be developed by the media consultant.

Task 5 is to be completed by the mid November 2018. The estimated level of effort for this task is 3 days.

The entire service will be delivered in the languages of BiH peoples.

Deliverables/outputs

Task 1 – Design of Training Programme on the Role of CSOs in Local Development Processes:

· Training concept outline prepared and endorsed by the ILDP; Training programme designed and approved by the ILDP – 3 work days, 15 September 2018, 18% ;

Task 2 – Preparation of theoretical part of the Training Programme on the Role of Media in Local Development Processes and review of the Training Programme as a whole:

· Theoretical part of the training prepared, serving as an introductory part of the training for local media; Training programme reviewed and suggestions for adjustment / improvement provided – if relevant 1 work day, 26 October 2018, 6%;

Task 3 – Delivery of theoretical part of the Training Programme on the Role of Media in Local Development Processes:

· One-and-a-half-day training programme (theoretical part) delivered to 2 training groups – 4 work days, 9 November 2018, 23%;

Task 4 – Delivery of Training Programme on the Role of CSOs in Local Development Processes:

· 1-day training programme delivered to 4 training groups; A brief training evaluation summary report containing eventual follow-up recommendations submitted to the ILDP – 6 work days, 18 October 2018, 35%;

Task 5 – Concept for incentive scheme to award CSOs for best performance of monitoring function of local development processes:

· Concept for CSOs designed and approved by the ILDP; Concept for both CSOs and media compiled and reviewed – 3 work days, 16 November 2018, 18%;

Required Skills and Experience
Academic Qualifications/Education:
· University degree in public administration, economics, law, social-sciences or related field.

· Advanced degree will be considered as an asset;

Experience:

· At least 5 years of relevant experience in the field of development planning and management in Bosnia and Herzegovina or European Union countries;

· Previous experience in provision of technical assistance and training to public institutions in Bosnia and Herzegovina countries in the area of development management is required;

· Previous experience in capacity development of civil society organisations in the area of local governance, local development, public participation and public scrutiny is required;

· Fluency in languages of peoples of Bosnia and Herzegovina.

Technical evaluation criteria:

· Rating based on Qualifications – Weight: 21%, Maximum points: 30;

· Previous experience in provision of technical assistance and training to public institutions in Bosnia and Herzegovina countries in the area of development management is required – Weight: 24.5%, Maximum points: 35;

· Previous experience in capacity development of civil society organisations in the area of local governance, local development, public participation and public scrutiny is required – Weight: 24.5%, Maximum points: 35;

Financial criteria: Weight: 30%;

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Financial Criteria weight- 30%
