Senior STE: Supervisor for Media Guidelines Monitoring

The Guidelines for EU support of media freedom and media integrity (Media Guidelines) built on the policy vision as set out in the Conclusions of the Speak-up!2 conference and the European Union (EU) Enlargement Strategy 2013-2014. The Media Guidelines translate the political objectives into a concrete “results’ framework” containing the outcomes to be achieved as well as the indicators to monitor them.
The purpose of the Guidelines is to serve as one of the monitoring and programing tools for the EU’s support to media freedom in the Western Balkans and Turkey (WBT). The constituting part of the Guidelines is the results framework, consisting of objectives, results, and indicators, all of which set the framework to contribute to the development of the enabling environment and the capacities of journalists’/ media associations with the overall goal to promote media freedom in the WBT.

TACSO is tasked to support the monitoring of the Media Guidelines for 2016/2017. Within the scope of such work it is expected to ensure a participatory approach to the greatest extent possible including journalists and media representatives across the WBT, and to introduce and deliver monitoring methods that will secure reliability in data collection and rigour to the overall methodology of the monitoring.

Profile of the STE
The STE should meet the following criteria:
General qualifications

University degree, preferably in journalisms; or 5 years of experience as an independent investigative journalist in addition to 15 years of overall work experience;
15 years of work experience;
experience in working in one or more countries of the Western Balkans and Turkey, regional experience across the WBT will be considered an asset; and
English proficiency.
Specific qualifications
7 years of experience in journalism, investigative journalism, and/or media development;
5 years of experience in dealing with the enabling environment for media freedom in the WBT;
5 years of experience in developing capacities of the journalist/media associations in the region; and
Member of journalist/media associations or network, membership in more associations or membership in association that includes a greater number countries (WBT in particular) will both be considered assets.

CV should be presented in the EU format and include list of memberships
Two references from similar assignments
Excepted remuneration, in the form of gross fee per day
