The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
The general minimum requirements for working in this field of expertise are:

University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
Knowledge of courtroom proceedings and criminal law and procedure
Knowledge of international legal procedure standards and instruments
Demonstrable organizational, analytical, communication and interpersonal skills
Furthermore, this level of responsibility requires the following:

Education:
Advanced degree in a relevant field

Experience:
Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Second-level university degree in law, human rights, policy analysis, or a related field preferred;
Minimum 6 years of related work experience, preferably with experience in an international organization;
Sound knowledge of legal issues related to the Bosnia and Herzegovina justice system and judicial reform processes in the region;
Experience in programme planning and management;
Excellent writing and reporting skills;
Excellent organizational and communication skills;
Professional fluency in written and spoken English;
Demonstrated ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
Ability and readiness to work in a stressful environment, and under time constraints;
Ability to operate windows applications, including word processing and email.
Desirable:

Experience of working with the OSCE or other international organizations desired;
Broad knowledge of Bosnia and Herzegovina, the conflict and its consequences desired.
Tasks and Responsibilities

Monitoring, analysing, and reporting on the work of the judicial institutions in order to identify trends and challenges and proposing recommendations for the Human Dimension Department and the relevant institutions;
Identifying and advocating for necessary improvements to the institutional, legal and policy framework applicable to criminal proceedings across Bosnia and Herzegovina through research, analysis, drafting of policy documents, submissions and organisation of activities;
Developing and managing the Department’s portfolio relating to the High Judicial and Prosecutorial Council of B&H, including working closely with interlocutors within that institution and in other judicial institutions and providing support to reform processes and capacity building measures undertaken in that regard;
Analysing information and reports from the field and reports on topics related to the processing of criminal cases and the efficiency and effectiveness of the proceedings in order to identify systemic deficits and/or threats to public confidence in the work of the judiciary;
Developing, implementing and coordinating activities in the field designed to support the implementation of strategic reforms at the local level. This includes providing briefings and technical advising to a wide range of audiences on justice sector policy issues in B&H;
Developing and managing the outreach component of the Department’s work relating to the HJPC B&H and related judicial institutions;
Providing training and guidance to field staff on matters pertaining to judicial councils and judicial oversight mechanisms;
Coordinating the work of the Department on the HJPC B&H and justice sector policy with relevant interlocutors in domestic and international institutions;
Performing any other duties as required.
