Background

The disaster that struck Bosnia and Herzegovina in May 2014 affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population. Over 50% of local governments in the country were in some form affected by the event, with substantial damages recorded to the housing stock, infrastructure, vital service providers, and the country’s productive assets. The effect of the disaster on the most vulnerable merely exacerbated pre-existing problems and disproportionately impacted their lives. Nowhere was this exhibited more than in the case of returnees and those internally displaced.

In the aftermath of the disaster, the international community reacted swiftly, providing emergency and humanitarian assistance, as well as convening a donor conference in July 2014, pledging substantial funds for the rebuilding of the country. The first comprehensive recovery effort to hit the ground was the Flood Recovery Programme financed by the European Union (EU FRP), rolled out in August 2014 and spearheaded by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina, along with the International Organization for Migration (IOM) and the United Nations Children’s Fund (UNICEF). Despite the intervention’s impressive outreach, with more than 610,000 people assisted, there remains a significant number of the most vulnerable yet to recover; UNDP estimates place that number at around 20,000 households that require further assistance in the form of durable housing solutions or livelihood support. With national and international recovery efforts winding down, the remaining caseload is largely left to its own limited capacities to self-recover.
Against this background, and acting on behalf of the European Union, as the principle donor, UNDP will be implementing a targeted recovery intervention across Bosnia and Herzegovina aimed at reaching out to the most vulnerable households within the most heavily affected communities. By the end of the Project, the following results are expected to be achieved:

Socially and economically vulnerable households, rendered homeless by the 2014 disaster, provided with new homes.
Socially and economically vulnerable households, residing in disaster-affected substandard housing, benefit from restored and improved homes.
Livelihoods needs identified, enabling tailoring of income generation support for housing assistance beneficiaries.
Vulnerable households benefit from a steady and sustainable income stream.
Under the overall guidance of the Flood Recovery Project Manager, the Project Assistant (PA) provides project support services ensuring high quality, accuracy and consistency of work. The PA provides technical, administrative and logistical support to the Flood Recovery Project Manager in implementation of the project activities and processes. The PA promotes a client, quality and results-oriented approach and works in close collaboration with the sector, operations, programme and projects staff in UNDP CO.

Duties and Responsibilities

Overall technical, administrative and logistical support to Flood Recovery Project activities

Assists the Project team in timely reporting and planning processes;
Assists the Project team members in coordinating activities in the field, including maintaining contacts with stakeholders, arranging and attending meetings, as well as taking notes and ensuring follow up;
Collects and collates information and documentation related to monitoring of project activities, indicators and deliverables;
Ensures accurate data entry into comprehensive data bases and tools to enable smooth Project monitoring;
Assists the Project team in preparation of Project’s publications and materials;
Assists in promotional activities of the Project, including collection of information on Project related activities published in on-line media;
Drafts routine official correspondence/documents and assists in the preparation of various reports;
Prepares background materials for discussions, correspondence and briefing sessions;
Support to the Projects teams in implementation of Flood Recovery Project business processes

Assists in recruitment, procurement and overall programme and operational administrative management;
Assists in organization of field visits, missions, conferences, trainings and other logistics arrangements, as required by the Projects activities;
Provides support in organization of external evaluations/ audits of the Projects and prepares information for evaluation or audit purposes;
Provides minor translation/interpretation services, as required;
Organizes translation and interpretation services in accordance with business processes;
Collates information related to travel of team members for purposes of obtaining travel authorization;
Organizes transportation services in accordance with business processes;
Maintains Project archive and files;

Business Process Quality Assurance

Facilitate that business processes followed by the project are in line with the UNDP rules and regulations, policies and internal control framework;
Provides support in the creation of projects in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, project management, operational and financial closure of projects;
Creates requisitions in Atlas; prepares non-PO vouchers;
Making budget check for requisitions, POs and vouchers;
Register of goods receipt in Atlas in accordance with Project Manager’s request;
Follows the internal expenditures control system in order to ensure that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
Assists in timely reporting;
Support to the Project teams in effective mainstreaming of gender equality

Provides effective support in mainstreaming gender equality in the project implementation and makes sure that knowledge on gender equality is incorporated in the project knowledge management activities and products;
Provides effective support to the Project Manager in incorporating gender equality in all the areas of implementation of project components, in the organization of the project evaluations and audits;
Ensures that all the data, when collecting and compiling inputs related to the project, are gender and age disaggregated and evaluated from the gender point of view;
Ensures minimum 30% participation of the other gender in the preparation of meetings/consultations/trainings/commissions.

Required Skills and Experience

Education:

University degree in public administration, economics, law, political sciences, or related field;
Secondary education with additional three years of experience may be accepted in lieu of BA.
Experience:

2 years of relevant administrative project experience with a bachelor’s degree is required at the national or international level; 5 years of the same relevant experience for candidates with a secondary education;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web- based management systems.
Experience in the usage of PeopleSoft web-based application would be an asset.
Language Requirements:

Fluency in official languages of Bosnia and Herzegovina;
Fluency in English with good drafting and presentation skills.
