UNICEF in Bosnia and Herzegovina (BiH) supports Government in enhancing the protection of children from violence, abuse, neglect and exploitation, as enshrined in international human rights treaties, including the Convention on the Rights of the Child, which states in Article 19 that “States Parties shall take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical and mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse.”

UNICEF’s child protection programme in the country programme (2015-2020) focuses on the following child protection issues: a) addressing violence against children, b) deinstitutionalising children without parental care and children with disabilities and c) enhancing equitable access to justice. As of early 2018, a special emphasis is placed on ensuring the protection and care of children on the move, including migrant, refugee and asylum-seeking children, of which many are unaccompanied and or separated from their parents/primary caregivers.

A key strategy to strengthen the child protection system in BiH, and to address above child protection issues, is to strengthen the social service workforce. With UNICEF support, Government has established a Social Service Workforce Steering Committee consisting of representatives from line ministries, academia and civil society and initiated a comprehensive assessment of the social service workforce for child protection in BiH. The assessment is carried out by an international consultancy group, Maestral, and expected to be finalized by end of July 2020. Thereafter, the Steering Committee with the support of UNICEF and Maestral will develop long-term plans for strengthening the social service workforce for child protection in the Federation of Bosnia and Herzegovina, Republika Sprska and District Brcko.

PURPOSE

Under the supervision of the UNICEF Child Protection Specialist, the individual consultant contributes to UNICEF’s efforts in strengthening the social service workforce, both within UNICEF’s development programme and UNICEF’s humanitarian response to the refugee/migrant influx in BiH.

MAIN RESPONSIBILITIES AND TASKS

1. Support the assessment of the social service workforce for child protection

Provide technical guidance and support to the Social Service Workforce Steering Committee: In close collaboration with the Ministry of Civil Affairs, which chairs the Steering Committee, call for regular meetings, develop the agenda for meetings, write minutes of meetings and provide technical inputs into relevant working documents, all with a vision to ensure that the Government in BiH supports the principles set forth in the Regional Call for Action to Strengthening the Social Service Workforce from December 2018 (https://www.unicef.org/eca/reports/call-action-strengthening-social-service-workforce-europe-and-central-asia).
Facilitate communication with and support to Maestral: In close collaboration with the UNICEF Child Protection Specialist and UNICEF Child Protection Associate, facilitate communication between UNICEF and Maestral and between relevant stakeholders, including the Steering Committee, and Maestral; review all deliverables from Maestral and consolidate inputs and feedback from UNICEF to all deliverables from Maestral (e.g. draft and final assessment report; draft and final long-term plans for strengthening the social service workforce in BiH).
2. Support the strengthening of the social service workforce’s capacity to ensure protection and care of children on the move

Regularly liaise with local government counterparts, in particular Ministries responsible for social welfare, centres for social welfare and centres for mental health in Mostar, Sarajevo, Tuzla and Una-Sana Cantons, as well as other UN agencies and NGOs present and active in the emergency response.
Provide technical guidance and support in enhancing child protection support (case management, mental health and psychosocial support, legal guardianship, best interests assessment/determination), including child protection referral pathways.

Znanja i kvalifikacije:
To qualify as an advocate for every child you will have:

Advance degree in social work, child protection, law, child psychology, or relevant field.
A minimum of two (2) years of experience with UNICEF or other development or humanitarian organisations, including experience with child protection programming in emergency contexts.
Excellent knowledge of child protection, in particular in the area of social work and social workforce strengthening.
Knowledge of UNICEF’s core commitments to children in humanitarian action is an asset.
Strong written and verbal communication skills, with fluency in English and local language.
Strong interpersonal skills, cultural sensitivity, demonstrated ability to lead and facilitate multi partner collaboration and coordination.
