Institutional Consultancy – Local Institutional Consultancy on Costing of a Day Care and Counselling Services for Children with Disabilities and their Families in Bosnia and Herzegovina and Institutional Consultancy to develop Monetary Minimum Social Security options for the Federation of Bosnia and Herzegovina – second phase

The UNICEF Country Office in Bosnia and Herzegovina is requesting proposals from qualified companies from Bosnia and Herzegovina to support/provide the following services:

LOT 1- Local Institutional Consultancy on Costing of a Day Care and Counselling Services for Children with Disabilities and their Families in Bosnia and Herzegovina
The purpose of the assignment is to design and conduct a costing study of current costs of delivering Day Care and Counselling Services for Children with Disabilities and their Families in Bosnia and Herzegovina in order to support the relevant entity Ministries to develop social protection legislation. The results of the study will be used for advocacy purposes with all relevant authorities and will provide evidence to Federal Ministry of Labor and Social Policy and Cantonal Ministries as well as RS Ministry of Health and Social Protection to make informed decisions about the Day care and Counselling Services expenditures and will contribute to the efficient allocation of resources within the social protection systems.

LOT 2- Institutional Consultancy to develop Monetary Minimum Social Security options for the Federation of Bosnia and Herzegovina – second phase
The purpose of the assignment is to develop several models for calculation of monetary social security minimum as well as required financial resources for of each of the model, with an ultimate aim to improve targeting of cash benefits and reduce the poverty. The assignment will build on the work already done under the phase one, especially as relates to the Step 1. The second phase of the assignment will entail further elaboration of different scenarios and assessment of best targeting mechanisms as well as the projection of fiscal effects of each one of them, thus providing the evidence for finalisation of the Social protection legislation reform in the Federation of BiH.

The potential contractors are expected to submit a proposal based on Terms of Reference for LOT 1 and LOT 2. The proposal for both LOT 1 and LT2 will be evaluated against the following criteria: (1) relevance, efficiency, and effectiveness of proposed methodology and technical approach; (2) organisational and technical capacity of the applicant; (3) relevant experience in similar type of work; and (4) budget. The evaluation of submitted proposals against these criteria will be used as a basis for the selection of the contractor.

Potential contractors should submit bidding documentation consisting of technical (A) and financial proposal (B):

A) Technical proposal (one separate sealed envelope):
1. Cover letter ( ½ page A4) confirming understanding of the Terms of Reference and readiness to employ resources to support the achievement of outlined objectives and deliverables
2. Technical proposal including a clear outline of the scope of work and a plan for implementation including logistical arrangements of all key deliverables
3. Copies of registration documents as required by applicable law, accompanied by VAT (PDV) registration.
4. Detailed Curriculum Vitae (CV) for the proposed Team Leader. Reference list and contacts describing relevant work experience;
5. List of full time employees (names, education, professional experience);
6. Examples of prior relevant analytical work/reports conducted by experts to illustrate quality of analysis that can be expected if contracted for this assignment;
7. Supplier Profile form and VMD Form.
8. CD comprising of the technical offer ONLY.

B) Financial proposal (one separate sealed envelope):

LRPS 9140630 Form for LOT 1 and LRPS 9140631 Form for LOT 2 are to be filled out and submitted together with your detailed budget proposal in BAM (each LOT separately) with short description of each budget item. Budget should be presented by deliverables with a short explanation.

Potential bidders may apply for both LOTs or for only one LOT of their choice.

Documentation for each LOT must be delivered separately, clearly indicating for which LOT 1 or LOT 2, proposal is submitted.

Final note on the whole submission package:

For each LOT a separate, above listed documentation set must be submited (one LOT documentation consists of technical offer in one sealed envelope and financial offer in another sealed envelope. Envelopes must be marked: „Technical offer – LOT….“ & „Financial offer – LOT….“

Proposals and budgets should be submitted in English language. The proposals must be mailed to UNICEF, clearly marked for which LOT you are submitting proposal to the address: Zmaja od Bosne bb, and delivered in two separate sealed and marked envelopes (one envelope containing only the technical proposal printed out and saved on CD and the other envelope with the financial proposal printed out) by 3 July 2018 at 17.00 hrs with remark:

Important:
Please note that the technical offer (print out and CD) should not have any data on the budget, i.e. financial aspect of the offer (this should be exclusively stated in the financial offer envelope only).Contact details of the company should be printed on both envelopes. In case CD or Technical part of offer contains budget, offer is invalidated.

All bidders are invited for the public opening of the bids. The public opening will be held on 5 July 2018, at 10.00 hrs in UNICEF premises, Zmaja od Bosne bb, Sarajevo (UN House building).
