TERMS OF REFERENCE
FOR THE FINAL EVALUATION OF THE PROJECT
“Social inclusion through Woman Economic Empowerment in Montenegro (JAKA)”
(01st of October 2015 – 31st of December 2017)

CARE International Balkans is looking for a Consultant(s)/ organization/ company to prepare and implement the final evaluation of the project
The overall objective of the final evaluation is to assess the results achieved based on OECD-DAC evaluation criteria. Thus the specific objectives of this evaluation are to assess the relevance, effectiveness, efficiency, sustainability and (the road to) impact of the project in relation to the stated objective and expected results, target groups/partners, beneficiaries and other affected parties.
The results of final evaluation will be used to inform the implementers, the donor and the involved stakeholders about the final findings and recommendations of the project and to enable learning, improved planning and implementation of future CARE Balkans projects/programs in the region.
The evaluation will also assess the following aspects:
Improved individual organizational capacity of the project CSO partners in regard to the economic empowerment of women and social entrepreneurship;
Improved cooperation and networking among partner CSOs, relevant local institutions and women beneficiaries in the target municipalities with a specific focus on the added value;
Raised visibility of CSO partners’ work in their local communities on issues concerning the economic empowerment of women.
Consultancy tasks and outputs:
Design of the detailed final evaluation plan in close cooperation and agreement with the CARE Project Manager (PM).
Provision of a detailed plan of activities within the final evaluation in communication with CARE, with evaluation criteria set on the basis of the project logframe as the starting point, also on information received from the project (interview with CARE, monitoring reports) and on the main project developments. The Final Evaluation will be based on both qualitative and quantitative research and will utilize data collection tools based on participatory learning and action (PLA) methodologies, ranging from focus group discussions, key informant interviews, but also analysis of data collected in the field, from main project stakeholders, project actors and beneficiaries.
Coordination and carrying out of the planned data collection and FE analysis process.
Provision of the draft version of the Final Evaluation Report in English language (including the initial workshop report) with the review of the methodology used, data collection process and its findings and will be approved by CARE. The report will also include a thorough analysis of the final project results and effects against the criteria set up within the project log frame and will clearly present these findings in the logframe format and comment on it in the narrative.
The Final Evaluation Report will also contain an extract on evaluation results and achievements of the project, lessons learned and recommendation on follow-on activities (independently or as annex to evaluation report), suitable for further distribution at the end of the project.
