Background

As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Bosnia and Herzegovina (B&H) has undertaken important steps towards understanding and addressing climate change issues. It is increasingly recognized not only by the Government and scientific community, but also by its citizens that climate change is an issue of key strategic importance. B&H has put great emphasis on climate change as one of the most significant development challenges facing the country. The importance of adaptation was clearly reflected in its Second National Communications and Climate Change Adaptation and Low Emission Development Strategy (CCA LEDs), adopted in 2013. In 2015, B&H submitted its Intended Nationally Determined Contributions (INDC), as part of the negotiations leading to the historic Paris Agreement, which it signed in April 2016.
Authorities of Bosnia and Herzegovina and key domestic stakeholders realize the increasing threat posed to them and the development of the country by climate change and the need of adapting to it in order to avoid or minimise negative consequences. The government is motivated to support and implement the national adaptation planning (NAP) process as adaptation issues are becoming very important for the country’s further development.

The overall project’s objective is to support the Government of Bosnia and Herzegovina to advance the national adaptation planning process. Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes. The project will advance adaptation planning in B&H with a focus on most vulnerable sectors such as water management, agriculture, forestry etc., upgrading the knowledge base for adaptation, prioritizing adaptation interventions for the medium term, building institutional capacities for integrating climate change adaptation and demonstrating innovative ways of financing adaptation at the sub-national/local government level.

Duties and Responsibilities

Summary of key functions:

Coordination of project activities at municipal level;
Support to management of the project within the areas assigned, focusing on quality control, from formulation to implementation
Support in creation of strategic partnerships;
Coordination of project activities at municipal level:

Supports the Project Manager in coordination of project implementation with project team, individual consultants, contracted companies and implementing partners;
Organizes and coordinates project’s activities with selected municipalities;
Provides support in defining finance needs and a prioritization of adaptation investments in B&H;
Analyzes current budgetary and extra-budgetary expenses of public institutions;
Identifies capacity needs and financial resources required to meet adaptation strategies of municipal departments/companies and provide necessary trainings;
Assesses existing market barriers for selected municipalities;
Facilitates training process for identified municipalities on innovative financial mechanisms facilitating access to supplemental adaptation financing;
Supports work with municipalities in defining new financing approaches for accessing adaptation finance
Organises and supports development of methodology and tools for multi-year capital investment risk informed programming in selected municipalities;
Supports testing of new financing approaches;
Organizes and implements municipal CCA finance start-up and orientation workshops;
Provides support to mainstreaming gender equality in the project implementation.
Support to project management within the areas assigned, focusing on quality control, from formulation to implementation:

Supports design and formulation of work plans, financial and procurement plans within the area of responsibility, translating project goals into local/cantonal/entity and national interventions;
Ensures financial and substantive monitoring and evaluation of the project activities, identification of operational and financial risks and problems and development of solutions;
Financial assistance to Project Manager in development and implementation of budgetary planning and in creation of projects in financial software, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of projects;
Provides support in organization and implementation of external evaluation of the project;
Monitors and analyzes of the project environment and timely adjustments if identified;
Assists evaluation of the project impact;
Ensures efficiency in the provision of support to local stakeholders at municipal level.
Support in creation of strategic partnerships:

Support to Project Manager in developing partnership with all government levels in BiH, international financial institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Impact of Results:

The key results have an impact on the efficient, effective, transparent and accountable implementation of the project, with direct impact within the Energy and Environment Sector.

Znanja i kvalifikacije:
Required Skills and Experience

Education:

Bachelor’s Degree in economics/ environment/ development related studies and other related disciplines;
Secondary education with additional three years of experience may be accepted in lieu of BA degree
Experience:

At least four years of relevant work experience;
Good understanding of environment/development issues in B&H;
Experience in managing tasks of similar complexity and nature;
Demonstrated experience in working with local government;
Familiarity and prior experience with UNDP and GEF requirements and procedures are considered as an asset;
Language Requirements:

Fluency in spoken and written English and in BHS languages.
