UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
UN Women opened a Project Office in Sarajevo in August 2008. In October 2013, the UN Women Project Office was transformed into UN Women Country Office. The team is new – 11 members out of total 14 have joined the office since it became Country Office and 3 new staff is expected to join the office per 1 March. The team comprises of national and international staff with different backgrounds and working experiences. Thus, over the past year the office has invested siginificant efforts to consolidate the team and work on communication and teambuilding.

Working in close cooperation with a variety of partners such as the government, civil society and international partners across the country, UN Women CO BiH is involved in the following activities:
· Promoting Gender Responsive Policies;
· Advancing the Implementation of UN Security Council Resolution 1325 on Women, Peace and Security;
· Ending Violence against Women and Girls;
· Working for survivors of conflict related sexual violence in Bosnia and Herzegovina

Duties and Responsibilities
The retreat will take place on 24 – 25 February 2016 and is the second retreat of the UN Women CO in BiH. The aim of the second retreat is to contribute to further building of a harmonized team by gaining knowledge and skills for communication and cooperation within and outside the team, work on developing ideas for improved organization of work, including developing a structure of the office and receiving skills for improving the office as a working environment. It is expected that these skills will contribute to a knowledgeable, capacitated and dedicated team for the accomplishing of UN Women’s vision and goals while keeping a work–life balance.
IMMEDIATE OBJECTIVES

The specific objective of this consultancy is:
· The team building of the office;
· Enhancement of efficient professional communication and team work within the team;
· Further development of the organization of work including the structure of the office;
· Strengthening of work-life balance.

OUTPUTS
The consultant is expected to deliver the following outputs:
· Qualifying the assessment of needs and themes for the retreat undertaken by staff during retreat preparation workshop on 10 December 2015 (material and resource staff available for the qualification);
· Curriculum/programme for team building designed, reviewed and agreed with UN Women CO BiH;
· Two day team building session conducted within UN Women CO BiH retreat (the venue for retreat and transport from Sarajevo to the location will be provided by UN Women);
· A team building report with very practical and concrete recommendations for further steps that could be taken to enhance team work, communication, organization and structure of work and work-life balance to reviewed and agreed by UN Women CO BiH.

The team building session and the report will be provided in English.

ACTIVITIES AND TIMEFRAME
The consultant will be expected to complete the following tasks within the indicative timeframe:

3. Two day team building session conducted within retreat 2 24th and 25th of February
4. Draft report prepared and submitted to UN Women to be revised based on feedback from UN Women 1 Draft 29th of February
5. Final 7th of March, Total 6

The consultancy will last 6 days over the period 18th of February to 7th of March 2016

REPORTING
1. Team building curriculum should be submitted to UN Women by 22nd of February 2016;
2. Draft report providing recommendations on steps that could be taken for further development of team work, efficient and professional communication and work-life balance submitted to UN Women no later than 29th of February 2016. Final report incorporating any comments from UN Women CO BiH to be submitted by 7th of March 2016.

Required Skills and Experience
Academic Qualifications:
· Master degree in social sciences. PhD will be considered an asset.
Skills and Experience:
· 5 years of demonstrated work experience in developing and conducting team building workshops for organizations which work in highly complex administrative and programmatic settings, experience in organizational psychology;
· Previous experience working/consulting for international organizations / companies, with significant experience in working with mixed groups of nationals and internationals;
· Fluency in English, excellent spoken and written skills.

EVALUATION OF OFFERS
UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
· responsive/compliant/acceptable, and
· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 % of points in the technical evaluation – documents based will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation – documents based) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 50 % points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents based (40%)

Technical evaluation – interview based (40%)

Financial Evaluation (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.

Please note that travel costs and accommodation cost should be covered by the consultant and included in the financial offer.
