Background
The EU4Business project is a 4-year initiative (2018-2021), primarily funded by the European Union and jointly implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, International Labour Organization (ILO) and United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BIH). The project seeks to strengthen BIH capacity for generating growth and employment through support to competitiveness and innovation, and it envisages three inter-related results:

MSMEs performance is increased due to better access and availability of well targeted measures and innovative business development services in competitive export-oriented sectors;
Business environment for development of new businesses and support to existing ones is improved; and
Entrepreneurial initiatives in tourism and rural value chains for income and employment generation are increased.
The Project is based on a two-pronged approach, namely a Grant Fund Facility (GFF) complemented by Technical Assistance (TA), focusing on three priority areas of intervention: (1) Export-oriented sectors, (2) Tourism, and (3) Agri-food and rural development.

As part of the overall project, UNDP implements support in the sector of agriculture and rural development, including support to rural economies and agricultural efficiency via agri-food value chains and rural development. In this context, an integrated approach will be adopted, aiming to promote competitiveness, growth and job creation, but also to foster innovation whenever and wherever possible. On the one hand, support will be provided to modernization of large agri-food industry value chains, targeting commercial agri-food operations through a systematic and integrated measures alongside the supply chain: production, collection, processing, marketing and sales. On the other hand, it will enhance diversification of rural economic activities with focus on small-scale farmers who dominate rural BIH, by strengthening their competitiveness, supporting upscaling of their holdings, on-farm processing, promotion of short value chains and off-farm activities, such as crafts and services in forestry and agriculture.

Under the direct supervision of the Project Coordinator, the Agri-Food Value Chains Officer will be responsible for implementation of project activities in support of agri-food processing. He/she will work in close collaboration with project’s staff, particularly with the Policy Coordinator and Agri-food Value Chain Officer (Agronomist) to ensure effective implementation modalities, provision of technical assistance, exchange of information and ensure monitoring and quality assurance of relevant activities.

Duties and Responsibilities
Provide technical support to the Project Coordinator and Agri-Food Policy Coordinator in the implementation of support measures:

Provide technical expertise and advice to the Project Coordinator and Agri-Food Policy Coordinator related to agri-food value chains development, food products processing technologies, food safety, environmental and other standards;
Assist the Project Coordinator in planning of business development and food processing services targeting key agri-food value chains participants and local partners including business development services ecosystem;
Contribute to the conceptualisation and design of Grant Fund Facility measures through provision of technical inputs related to defining priority sectors, required investments, beneficiaries, standards etc.
Participate in the selection process of grant beneficiaries including active involvement in the applications’ evaluation committees, including conducting the assessment field visits of possible beneficiairies;
Work closely together with the Agri-food Value Chain Officer (Agronomist) to provide technical assistance along the value chains to project beneficiares;
Provide technical assistance and input to workshops and round tables that will be organized for local partners and project stakeholders related to promotion of business conducive environment for agri-food sector and rural development;
Provide technical assistance to local alliances in promoting and advocating for agri-food sector and rural development at higher level governments.
Provide technical assistance to beneficiaries:

Provide technical assistance to grant recipients (SMEs and cooperatives) in food processing/production;
Provide business development services to targeted value chains participants including management, finances, promotion, marketing and sales;
Provide technical assistance and advice to the grant recepients related to:
agricultural products processing, and
selection and sourcing of appropriate technologies including support of procurement processes for the equipment and services whenever possible and needed;
Provide technical assistance and advice related to adoption of food safety and environmental standards and those standards required by high value markets such as IFS, BRC and others.
Monitoring and quality assurance of activities:

Support oversight of the Grant Fund Facility results and timely monitoring of the progress of implementation by beneficiaries and facilitate periodic reviews of work plans;
Together with the project team and the Sector-specific Coordination Committee (SCC), support establishment of systems for planning, implementation, monitoring, reporting and evaluation of Grant Fund Facility;
Collect, collate and analyse performance data for the implemented projects and provide reports in line with the monitoring and evaluation framework developed for Grant Fund Facility measures;
Monitor changes to activity risks and propose solutions to mitigate the identified risks;
Support preparation of briefs on project achievements, including lessons learnt and synthesis of best practices from implementation of Grant Fund Facility.
Support to knowledge building and knowledge sharing:

Participate in the trainings relevant to the field of work;
When necessary, provide guidance to project staff in business processes, administrative and other requirements and procedures;
Support coordination and development of knowledge products;
Contribute to knowledge networks and communities of practice.
Support to the Project Coordinator in effective mainstreaming of gender equality:

Support the Project Coordinator in ensuring gender mainstreaming throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyse it in detail;
Ensure gender equality is mainstreamed throughout the project component related to the cooperation with agri-food and rural development sector.

Znanja i kvalifikacije:
Required Skills and Experience

Education:

Bachelor’s degree in Economy, Economic Development, Agri-Food Science, Agriculture and Rural Development Science or other relevant subject.
Experience:

At least 3 (three) years of relevant professional experience in the field of economic, rural or private sector development in BIH;
• Proven experience in developing value chains, especially in agri-food sector;
• Proven experience in monitoring of business development interventions;
• Understanding of development trends in BIH.
Language Requirements:

Excellent command of English and Bosnian/Serbian/Croatian languages.
Other:


Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
