Background
The EU-funded Regional Programme on Local Democracy in the Western Balkans (ReLOaD) aims to strengthen partnerships between local governments (LGs) and civil society by scaling-up a successful model of transparent and project-based funding of CSOs. The Western Balkan (WB) countries are facing complex set of similar development challenges. These countries, namely Albania, Bosnia and Herzegovina, FYR Macedonia, Kosovo* ,Montenegro, and Serbia, invest significant efforts to mainstream the EU accession agenda within their socio-political contexts. An integral part of the EU accession agenda is to promote the inclusion of civil society and further development of participatory democracies in the Region. All the WB countries face these challenges, specifically related to the lack of collaboration between the government and civil society.
The lack of transparency of existing public mechanisms for support of civil society organizations (CSO), mainly at the local level, is perceived as one of the main obstacle for development and functioning of credible civil society in Bosnia and Herzegovina (BiH). The ReLOaD in BiH will focus on institutionalization of interaction between local governments and CSOs. The underlying intention of the Project is to put in practice and sustain a transparent, development-oriented and project-based approach to funding of CSOs by municipal budgets that contributes to realization of legitimate local priorities in line with local development strategies.

The total budget of the ReLOaD is EUR 10 million, while the component for BiH totals EUR 4 million. The Project duration is 36 months (2017 – 2020).

Under the overall supervision of the Regional Programme Manager and under the direct supervision of the Senior Project Coordinator/Grant Officer the incumbent will be directly responsible for successful implementation of the RELOAD activities in the field related to the BiH component of the project.

* This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.

Duties and Responsibilities
Coordinate and support field activities in partner local governments:

In cooperation with Governance Officer support the process of selection of partner local governments (LG) in line with the given criteria including participation in open days and other fora for LGs;
Assist partner LGs and CSOs to understand the project objectives and effectively participate in the overall project implementation and execution in Annual Work Plan (AWP);
In cooperation with the Governance Officer, review municipal work plans and propose interventions to ensure that activities implemented in selected areas are in line with local strategies and the Project goals;
Support organising capacity development activities, and other events, and work on establishing synergies with other relevant civil society organizations, government counterparts and national and international initiatives and programmes;
Duly collect data and all relevant information to effectively contribute to review of results and long-term Project effects, as per the Project’s M&E plan and logical framework;
Liaison with LGs authorities regarding fulfilment of obligations related to Cost-sharing Agreements, Memorandum of Understanding and other relevant agreements;
Review work plans and proposing the actions based on needs assessment, in close cooperation with the Governance Officer and the Senior Project Coordinator/Grant Officer;
Travel regularly to partner LGs and CSOs for individual meetings to ensure effective relations with partner LGs and CSOs throughout the project lifetime.
Supervise the work of project field staff:

Lead and supervise the work of two Field Associates/Monitoring Associates in line with respective Terms of References and Annual Working Plan;
Coordinate data collection and data management related to the monitoring activities of CSOs;
Coordinate the work of field staff in supporting local authorities in transformation of funding procedures for CSOs and introduction of transparent funding mechanisms, in close cooperation with Governance Officer;
Implement measures to ensure that grant funds for CSOs are used efficiently and in accordance with the principles of sound financial management, including the principle of transparency;
Create and maintain data base of grant awarded CSOs and perform regular and ad hoc monitoring visits to grant recipients;
Prepare weekly/monthly travel plans for monitoring visits;
Provide on-the-job training to LGs representatives on all aspects of results and financial monitoring;
Oversee the implementation of grant awarded CSO projects and track progress of the implementation through data collection and reports provided by Field Associates;
Ensure regular communication and coordination with the Field Associates, and develop and maintain effective mechanisms (risk logs, monthly and weekly plans, etc.) for integrating and responding to their feedback and insights;
Conducts staff performance reviews in accordance with UNDP rules, regulations and procedures.
Provide technical expertise and coordinate all work related to civil society in partner local governments:

Support, coordinate and oversee field activities to assure timely and quality implementation of the awarded CSO projects and better service delivery through CSOs;
Develop systems and procedures to ensure continuous and accurate monitoring of the status of the Project activities in partner LGs and CSOs;
Lead the process of selection of CSOs project proposals in partner LGs in line with the criteria and selection process, in close cooperation with Governance Officer;
Develop and enhance monitoring component in accordance with EU and UNDP procedures and ensure LG participation in to as he monitoring of local CSO projects;
Coordinate the Project approaches, methods and activities with relevant local partners (LGs & CSO);
Evaluate data collected from CSO monitoring visits so as to ensure achievement of expected results and recommend corrective actions, if and when necessary;
Lead the preparation of all necessary documents to be signed between the UNDP and CSOs such as Micro Capital Grant Agreements, Addendums etc.;
Monitor CSO projects implementation progress and results; organize and conduct regular field visits to partner CSOs and LGs according to the projects implementation dynamic;
Promote effective LG participation in monitoring of CSO projects related to the project implementation;
Assist in the organization of field visits, capacity building activities for local partners for monitoring of CSOs projects and other logistics arrangements as required by the project dynamic;
Collects and compiles reports from CSOs in monthly progress report for each LG;
Draft correspondence with CSOs and/or partner LGs on matters related to operational issues, activity plans etc.;
Prepare regular and ad hoc reports on the status of CSO projects in partner LG.
Ensure effective mainstreaming of gender equality:

Support the Senior Project Coordinator/Grant Officer in mainstreaming gender equality in the programme implementation;
Support the Senior Project Coordinator/Grant Officer in preparing gender equality background materials for use in discussion, correspondence and briefing sessions;
Ensure that all the data, when collecting and compiling inputs relating to programme, are gender disaggregated;
In the preparation of meetings/consultations/trainings/commissions ensure a minimum of 30% participation of the other sex.

Required Skills and Experience
Education:

BA degree in public administration, development studies, economics, political sciences, social sciences, or other related areas;
Experience:

Minimum four years of working experience in the areas of local governance, local development, capacity development of local governments in BiH;
Proven knowledge, expertise and practical experience in design and delivery of assistance to CSOs, including in advocacy, local planning and policy design, community engagement, public consultations, etc.;
Previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with civil society organisations;
Language Requirements: §

Fluency in English and Bosnian/Croatian/Serbian
Other: §

Excellent computer skills (especially Microsoft office applications) and ability to use information technologies as a tool and resource.
