Twenty years after the 1992-95 war, which was marked by serious violations of International Humanitarian Law, including widespread rape and sexual violence, many survivors of conflict-related sexual violence (CRSV) have not been redressed to this day and still suffer dramatic consequences on their daily lives.
As recognized by Mme. Manjoo, the UN Special Rapporteur on Violence against Women, its Causes and Consequences, and by Mme Zainab Hawa Bangura, the Special Representative of the UN Secretary General on Sexual Violence in Conflict, in Bosnia and Herzegovina (BiH) the critical need to provide assistance and comprehensive services to survivors of CRSV is greater than ever. Indeed, both societal and governmental recognition of the harms suffered by CRSV survivors – both women and men – during the war is lacking and survivors suffer from widespread stigma. Moreover, survivors need enhanced access to tailor-made services, such as free legal advice and access to affordable and appropriate psycho-social and health care services, including mental, sexual and reproductive health services, as well as economic empowerment. Even where these services exist, there are no institutional mechanisms for the referral of survivors between institutions and the exchange of information is often not systematized.

With this in mind, the UN developed a Joint Programme entitled “Seeking care, support and justice for survivors of conflict related sexual violence in Bosnia and Herzegovina (BiH)”. The Programme is jointly implemented by IOM, UNDP, UNFPA and UN Women and is aimed at promoting the rights and respond to the needs of survivors of conflict-related sexual violence from the conflict in Bosnia and Herzegovina in the early 90s, and at providing redress to both them and their families. In particular, the Programme works on improving the status of CRSV survivors and their access to justice, reparations, health and social protection services, as well as to empower them to successfully reintegrate into society and the economy.

Regarding this last aspect, UNDP and UN Women work on the development of economic empowerment schemes targeting CRSV survivors and their families, as well as other vulnerable and marginalized groups, in three locations in BIH. In Brcko, UN Women and UNDP are giving the opportunity to 24 beneficiaries support in green house production and linking up with the market. The economic scheme in Brcko, as in other locations, is implemented based on a UN Women model which couples economic empowerment and psycho social support.
Thus UN Women and UNDP are looking for a psychologist to assist the group of beneficiaries of this economic empowerment scheme.

The general objective of this consultancy is to provide psychosocial support to and motivate the beneficiaries involved in the economic empowerment scheme in Brcko and strengthen the cohesion of the group. Since most beneficiaries already receive psychosocial support through civil society organizations or public institutions, the focus is not only on the psychological well-being of the single individuals, but rather on the group dynamics, motivation to participate in the program and cohesion.

Duties and Responsibilities
The consultant is expected to deliver the following:
· Methodology and plan of activities: the consultant, in consultation with UN Women and UNDP staff should propose a methodology to achieve the consultancy objective and a schedule of activities. The methodology should include group therapy sessions, breaking-the-ice and motivational exercises, counselling, exercises to strengthen the cohesion of the group and to learn to manage interpersonal conflicts as appropriate. Group sessions will be for all 24 beneficiaries. A preparatory meeting may be organized with support from UNDP and UN Women to get to know the group before preparing the methodology. Costs associated with such meeting are to be borne by UNDP and/or UN Women.

· Therapy/motivational sessions: after agreeing the plan of activities and schedule for the therapy/motivational sessions with UNDP and UN Women, the consultant will be responsible for preparing and conducting the group sessions and all other activities envisaged in the agreed plan. The venue and refreshment for the sessions will be provided by UN Women and UNDP. The consultant is responsible to provide all other materials required for the sessions. After each session, the consultant is expected to submit a one page written report to UN Women and UNDP in local language. Any challenges and issues should be promptly communicated to UN Women and UNDP.

· Final report: the consultant is expected to write a short report (max 3 pages) in local language summarizing the main activities conducted, the response of the group and any challenge encountered. The report shall also contain recommendations for the future work with the group.

The consultant will be expected to complete the following tasks within the indicative timeframe:

· Methodology and plan of activities – 15th of February 2017 (One worday)

· Therapy/motivational sessions in Brcko District of BiH – As agreed with UN Women, but indicatively one workshop per month (8 wordays)

· Final report – 1st August 2017 (one workday)

Required Skills and Experience
Academic Qualifications:
· Bachelor degree in psychology. Master degree will be considered an asset.

Experience:

· Minimum 5 years of direct psychosocial/counselling experience working with adults.

· Proven experience with working with civilian victims of war, persons with PTSD, victims of domestic or gender-based violence and/or conflict-related sexual violence.

Language:

· Knowledge of one of the three official languages of Bosnia and Herzegovina (Bosnian, Croatian and Serbian languages).

· Knowledge of English language is considered an asset as well as experience in working in Brcko.

EVALUATION OF OFFERS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

· responsive/compliant/acceptable, and

· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents based (80%)
Financial Evaluation (30%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.
