In 2015, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, which is financed jointly by the Government of Switzerland and the Government of Sweden. The project goal is to improve quality of life of the citizens of Bosnia and Herzegovina (B&H) through improving local infrastructure and services, increasing democratic accountability and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising of mjesne zajednice (MZs) as the places where government comes closest to the people and as grass-roots organisations that serve communities, with the possibility for real participation and joint action.
The Project’s implementing strategy is to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. The Project works with 24 LGs and 136 MZs country-wide. The key Project stakeholders are the following LGs: Banja Luka, Bijeljina, Brcko distrikt, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Nevesinje, Olovo, Pale FBiH, Petrovo, Rudo, Sanski Most, Stari Grad Sarajevo, Tešanj, Visoko, Zenica, Žepce, as well as their respective local communities that are part of the project.

Purpose of the Consultancy

The purpose of this consultancy is to promote the achievements of the Strengthening the Role of Local Communities in BiH initiative and provide relevant, accurate, and consistent project information to the BiH citizens, partner institutions (all levels of government, civil society), donors and other selected audiences. For this purpose, Copywriter/Web Content Manager will be engaged.

Objective of the Consultancy

The objective of the consultancy is to develop content for the web platform aiming to present the work and accomplishments of project partners, featuring Project beneficiaries in 24 partner Local Self-Governance Units (LSUs) – and selected CSOs, to wider audience. This consultancy will ensure raising of awareness and understanding of the Strengthening the Role of Local Communities in BiH initiative, its objectives and achievements through human interest, people-centred stories. To ensure objectives are met, Project aims to engage one Copywriter/Web Content Manager to produce series of stories and manage content of the www.mjesnazajednica.ba webpage for a period of 12 months. It is expected that overall (cumulative) duration of the consultancy will not exceed total of 45 days.

Duties and Responsibilities
The Copywriter/Web Content Manager is expected to produce content for the Project’s web platform (www.mjesnazajednica.ba). The Copywriter/Web Content Manager will help improve outreach and effectiveness of this communications channel with a strong writing style.
This consultancy will be undertaken under the supervision of the Project Manager and UNDP Communications Officer.

The Copywriter/Web Content Manager is expected to perform following tasks:

· Develop monthly plans for production of stories in close cooperation with the designate Project staff and deliver for approval of UNDP;

· Write up to 60 stories (stories and interviews for online publishing) featuring Project’s partners and achievements / impact (during the entire duration of the IC. Stories need to be developed in line with approved monthly plans and in close collaboration and cooperation with Project partners across 24 locations where project is being implemented);

· Review, proofread and if needed rewrite/modify content produced and uploaded on www.mjesnazajednica.ba by project partners (such as success stories, news features, videos and press releases, etc.) aiming to make content more appealing to targeted audiences and key messages are clearly communicated;

· When needed source and edit images, and optimize videos for web publishing;

· Submit all produced and edited materials to designate Project representatives for final quality control and approval, prior to publishing on www.mjesnazajednica.ba;

· Upload content produced within this consultancy to www.mjesnazajednica.ba, using site’s CMS;

· Work closely with project and external content developers, authors, copywriters and content editors to ensure content on the site is meeting needs of the Project;

· Regularly review content to identify gaps and redundancies in the site content;

· Alert UNDP designate staff of any content produced by partners which is either of lower quality and/or does not follow ensure clear communication of Project’s goals, or UNDP’s and the donor’s values;

· Ensure produced content promotes key UNDP values as well as the donors’ values;

· Ensure that the donor is promoted in accordance with the Principal and Guidelines for External Communication of the project.

The content will be proposed to and approved by the MZ Project Manager and UNDP Communications Unit.

Deliverables/outputs

· Develop monthly work plan identifying planned stories for specific geographic area, in cooperation with the UNDP project staff; Submit monthly plans to UNDP for approval, before the 25th day of the month for the next month – Monthly, June 2018 – June 2019;

· Write up to 60 stories total, in line with the approved monthly plans and in cooperation with the designate Communications Officer – Continuous through engagement, June 2018 – June 2019;

· Review, proofread and if needed rewrite/modify content produced and uploaded on www.mjesnazajednica.ba by project partners – Continuous through engagement, June 2018 – June 2019;

· Alert UNDP designate staff of any content produced by partners which is either of lower quality and/or does not follow ensure clear communication of Project’s goals, or UNDP’s and the donor’s values – Continuous through engagement June, 2018 – June 2019;

· Report on execution of monthly plans and activities to UNDP – monthly, June 2018 – June 2019.

Znanja i kvalifikacije:
Required Skills and Experience
Academic Qualifications/Education:
· University degree in communications (journalism) or related social science field;

· MA degree is an asset.

Experience:

· At least 5 years of relevant and proven professional experience in journalism, copywriting and editing;

· Previous experience with Swiss/Sweden funded projects and/or UNDP projects will be considered an asset;

· Strong knowledge of production of content for online media required.

Languages Requirements:

· Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills).

· Fluency in English is an asset.

Other Requirements:

· Strong analytical, reporting and writing abilities; Excellent organizational, time management and facilitation skills. Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
