Purpose
The purpose of this consultancy is to provide technical assistance to the ISED (Annex VII Action: Support to durable solutions of Revised Annex VII DPA Implementation Strategy) and Cist Vrbas project teams in the field of agriculture, promoting all aspects of modern production techniques, postharvest handling and good agricultural practices.
Objective
The principal objective of the assignment is as follows:

The Agronomist will provide assistance to the ISED (Annex VII) and Cist Vrbas teams in agriculture sector with specific focus on agricultural production for up to 200 beneficiaries from the Tuzla region. The Agronomist will conduct monitoring visits to each beneficiary. This will include assistance and support to project teams and individual producers in adoption of modern agricultural techniques in order to establish solid infrastructure in specific agriculture sub-sector by increasing the agriculture outputs and quality of products.

Background Information
Despite this significant and tangible progress that has been made regarding the issue of return in Bosnia and Herzegovina, the needs of the most vulnerable households remain unaddressed. To respond to these challenges, the BH Parliamentary Assembly in 2010 adopted a Revised Strategy of Bosnia and Herzegovina for the Implementation of Annex VII of the Dayton Peace Agreement, which recognized the unmet needs of more than 100,000 internally displaced persons, refugees and other conflict-affected persons of concern. The project Annex VII Action: Support to durable solutions of Revised Annex VII DPA Implementation Strategy, implemented by the UNDP, UNHCR, UNICEF and IOM, developed an integrated approach to a whole set of needs such as housing, electrification, water supply, livelihoods, social protection and legal aid.

UNDP assumes responsibilities for implementing activities related to the economic component of the project. As identified in the Revised Strategy, the issues of sustainability play a major role in solutions to displacement. Hence, it is of vital importance to ensure that those who do receive reconstruction assistance are also provided with long-term income generation opportunities, through support to both livelihood improvement and self-employment as matters of priority. Although such assistance yielded results in the past, the lessons learned showed that a wider approach needs to be adopted to ensure sustainability of implemented measures. Such an approach encompasses not only farmers/micro-producers, but also SMEs that will purchase their produce, involves other key players in public and private sectors and builds on market potentials. Within the framework of this project, such an approach will be implemented by UNDP through a value-chains intervention.

As a part of this intervention, comprehensive value chain analyses have been conducted and identified high value food producing SMEs in 5 UNHCR prioritized areas. These SMEs have the potential of becoming growth leaders in the respective industry and locality. Based on the analysis, the capacity of participating SMEs will be raised in the areas of securing raw materials supplies, development of cooperative networks, business planning, marketing, branding etc., to secure their position at current and provide access to new markets. Moreover, micro-producers will receive technical training and mentorship in terms of increasing theirs skills to secure regular quality and quantity of production as well as proper farm and financial management.

Lastly, farmers’ associations and local authorities will be assisted, where necessary, to sustain and strengthen value chains and effectively provide support to private sector. Although the intervention is targeted at prioritized municipalities with a high number of refugees and IDPs, it will aim to include as many neighboring municipalities thereby creating a cluster and maximizing the benefits. Furthermore, as the areas of intervention have been heavily affected by the recent floods, they require special consideration for inclusion of returnees and IDPs in priority economic development activities which primarily focus on the restoration of their income generation and livelihoods in general.

Within its Energy and Environment Sector, UNDP BiH implements the Vrbas River Basin Environmental Protection and Tourism Development Programme – Clean Vrbas – in order to assist 13 municipalities from the Vrbas River Basin. The project uses an integrated approach focused on strengthening environmental protection, and developing touristic potential and local governance, thus addressing a number of key developmental challenges affecting local communities. Building on the success of the pilot project, “Clean Vrbas”, the current project contains a comprehensive set of activities which support the unique, genuine, grass–roots initiatives of the Co-ordination team, and the platform it provides for co-operation across entity, administrative, ethnic and mental boundaries.

Duties and Responsibilities
The Agronomist will work under the supervision of ISED Project Manager to complete all activities related to the ISED (Annex VII) and Cist Vrbas projects as devised in this terms of reference.
Scope of work
The Agronomist will provide assistance to the ISED (Annex VII) and Cist Vrbas projects in the agriculture sector with specific focus on implementation of activities for selected beneficiaries under the agricultural component and value chain development. This will include assistance and support to individual producers in adoption of modern agricultural techniques in order to establish solid infrastructure for commercial oriented production in specific agriculture sub-sector by increasing the agriculture outputs and quality of product.

Key functions
The functions of the Agronomist will include the following:
1. Technical assistance to the ISED (Annex VII) and Cist Vrbas teams;
2. Technical assistance to farmers;
3. Monitoring;
4. Support to the ISED (Annex VII) and Cist Vrbas teams in effective mainstreaming of gender equality;
5. Reporting.

1. Technical assistance to the ISED (Annex VII) and Cist Vrbas project teams
· Assists ISED Project Manager and Senior Agronomist in coordination of the implementation of project activities;
· Assists extension service providers;
· Cooperates with project officers in selected Area of Responsibility;
· Assists the delivery of input supplies (seedlings, irrigation systems, plant protection and fertilizers);
· Measures and sketches of land plots;
· Provides technical advice to farmers in the development of individual farm investment plans;
· Prepares proper documentation of all undertaken actions;
· Prepares proper documentation of issues that arise during the implementation of the sub-activities.

2. Technical assistance to farmers
· Assists the delivery of training program;
· Assists the delivery of input supplies (seedlings, irrigation systems, plant protection and fertilizers);
· Education and preparation of beneficiaries for planting of seedlings;
· Assists beneficiaries in planting of seedlings;
· Advises and assists the installation of irrigation systems on plantations.

3. Monitoring
· Conducts monitoring visits to each beneficiary;
· Tracks the progress of the implementation of project activities and properly documents them;
· Identifies potential problems and informs supervisor where the project performance is in terms of time, risk, quality and other areas of project progress;
· Continuously tracks and deals with evolving project risks.

4. Support to the ISED (Annex VII) and Cist Vrbas project teams in effective mainstreaming of gender equality
· Provides effective support to the ISED (Annex VII) and Cist Vrbas project teams in mainstreaming gender equality in project implementation as well as that knowledge on gender equality is incorporated in the project knowledge management activities and products;
· Ensures all the data, when collecting and compiling inputs relating to project, are sex and age disaggregated and evaluated from the gender point of view;
· In the preparation of consultations/trainings ensures minimum 30% participation of the other sex.

5. Reporting:
· Progress report on implemented activities on bi-weekly basis;
· Prepares Final Report.

Technical assistance also includes, but not limited to, education and preparation of beneficiaries for planting, assistance to beneficiaries in planting of seedlings and assistance in setting-up of irrigation systems on plantations, 30.11.2016

Monitoring

Required Skills and Experience
· University Degree in Agriculture and minimum 2 years of relevant experience;
· Specific field experience in greenhouse production, strawberry production and peppers or cucumber-pickled production;
· Experience involving the provision of technical assistance to farmers;
· High level of maturity and excellent inter-personal skills required;
· Previous experience with an international public and/or private sector organization would be considered as an additional asset;
· Experience in the usage of computers and office software packages (MS Word, Excel, PPT etc.);
· Readiness for intensive field work, using own car;
· Driver’s license required;
· Excellent command of B/C/S languages;
· Fair command of English.
