INTRODUCTION

Save the Children in North West Balkans is announcing the recruitment of research team, organization or research agency/company (hereinafter referred as “the Field Research Facilitators”) external to Save the Children to perform data collection process in Una-Sana Canton (City of Cazin and City of Bihać) within the frame of a final evaluation of Eastern European Regional Project “Community Based Services for Children with Disabilities”. The overall objective of the evaluation is to assess and present results (output, outcome), conclusions, lessons learnt and recommendations.
Save the Children has hired company “The Research Base” from UK to carry out and coordinate entire evaluation process in 5 countries. Since, their work will be done remotely from UK, The Research Base requires the assistance of local Field Research Facilitators in each country for the collection of primary data through the delivery of face to face interviews and focus groups as well as conducting KAP (Knowledge, Attitude and Practice) survey. For this endeavor, The Research Base will develop evaluation methodology and tools, plan field research with Field Research Facilitators and train them and continuously (with in-country project Save the Children coordinators and M&E staff) communicate on data gathering process. Field Research Facilitators will gather the data as per guidance of The Research Base, transcribe them, and after translation to English, submit them to The Research Base for further analysis.
Save the Children in North West Balkans will recruit and contract in country Field Research Facilitators and cover their fees, travel and other costs. Save the Children will also organize and finance translation of the data gathered and transcribed by Field Facilitators that will be than submitted to Research Base.
PROJECT BACKGROUND
Children with disabilities represent one of the most marginalized groups in Eastern European countries. These children and their caregivers are facing stigma, discrimination, and marginalization in their communities on a day-to-day basis. Frequently deprived of education, services and other basic rights, they are significantly more vulnerable to violence, abuse and exploitation. There are about 297,000 children with disabilities in following 5 Eastern European countries – Albania, Armenia, Bosnia and Herzegovina (BiH), Georgia and Kosovo combined – approximately 8 percent of the mentioned sub-region’s children. All countries face a shortage of well-trained professionals and insufficient allocation of state resources to care for children with disabilities. Without adequate and appropriate community-based services, many families are unable to support their children’s psychosocial development, physical rehabilitation and inclusion in schools and community life. As a result, children with disabilities are routinely institutionalized and marginalized.
To address the problem, in January 2016, Save the Children launched regional project titled “Community Based Services for Children with Disabilities” aiming to address systemic gaps by establishing 10 high-quality childcare centers in above mentioned 5 countries in Eastern Europe. The centers intend to provide opportunities for rehabilitation and integration of up to 1,500 children with disabilities and their families, through early detection, individual rehabilitation, and holistic guidance and support services for family members.
There are three main components of the project: 1) Provision of direct services for children with disabilities, 2) Supporting families of children with disabilities so that they can advocate for their children, and 3) Increase capacity of relevant government authorities. Save the Children established sustainable, context- and needs-based services for children with disabilities, strengthened families and empowered state authorities and local NGO actors to deliver, sustain and replicate these services beyond the project life.
The Centers are envisaged to be free of charge and to serve as models of all other community-based services for children with disabilities in this region. Most importantly, the methodology of piloted centers will be documented and handed over to the relevant authorities in each country for continuation of services and replication in other communities.
Community based services for children with disabilities in Una Sana Canton
As a step towards implementation of the aforementioned Strategy, in 2016 Save the Children in North West Balkans in partnership with relevant government institutions started the implementation of the 3-year project Community Based
Services for Children with Disabilities in Una Sana Canton. The Project’s overall goals are the following:
1. Provide high quality community based multi-disciplinary rehabilitation services for children with disabilities and enable their inclusion in school and community life;
2. Strengthen families through providing constant support and training;
3. Increase capacity USC to address the gaps faced by children with disabilities through facilitating coordination and collaboration among different state actors as well as through advocacy and public awareness.
To reach the listed goals, it is planned to establish two Centres for development of inclusive practices in the city of Bihać and Cazin municipality, which will provide high quality multi- disciplinary support to children with disabilities, their families, and professionals from health, education and social welfare sectors.
The Project is implemented in cooperation with the Ministry of Education, Science, Culture and Sports in Una Sana Canton, Ministry of Health, Labour and Social Policy in Una Sana Canton, Health Insurance Fund in Una Sana Canton, city of Bihać, and municipalites Cazin, Bužim, Velika Kladuša, Bosanski Petrovac, Bosanska Krupa, Sanski Most and Kljuc.
ROLE AND RESPONSIBILITIES OF FIELD RESEARCH FACILITATORS
Field Research Facilitators (FRFs) will assist The Research Base (TRB) in the collection of primary data that will be used to assess this programme’s relevance, effectiveness, efficiency, impact and sustainability.
Each FRF will be involved in conducting in-person interviews with the programme’s beneficiaries, children with disabilities and their caregivers. There will also be a smaller number of focus groups (with children with disabilities) and telephone interviews (with other stakeholders) to be delivered. Interviews and focus groups will need to be transcribed and translated by FRFs. Save the Children project staff will organize and cover for translation, while FRFs need to check translated transcriptions and make sure they are in line with obtained responses before submitting them to TRB.
The FRFs will be required to conduct data collection regarding KAP study on representative sample in Una Sana Canton (300 to 400 respondents).
The FRFs will be required to liaise with participants to establish a time for interview which will be carried out between the end of October and November 2018 in the relevant country. FRFs will be required to report their findings and notes from their initial three interviews and/or focus group discussions (FGD) to The Research Base for review BEFORE the proceed with further interviews or FGD. If TRB determines the quality of interviewer / FGDs notes are satisfactory, then the data collection may continue. However, if TRB determines the interviewer/FGD notes are insufficient / low quality the interviewer (FRF) will be retrained or replaced. After getting approval from TRB to continue data collection, FRFs will be required to report to them regularly on their progress, allowing any questions to be answered and issues to be raised. Support will be offered to local FRFs by TRB on an ongoing basis to help guide them in their data collection.
A one day virtual training workshop will be provided to local FRFs, prior to the beginning of fieldwork, ideally on 22 October 2018 by a TRB consultant. This will focus firstly on general field research ethics, conduct and methodology and secondly on the specifics of this evaluation’s requirements. In addition, a SC staff member will conduct a child safeguarding session after which all FRFs will be required to sign a child safeguarding policy agreement. Before the KAP Survey realization, Data Collectors will also be trained on child safeguarding policy by SC in NWB project staff and are obliged to sign same agreement
