Background

In the last decade, Bosnia and Herzegovina (BiH) has been facing several significant extreme climate and weather events, manifested through more frequent occurrence of disasters. The extent to which Bosnia and Herzegovina is exposed to climate change and natural hazards was shown in the May 2014 floods that hit the country with an unprecedented magnitude. Approximately a quarter of the country’s territory and one million people, representing some 27% of its population, was affected. The floods particularly affected vulnerable population groups, namely 78,564 unemployed, 60,000 children and 10% of persons with disabilities. The total damages amounted to approximately 1.7 billion USD, while the economic losses exceeded USD 1.5 billion. More than 50 local governments experienced a near-total devastation of their service infrastructure, to include hospitals, schools, and local administration centers.

Authorities in Bosnia and Herzegovina and the UN have gradually increased involvement in Disaster Risk Reduction (DRR) by implementing a wide range of programmes in recent years, aiming at alleviating damages inflicted by natural and man-made hazards. While the country achieved some progress in disaster management sector in recent years, effective management of disasters and climate change risks requires a whole-of-government approach and strengthened engagement of development sectors to minimize the discounting of future risk, as well as to ensure transparency and accountability as risks are generated, transferred, and retained.

The current United Nations Development Assistance Framework (UNDAF) for BiH places importance on DRR, while the Joint UN Work Plans 2017-2018 demonstrate the evolving nature of DRR programming across UN agencies, as well as its multidimensional positioning into the three thematic areas of the UN, namely: i) rule of law and human security; ii) sustainable and equitable development; and iii) employment and social Inclusion. The cross-cutting nature of DRR encouraged UN agencies to pursue greater synergies between sectors and programmes to support sustainable socioeconomic development of the country.

Therefore, the UN Country Team in Bosnia and Herzegovina developed a Joint Programme on DRR (JP) to systematically undertake coordinated, multi-sectoral and concrete risk reduction and preparedness measures in order to increase social and economic resilience to disasters and climate change of at-risk population in BiH.

The First Phase of JP aims to address key DRR priorities identified by local governments and various stakeholders across numerous sectors: protection and rescue, education, social and child protection, health, and agriculture. It puts special emphasis on improving local DRR Coordination Mechanisms, as well as affirming risk -informed strategic planning processes with focus on the most vulnerable population groups through implementation of pilot DRR measures in different sectors, in line with municipal risk assessments findings and DRR priorities.

The JP represents the combined efforts of United Nations Development Programme (UNDP), United Nations International Children’s Emergency Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations Educational, Scientific and Cultural Organization (UNESCO) and Food and Agriculture Organization (FAO) in partnership with the Government of Switzerland, being the key donor of this initiative.

UNDP, as the Convening Agent and on behalf of Participating UN Organizations (PUNOs) – UNICEF, UNFPA, FAO, UNESCO, is looking to recruit a Joint Programme Coordinator. Under the overall strategic guidance from the Joint Programme Steering Committee (PSC), and administrative supervision by UNDP, Joint Programme Coordinator will be in charge of coordinating complementarity of different results implemented by the PUNOs.

Duties and Responsibilities

Effectively coordinate DRR Joint UN Programme and provide strategic leadership:

Coordinates overall implementation of the Joint UN Programme and activities of the Participating UN Agencies as per the agreed work plans and defined responsibilities and budget allocations;
Coordinates implementation of the Joint UN Programme activities to ensure that the Programme remains coherent, relevant, and consistent with agreed objectives;
Provides technical advice and guidance on implementation of the Joint UN Programme and overal stratetgic direction of the Joint UN Programme;
In cooperation with PUNOs coordinate representation of the JP in relevant consultations with relevant national and international stakeholders, as required;
With support from PUNOs and other partners, facilitates coordination and preparation of detailed annual work plans and budgets for JP activities;
Oversees disbursement of funds to the Participating UN Organizations through the Multi-Partner Trust Fund Office (MPTF);
Serves as focal point for daily communication and information sharing with the Embassy of Switzerland in BiH, on behalf of the Convening Agency and the Joint UN Programme Team;
Facilitates in cooperation with PUNOs donor missions and media relations, as appropriate.
Support strategic oversight and advocacy of the JP:

Supports oversight of the JP results and timely monitoring of the progress of programme implementation by PUNOs and facilitates annual reviews of work plans;
Together with teams from PUNOs, supports establishment of systems for outcome and output planning, implementation, monitoring, reporting and evaluation;
Coordinates production, submission and dissemination of semi-annual and annual Programme progress reports, as well as consolidated results of the JP based on progress reports prepared by PUNOs;
Assumes the role of Secretariat of the PSC and UN Inter-Agency Coordination Mechanism, supports preparation of the agenda and inputs for PSC meetings and follow up of meeting outputs;
Supports periodic updates at meetings of the Heads of participating UN agencies to seek strategic guidance and quality assurance in coopeartion with teams from PUNOs.
Facilitate knowledge building and knowledge sharing:

Supports preparation of briefs on programme achievements and documents, including lessons learnt and synthesis of best practices from implementation of JP in cooperation with PUNOs;
Supports coordination and development of knowledge products;
Performs other tasks as assigned by the Convening Agency and PSC.

Required Skills and Experience
Education:

Master’s degree in Disaster Risk Reduction, Emergency Management, International Relations, Political Science, Economy, Law, Development Studies or other relevant subject.
Bachelor’s degree with additional two years of experience may be accepted in lieu of MA
Experience:

Seven years of progressively responsible programme/project experience is required at the national or international level.
At least four years of experience in programme/project management would be an asset.
Direct experience in working on issues concerning Disaster Risk Reduction.
Knowledge of BiH administrative structure and experience in dealing with governmental counterparts, as well as Civil Society Organizations.
Knowledge of and experience in UN joint programming would be a significant asset.
Language Requirements:

Excellent command of English and local languages.
