Purpose
The UNDP requires expertise for provision of quality assurance for public building typology for BiH and administrative entity FBiH.Objective
The principal objective of the assignment is to provide quality assurance tasks and expert activities for development and delivery of public building typology reports for BiH and administrative entity FBiH under UNDP’s Green Economic Development project.
Background Information

During the past three years UNDP has made a significant improvement in promotion of Energy Efficiency. The focus was the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of replicable energy efficiency pilot projects and introducing EMIS (Energy Management Information System) into more than 600 public buildings. The programme has been designed to achieve CO2 emission reduction, preservation of limited resources, fund and budget savings, reallocation of funds, better quality of life, employment opportunities – “green jobs”, increase capacities on local level for absorption of new funds, increase awareness and create understanding for energy efficiency and its resulting benefits.

Part of the UNDP’s Green Economic Development programme’s efforts is to enhance the energy efficiency and renewable energy sources recognized as single most powerful and cost-effective way to achieve goals of increased security of energy supply and climate change mitigation. Therefore, it is a main pillar of energy strategies worldwide therefore energy efficiency is a strategic priority for UNDP in BiH and priority for the next programming cycle.
Forming a national typology of public buildings is necessary for the definition of the appropriate strategy for managing the public building stock in all its aspects. National typology is basis for systematic EE rehabilitation of public buildings through adequate financing mechanism. The strategy to achieve such systematic solutions is to have relevant and recognized statistical data contributing to the establishment of the representative public building typology for Bosnia and Herzegovina, and for administrative entities Federation of Bosnia and Herzegovina and Republika Srpska, by respecting the following:

· Involvement of the most relevant academic and professional partners/institutions involved;

· Clearly defined statistical approach on a representative sample;

· Following on experience from the region and EU countries.

Duties and Responsibilities
The Senior QA Expert for public building typology, as a team member of independent experts, has to conduct comprehensive quality analysis of Public Building Typology Reports under overall supervision and coordination of the UNDP focal point for this activity in order to complete all activities specified in this terms of reference.
Scope of work
The Senior QA Expert will provide independent quality assurance in a team of independent experts in order to deliver quality assurance reports for two Public Building Typology Reports (BiH and administrative entity FBiH).Key functions
· Description of methodology/approach to be used for quality assurance on Public Building Typology. Finalizing methodology/approach in form of a preliminary report (7 days);

· The preliminary report has to contain description of quantitative procedures used for quality assurance of data sampling, sample size determination, exploratory data analysis and classification or data binning;

· Perform quality assurance procedures and review the results of Public Building Typology Reports for Bosnia & Herzegovina, and administrative entity Federation of Bosnia and Herzegovina. Finalization of Quality Assurance Reports on Public Building Typology for BiH and the entity FBiH (13 days);

· Consistent with the quality assurance approach, the QA Expert has to perform classification accuracy procedures for public buildings classified by year of construction and by purpose of the building (like described in the Energy Performance Building Directive);

· Visualization and detailed description of the aforementioned are integral part of the report;

· Delivery of final reports on Quality Assurance of Public Building Typology for BiH and entity FBiH (5 days)

* – Attachments to the reports that have to be delivered is as follows:
– Raw data used as input for any relevant analysis in form of a csv file, if applicable
– If classification accuracy methods are implemented in form of programming code, such code must be delivered
– If pseudo random number generators are used in this analysis i.e. if resampling methods are used, random number generator has to be seeded.
– Training and testing data sets used for classification accuracy procedures have to be delivered in form of a csv file, if applicable
– Any other relevant data that affect quality assurance procedures must be delivered
– Statistical programming code, if any
NOTES:
Final Quality Assurance Report on Public Building Typology for Bosnia and Herzegovina and administrative entity Federation of Bosnia and Herzegovina are two separate reports.
If significant errors/mistakes within the aforementioned reports are identified on a later stage (after contractual obligations of both parties), UNDP remains the right, and the Contractor remains with the obligation in a professional manner, to undertake corrections on reports.

Required Skills and Experience
Education:
· University degree in Civil Engineering/Architecture, Mechanical Engineering or Electrical Engineering

Experience:

· Minimum 7 years of professional experience;

· Minimum 4 years of professional experience related to energy efficiency;

· Experience in delivering EE studies;

· Experience in delivering energy audits;

· Overall experience of designing and delivering of analysis methods in the field of environment, climate change and EE;

· Strong analytical skills – statistics and visualization

Language Requirements:

· Fluency in both written and spoken Bosnia and Herzegovina languages;

· Knowledge of English language.

Award Criteria: Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

· Responsive/compliant/acceptable, and

· Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
