In 2015, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, which is financed jointly by the Government of Switzerland and the Government of Sweden. The project goal is to improve quality of life of the citizens of Bosnia and Herzegovina (B&H) through improving local infrastructure and services, increasing democratic accountability and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising of mjesne zajednice (MZs) as the places where government comes closest to the people and as grass-roots organisations that serve communities, with the possibility for real participation and joint action.
The Project’s implementing strategy is to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. The Project works with 24 LGs and 136 MZs country-wide. The key Project stakeholders are the following LGs: Banja Luka, Bijeljina, Brcko distrikt, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Nevesinje, Olovo, Pale FBiH, Petrovo, Rudo, Sanski Most, Stari Grad Sarajevo, Tešanj, Visoko, Zenica, Žepce, as well as their respective local communities that are part of the project.

Purpose of the Consultancy

The purpose of this consultancy is to promote the achievements of the Strengthening the Role of Local Communities in BiH initiative and provide relevant, accurate, and consistent project information to the BiH citizens, partner institutions (all levels of government, civil society), donors and other selected audiences. For this purpose, Web Administrator/Developer will be engaged.

Objective of the Consultancy

The objective of the consultancy is to maintain website www.mjesnazajednica.ba, through providing support to ensure reliable and high performing website, as well as to support designate representatives of the project as well as to other users with administrative and editorial authorization in adapting and posting web content, going along with awareness and understanding of the Strengthening the Role of Local Communities in BiH initiative, its objectives and achievements. To ensure that this important initiative gets off to the best start possible, we require the services of one Web Administrator/Developer for the duration of 45 days.

Duties and Responsibilities
The Web Administrator/Developer is expected to maintain website www.mjesnazajednica.ba, both the back and front end. The consultant is expected to provide support to ensure reliable and high performing website, and to support adapting and posting of web content Copywriter/Web Content Developer and designate representatives of the Project.
This consultancy will be undertaken under the supervision of the Project Manager and UNDP Communications Officer. Execution of changes to the website require approval of the mentioned Project representatives.

The Web Developer is therefore expected to:

· Manage www.mjesnazajednica.ba CMS, work closely with content developers, authors contributors and copywriters to ensure website is meeting needs of the Project;

· Regularly review website design and functionality and recommend improvements to project management; Optimize exiting code and write code in language used on www.mjesnazajednica.ba per recommendation of the Project;

· Test website, its existing and new features, in different browsers and environments, per schedule agreed with project management;

· Introduce additional features/functionalities in coordination and per request of the designate Project representative;

· Solve problems and fix bugs – collect feedback from users with administrative and editorial roles in order to make improvements;

· Ensure backup of the website is done periodically (to be agreed with designate UNDP staff);

· Provide analytics related to website visits and visitors’ behaviour on monthly basis;

· Report to project staff on all issues important for www.mjesnezajednice.ba on monthly basis or immediately, depending on the importance and urgency of the issue at stake;

· Provide training to representatives of a third party which will take over web administration and development of the www.mjesnezajednice.ba website during last two months of Web Administrator/Developer’s engagement.

Deliverables/outputs:

· Manage/administrate www.mjesnazajednica.ba CMS, work closely with content developers, authors, contributors and copywriters to ensure website is meeting needs of the Project – Continuous through engagement, June 2018 – June 2019;

· Optimize exiting code and write code in language for web-site – June 2018 ;

· Regularly reviews website design, and test website, its existing and new features – Continuous through engagement, June 2018 – June 2019;

· Solve problems and fix bugs – Continuous through engagement, June 2018 – June 2019;

· Back-up the website (create safety copies) – monthly, June 2018 – June 2019;

· Test website, its existing and new features, and continuously solve problems and fix bugs – Continuous, June 2018 – June 2019;

Znanja i kvalifikacije:
Required Skills and Experience
Academic Qualifications/Education:
· University degree in Information Technology;

· MA degree is an asset.

Experience:

· At least 5 years of relevant and proven professional experience in development and administration of websites;

· Excellent IT skills and knowledge of CMS application that supports the creation and modification of digital content;

· Previous experience with Swiss/Sweden funded projects and/or UNDP projects will be considered an asset;

Languages Requirements:

· Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills). Fluency in English is an asset.

Other Requirements:

· Strong analytical, reporting and writing abilities; Excellent organizational, time management and facilitation skills.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
