Background
United Nations Development Programme (UNDP) in Bosnia and Herzegovina is providing assistance and support to the national authorities in addressing the threats and risks posed to human security. These threats include large and uncontrolled presence of remnants of war and ammunition, terrorism and violent extremism, armed, gender and other forms of violence and men-made disasters. UNDP implements development interventions addressing those threats based on the national priorities. There are several project-based interventions that provide support to the overall defence and security sector reform at state, entity, Brčko District and community level. Those are organizationally systematized under the UNDP’s Human Security Programme which represents a pillar within Justice and Security Sector of UNDP Bosnia and Herzegovina.

Under the overall guidance of the Justice and Security Sector Leader, and direct supervision by the EU STAR Project Manager, Project Officer will be directly responsible for Disposal of remnants of war component – direct assistance to the significant reduction of ammunition quantities through safe and environmentally benign disposal of 3,000 tons of unstable and unsafe ammunitions, as well as complex ammunition systems disposal, know-how and equipment transfer – ensuring that all necessary disposal skills and knowledge are successfully transferred from project to Ministry of Defence, Armed Forces (MoD/AF) BiH. This will ensure sustainable system is in place after the project intervention is completed. In addition, the incumbent will work in close collaboration with the Ministry of Defence, Armed Forces of BiH, EUFOR, OSCE, and NATO to coordinate efforts within the European Union Forces in Bosnia and Herzegovina (EUFOR)-led Master Plan on Ammunition, Weapons and Explosives (Master Plan).

Duties and Responsibilities

Summary of Key Functions:

Effectively supervise implementation of activities to reduce ammunition quantities and establish sustainable stockpile management:

Plan, implement and monitor all activities on ammunition disposal in accordance with all applicable standards and best practices;
Closely coordinate with beneficiaries and/or partners especially MoD/AF BiH and EUFOR to reach target goals set within the EUFOR-led Master plan for ammunition, weapons and explosives;
Manage the risks, and develop contingency plans related to ammunition disposal activities implemented by EU STAR project;
Provide technical advice and guidance to Project Manager in the implementation of ammunition disposal activities to ensure that successful and smooth implementation is in line with prevailing standards and best practices;
Take responsibility for overall progress and use of resources and initiate corrective actions when necessary on a timely basis;
Keep track of the 100% ammunition inspection performed by MoD/AF BiH and EUFOR to accurately update the quantities available for disposal;
Conduct day to day supervision of the contractor’s work including monitoring and verification of invoices and reports;
Ensure synergy between different players contributing to effective management of process;
Effectively liaise with project’s partners and stakeholders;
Provide technical advice and support to the MoD and AFBIH on best-practice ammunition management and demilitarization operations;
Implement stand alone operations of ammunition and UXO disposal found in BiH defense industry stockpiles.
Enable know/how transfer in correlation with the requirements of the MoD/AF BiH to establish effective stockpile management;

Organize the know-how workshops for the AF BIH personnel to enable subsequent taking over of all ammunition disposal equipment;
Ensure institutional recognition of equipment to be transferred to the MoD/AF BiH;
Coordinate all elements of equipment transfer;
Inform the Project Manager on issues and corrective action that may need to be undertaken in relation to equipment usage and know/how transfer;
Provide support to the Project Manager to enhance the implementation of the overall target goals from the Master plan in sustainable disposal operations;
Ensure overhaul and testing of equipment installed in civil defence facilities;
Develop SOP’s for usage of the equipment to be introduced into the MOD/AF BiH system;
Develop resource expenditure plan for equipment maintenance and daily usage to be introduced into the annual budget of MoD/AF BiH;
Provide quality control and verification of the contractors’ reports.
Support the Human Security Portfolio by provision of technical expertise necessary for daily projects’ implementation and relevant programming within the Justice and Security Sector;

Effectively liaise with project counterparts to explore avenues of possible cooperation;
Effectively liaise with key players active in the field of ammunition disposal to develop new ideas for possible programme development;
Based on guidance from EU STAR Project Manager and Justice and Security Sector, develop Project concept notes in fields related to Human security;
Provide advice on human security topics and the overall ammunition and weapons stockpile management and defense reform process.
Provide information and data analysis to the EUSTAR Project Manager in the subject matter area;

Advise EU STAR Project Manager on safety and security developments in the country and regional trends;
Advise EU STAR Project Manager on issues related to stockpile management relevant to project activities;
Coordinate activities related to project outputs according to UNDP rules and procedures;
Provide quality control over the all technical data, inputs and reports prior to submission to EU STAR Project Manager.
Knowledge management and gender equality;

Ensures gender is effectively mainstreamed throughout the Project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail;
Ensures all the data, when collecting and compiling inputs relating to programme, are sex and age disaggregated and evaluated from the gender point of view;
Provide inputs to the conflict and gender sensitive programming within Justice and Security Sector;
Provides effective support to the Project Manager in incorporating gender equality in all the areas of implementation of Project components.

Required Skills and Experience

Education:

Completed Military Academy including following area of study:
logistic operations and disposal of ammunition;
storage of ammunition and explosives;
processing of ammunition and explosives;
process quality assurance.
or,

University degree in social science, economies or law.
Experience:

Minimum 3 years of experience (with Military Academy) in working directly with projects and programs related to ammunition disposal, explosive ordnance destruction or logistic ammunition management;
Minimum 5 years of experience (with university degree) of relevant experience in the field of military logistics and ammunition disposal;
Solid computer skills (especially Microsoft office applications) with ability to use information technologies as a tool and resource.
Language Requirements:

Very good command of English, including writing skills.
Excellent communication skills in local languages
