Background
The Western Balkan (WB) countries are facing complex set of similar development challenges. These countries, namely Albania, Bosnia and Herzegovina (BiH), the former Yugoslav Republic of Macedonia, Kosovo* , Montenegro, and Serbia, invest significant efforts to mainstream the EU accession agenda within theirs socio-political contexts.
An integral part of the EU accession agenda is to promote the inclusion of civil society and further development of participatory democracies in the region. All the WB countries face challenges, specifically related to the lack of collaboration between the government and civil society. Also, lack of transparency of existing public mechanisms for support of civil society organizations (CSO), mainly at the local level, is perceived as one of the main obstacles for development and functioning of credible civil society.
Local governments in the WB are one of the key funding providers for CSOs and absence of a conducive financial environment is one of the main challenges civil society is experiencing in the current period. CSOs still largely depend on funding by foreign donors while the government funding mechanisms, which could represent an important alternative support, lack accountability and transparency.
All the WB countries, and local governments consequently, use similar models for funding of CSOs from public budgets, where common challenges relate to insufficient transparency and/or clear criteria of the selection processes. These uncompleted and often discriminatory models limit the reinforcement of the position and importance of civil society and hamper further development of participatory democracies in the WB Region.
To address these challenges, the EU-funded Regional Programme on Local Democracy in the WB (ReLOaD) aims to strengthen partnerships between local governments and civil society by scaling-up a successful model of transparent and project-based funding of CSOs. The funding model offered for replication from BiH will be adapted to each country specifics taking into consideration existing regulatory frameworks and funding practices developed by relevant state/entity/local government institutions. The ReLOaD programme will be implemented in Albania, BiH, Former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, and Serbia. The total budget of the programme is EUR 10 million, out of which the European Union is providing EUR 8.5 million, while the rest of the budget will come from local governments and UNDP co-financing. The Programme duration is 36 months (2017 – 2020), from February, 2017 to January, 2020.
The ReLOaD will focus on institutionalization of interaction between local governments and CSOs, while strengthening capacities of all relevant stakeholders to engage more productively in such partnerships. Importantly, the underlying intention of the Programme is to put in practice and sustain a transparent, development-oriented and project-based approach to funding of CSOs by municipal budgets that contributes to realization of legitimate local priorities in line with local development strategies.
ReLOaD will partner with 50 selected local governments: (5 in each of Kosovo*, FYRM, Montenegro and Serbia, 10 in Albania and 20 in BiH. Partner local governments will be provided with capacity development assistance to adapt and institutionalize the methodology for transparent fund disbursement for CSOs, as well as to put it in practice through a grant awarding scheme.
Dissemination and wider outreach/exchange of successful models and best practices will be included in a regional networking and governments-civil society dialogue across the WB countries.


Duties and Responsibilities
Under the direct supervision of the Regional Programme Manager, the Capacity Development Officer will have the following main functions:

Provide capacity development assistance and support regional promotion of the mechanism for distribution of public funds to CSOs:

Oversee capacity development activities in all participating WB countries;
Support the Regional Programme Manager in effective knowledge building and management of the project intervention across the targeted WB region;
Coordinate the assessment of the existing in-country mechanisms for disbursement of public funds to CSOs across the WB region securing recommendations for implementation of the main principles of the model from BiH in other participating WB countries;
Support WB teams in awareness-raising and familiarisation of local governments’ leadership and staff as well as CSOs with the methodology for disbursement of public funds to CSO;
Support the WB teams, and their stakeholders, in conceptualising and delivering capacity development assistance;
Provide technical advisory services to all WB teams related to the adoption and adjustment of the CSO funding mechanism and tools, given existing practices in LGs across the participating countries;
Advise WB teams in designing of tailored grant schemes for CSOs in each local government;
Support teams in WB in all the activities related to publishing and overseeing the Call for CSO proposals in partner local governments;
Act as a focal point for all technical challenges related to the implementation of the planned activities;
Develop and deliver monitoring trainings to teams in WB, focusing on the results-based and financial monitoring in line with the methodology for transparent fund disbursement as well as principles of transferring skills to the local government stakeholders enabling local ownership and full utilisation of the funding mechanisms by local authorities;
Provide technical support to the team in BiH, when required;
Provide expert support in definition of the scope of work and supervision of engaged consultants at in line with overall project requirements;
Communicate and coordinate capacity development activities with the Istanbul Regional Hub.
Support knowledge sharing, networking and exchange of experiences across the participating WB countries:

Provide expert support in effective knowledge transfer based on experiences from BiH, as well as guidance for adoption and implementation of the funding mechanism across the participating WB countries;
Ensure dissemination of information and knowledge management within the country teams for effective project implementation and facilitate knowledge building;
Coordinate organisation of the regional conferences and other knowledge sharing events aimed to enable networking and peer-to-peer knowledge sharing among participating countries and key stakeholders;
Organise cross-country exchange of experiences (meetings, conferences), ideas and good practices, including study trips among the participating WB countries;
Provide assistance to EU and its contractors in performing independent monitoring missions (ROM) and external evaluations.
Design and supervise implementation of a comprehensive monitoring and evaluation plan:

Design of mechanism for effective M&E framework for the ReLOaD Programme and for the in-country interventions, in close cooperation with the country teams;
Ensure proper coordination and implementation of the M&E framework;
Analyse and monitor performance data against the logical framework;
Ensure timely preparation and submission of progress reports, based on the work plan, indicating progress against targets set in the programme document (and any required reports);
Compile all annual and final progress reports and ensure the required level of quality and harmonisation;
Evaluate performance data against expected results and recommend corrective actions if and when necessary.
Ensure successful promotion and visibility of ReLOaD activities on a regional level:

In coordination with country teams and with a support of a Communication Officer, ensure ReLOaD goals and results are properly communicated with the public;
Coordinate the programme visibility using communications tools such as articles, press releases, social media, etc.;
Ensure knowledge transfer related to the EU (donor) visibility guidelines and requirements to the country teams;
Coordinate and ensure visibility activities are in line with EU and UNDP visibility guidelines.
Ensure effective mainstreaming of gender equality:

Support the Regional Programme Manager in mainstreaming gender equality in the implementation;
Ensure that all the data, when collecting and compiling inputs relating to the Project, are gender disaggregated.

Required Skills and Experience

Education:

Master’s degree in public administration, development studies, economics, political sciences, social sciences, or other related areas;
University degree with additional two years of relevant experience may be taken into the consideration in lieu of the Master degree.
Experience:

At least 3 years with MA (5 years with BA) of relevant experience in relation to local governance and civil society development interventions, supported by bilateral and multilateral donors;
Experience in conceptualizing and delivering capacity development support;
Research and analysis experience;
Excellent monitoring skills;
Proven expertise in monitoring, with knowledge of the EU monitoring guidelines;
Thorough understanding of the WB political environment;
Excellent computer skills and ability to use information technologies as a tool and resource;
Language Requirements:

Fluency in English and Bosnian/Croatian/Serbian;
Willingness to extensively travel within the Western Balkan countries.
