INDIVIDUAL CONSULTANCY
Technical Assistance for the project “Towards the resilient social protection and education systems in Bosnia and Herzegovina”
November 10 – December 15, 2016
The purpose of the assignment is to conduct a DRR mapping and gap analysis of the education sector in BiH (existing resources and gaps), in relation to UNICEF Comprehensive School Safety Framework and identify recommendations for strengthening the capacity of the sector to respond to the needs of the most vulnerable children. Comprehensive school safety is addressed by education policy and practices aligned with disaster management at national, regional and local school sites levels and rests on three pillars: a) Safe school facilities, b) School Disaster Management, c) Risk reduction education.
Key tasks:
Under the supervision of the UNICEF BiH Education Officer, the consultant will:
• Conduct desk review of available and relevant reports and materials on DRR interventions (including key stakeholders and actors) in the education sector in BiH and conduct analysis based on the UNICEF Comprehensive School Safety Framework
• Draft methodology (sampling, instruments and guides) for DRR mapping and gap analysis of the education sector in BiH
• Identify recommendations for strengthening the capacity of the sector to respond to the needs of the most vulnerable children
• Write an analysis report (15-20 pages)

Znanja i kvalifikacije:
Essential Requirements, Qualifications and Experience:
• Specialized training in disaster risk reduction highly desirable.
• Five to ten (5-10) years progressively responsible professional work experience at national and international levels in disaster management, including risk mitigation.
• Current knowledge of global developments and trends, technology and institutional environments in disaster management, especially related to education.
• Proven skills, knowledge and experience in the implementation and management of programmes humanitarian situations.
• Proven ability to conceptualize, develop, plan and manage activities within the framework of organisational and government programmes.
• Good analytical, communication and writing skills.
• Ability to work in an international or multicultural and team environment and develop partnerships.
• Excellent knowledge of English language
• Previous experience with UN is an asset.
