Purpose
UNDP within the GoAL WaSH Regulatory Water Framework Project in Bosnia and Herzegovina is seeking to recruit a consultant to support evaluation of new water tariffs within the piloting WUC – water utility companies (Teslic and Tešanj). The Consultant will work in close cooperation with Zavod za vodoprivredu Sarajevo and Bijeljina, the companies already working as Consortium with the WUCs Teslic and Tešanj, among other activities aslo on tariff setttings, within another UNDP Project. Since the consultant will have to verify the information provided by the Consortium and WUCs, the applicants coming from these companies cannot be considered due to this supervisory role.
Under the overall guidance and direct supervision of the Project Manager, the National consultant will be responsible to lead on provision of technical operations related budget lines needed for the evaluation of new water tariffs.
The consultant is also in charge for preparation of the appropriate presentation/material and participation on workshops targeting groups of interest such as WUCs, Municipal authorities, NGOs and local populations and to contribute to the preparation of content of articles/ letters/ public announcements for newspapers and RTV media on the topic of sustainability of water supply services, if required by Project Manager.
Objective
Objective of this consultancy is to secure the best available estimate of specific budget lines related to technical operations of the water utilities, needed for the use of defined tariff methodology and aiming evaluation of needed water tariffs.

Background Information
The first phase of the project GoAL WaSH Regulatory Water Framework aimed to provide technical assistance to B&H government in order to establish legislative and institutional framework for the water and sanitation sector. The project addressed answers to the delegated problems through a specific assessment giving current situation analyses of the legislation and institution framework in WatSan Sector and giving possible scenarios for establishment of regulatory framework. In addition to the mentioned the project developed the methodology for tariffing in the sector of water supply and waste water.
As final results the project produced two documents “Study on the best ways of administrative positioning of the regulatory body for tariffing in water supply and sanitation sector” and “Methodology for tariffing in water supply and sanitation sector in BiH”, that gave basis for the second phase of the project that will continue with advocating and lobbing activities in terms of possible establishment of regulatory body(ies) and testing the methodology in two local communities and their utility companies.

Main activities of the phase II are as follows:

· Testing the prepared tariff setting methodology, providing support for its implementation in at least two pilot municipalities;

· Raising awareness on the costs incurred by provision of water supply and sewerage services, including their relation to the utilities operational effectiveness;

· Fostering inclusion of the drafted tariff setting methodology and study on regulatory body into BiH legislation related to provision of communal services.

Expected results of the project are:

· Improved financial and operational sustainability of WUC – water utility companies included in pilot test;

· Raised awareness and strengthen capacities of key actors for adopting and implementing of methodology;

· Aspects and standards of new tariff methodology are partially incorporated in relevant regulatory framework.

Duties and Responsibilities
Consultant’s involvement is needed as follows:
In order to achieve improved financial and operational sustainability of WUC – water utility companies included in pilot test (Teslic, Tešanj) the Technical Expert will be in charge for leading the activities on evaluation of the individual values of fixed assets (based on revalorization), estimate of costs related to implementation of needed measures for non-revenue water (NRW) reduction projected for several next years (till reaching satisfactory level of NRW), parallel projections of electricity costs reduction gained with NRW reduction, so as projections of staff costs aiming future optimized organizational structure and number of employees.
These budget estimates will finally be used with the tariff methodology (http://www.ba.undp.org/content/bosnia_and_herzegovina/en/home/library/environment_energy/tariff-setting-methodology-and-for-water-supply-and-sewerage-ser.html) provided to the Consultant, aiming evaluation of the tariffs that are meeting the cost recovery principle, but also the principles of economic efficiency and affordability.
The Consultant will also propose the transition period in inclusion of these costs into actual tariffs evaluations, having in mind general reluctance to large changes of the tariffs. The consultant will take into the account time period needed for the water utility costs optimization, both in terms of excepted reductions in electricity costs (related to reduced NRW and thus reduced pumping) and eventual reduction of total staff costs only in case of estimated overemployment, but also expected increase of depreciation costs related to completion of fixed assets book and revalorization of the assets’ values.
It is envisaged that the level of effort for these tasks will not exceed 15 expert days.
Deliverables and timelines
The consultant is responsible for the following deliverables:

July 15, 2017;

· Final report – overall report covering all activities performed and results achieved. July 31, 2017

Required Skills and Experience
Education:
· Minimum MSc in Engineering (Civic or Mechanical) or Economist with practical experience in work with water utility companies (WUCs) on efficiency of water utilities operations

Experience:

· At least 5 years of practical relevant experience in consultancy regarding efficiency of water utilities operations, in working with water supply and sanitation sector in B&H;

· Ability to work independently;

· Excellent inter-personal and communicational and presentation skills;

· Knowledge of the political and economic situation in the BiH.

Language Requirements:

· Fluency in both written and spoken B/H/S languages is a must;

· Fluency in both written and spoken English language is a must.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
1. Proposal:

· Explaining why they are the most suitable for the work;

· Provide a brief methodology on how they will approach and conduct the work.

2. Financial proposal;
3. Personal CV including experience in similar projects and at least 3 references.

Individual consultants will be evaluated based on the following methodology:
1. Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Technical Criteria weight-70%

· Financial Criteria weight- 30%

Only candidates obtaining a minimum of 49 points for technical criteria assessment would be considered for the Financial Evaluation.
