Background

The Integrated Local Development Project (ILDP) is a joint project of the Government of Switzerland and UNDP in Bosnia and Herzegovina (BiH) launched in 2008 with the aim to harmonise integrated and inclusive strategic planning at the local level. Through its previous two phases the ILDP made significant contribution in standardisation of planning approaches at local and cantonal level and supported 40 local and 10 cantonal governments in designing and implementing their development strategies. Furthermore, the project helped creation of foundations for establishment of strategic planning systems at the entity level, including financing mechanisms that provide targeted support to implementation of local development priorities country-wide.

The project’s third consolidation phase seeks to further place efforts to scale up and consolidate knowledge and systems whose creation has been initiated back in 2008. To that end, the Project will provide assistance to a wide range of domestic partners to affirm a functional sub-national development planning and management system, which reinforces effective delivery of public policies – including those related to integration to the European Union – and thus contributes to better development results. The entity public financing mechanisms will reinforce the efforts of the system, ensuring vertical connectivity between higher government levels’ public funds and local priorities, contributing to improved local services, livelihoods and quality of life. 30 local and all 10 cantonal governments will strengthen their capacities to effectively address citizens’ needs and accelerate growth through inclusive development planning and management systems.

The Project has three main outcomes, as follows: (i) Lead planning structures at entity level steer the development planning and management systems characterised by vertical and horizontal coordination and greater accountability towards the citizens; (ii) Local and cantonal governments effectively address needs of citizens and accelerate growth through inclusive development planning and management; and (iii) Citizens and socio-economic partners take pro-active part in development management and benefit from improved services.

ILDP’s partners include entity institutions responsible for development planning, namely the Federation of Bosnia and Herzegovina (FBiH) Development Planning Institute and the Republika Srpska (RS) Strategic Planning and Policy Coordination Unit, all 10 cantons in the FBiH and ca 30 local governments. Other key project partners are the BiH Ministry for Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities. The project’s timeframe is 48 months (March 2017 – February 2021).

The SDGs Roll-out Support and Private Sector Engagement Project in BiH (SDG) is funded by the Swedish International Development Cooperation Agency (Sida) and implemented by UNDP under the overall coordination of the UN Resident Coordinator’s Office. The project overall goal is to contribute to translating the Agenda 2030 into action for the benefit of all its citizens. More specifically, the project seeks to prepare the public and private sector partners for implementation of the SDGs in BiH. This Outcome is to be achieved through two outputs that are complementary but distinct in terms of the stakeholder focus. While the first output is primarily focused on preparing institutions and key stakeholders for the SDG rollout, the second output is focused on the sensitization and engagement of the private sector in SDGs, recognizing the catalytic and transformational role the private sector as a key stakeholder has in the achievement of the SDGs. The project’s timeframe is 32 months (December 2017 – July 2020).

Duties and Responsibilities

Under the direct supervision of the Rural and Regional Development (RRD) Sector Leader, the Project Manager will assume the overall responsibility for the project management of both ILDP and SDG project, with due respect to UNDP rules and regulations and in accordance with the UNDP internal control framework. The Project Manager will have the following main functions:

Ensuring the implementation of the project goals:

Provides overall leadership and takes management responsibility for successful implementation of the projects’ activities and sub-activities, as per the project documents;
Provides conceptual guidance and technical advice to both ILDP and SDG project team and project counterparts;
Coordinates project activities to deliver intended outputs and achieve desirable project impact, applying programming tools and policies in line with the UN Results Based Management Approach;
Ensures that all project-related issues and risks are identified and reported in a timely manner and suggests corrective measures;
Ensures close interaction and synergies with other UNDP local/regional development interventions and regional offices, relevant projects of other UN agencies and donors, maximizing the impact and the efficient and effective use of resources.
Project management and the supervision of the Project Teams:

Manages project implementation on the basis of PRINCE II and UNDP best practices;
Co-ordinates the work of project teams, individual consultants and contracted companies;
In coordination with other UNDP relevant interventions (and UN Resident Coordinator’s Office in the case of SDG Project), prepares annual activity and procurement work plans, as well as budgets based on expected year-end outputs, and ensures close monitoring of activities and delivery;
Monitors and analyses projects progress, also using applicable monitoring & evaluation and risk management tools in ATLAS;
Ensures the existence and implementation of successful quality assurance for the projects’ financial, procurement and administrative processes in order to attain the project goals and desired impact in line with prevailing UNDP rules and regulations, as well as in line with the project timelines;
Provides the Project Board with regular reports on project progress, including risks and issues;
Presents the projects to relevant stakeholders and acts as UNDP lead focal point for the projects;
Participates in UNDP programme-level committees and working groups;
Approves procurement actions according to authority delegated and adjusts procurement plans as required;
Manages project staff, conducts staff performance reviews in accordance with UNDP rules, regulations and procedures; ensures they understand all the aspects of the project;
Complies with security and safety requirements and regulations and ensure the same are respected by all project personnel.
Establishing partnerships and advocacy with the provision of top-quality advice to the Government:

Establishes and maintains good working relations with relevant institutional and organisational partners at state, entity, cantonal and local levels, as well as with relevant international organisations;
Provides policy and technical advice to the relevant government institutions and partners;
Coordinates project activities with government stakeholders to provide strategic advice and technical assistance related to the attainment of the project results;
Identifies sources of information related to policy-driven issues, identifies and synthesises best practices and lessons learnt directly linked to project goals;
Plays, within the local governance/local development team, an active role in policy advice and strategic thinking on local governance, local, regional and rural development, as well as embedding the previously mentioned elements into relevant local interventions;
Establishes connections of exchange and learning with national, regional and other relevant networks;
Facilitates knowledge building and management.
Contributing to CO programme management and development in the area of strategic planning and management, as well as local development;

Ensures wide dissemination and visibility of project achievements;
Participates in national and international forums, making substantive contributions as appropriate;
Provides expert advice to programme management in terms of forward-looking or potential project follow-up/development in close synergies with other on-going or upcoming interventions;
Facilitates additional research and analysis that will lead to new project proposals;
Advises management in preparing for high-level consultation meetings with donors and government authorities;
Gathers information on funds, available resources, potential donors and implementing partners as well as develops new project proposals;
Animates effective dialogue with partners and among stakeholders and engage with relevant donors and contribute to the CO resource mobilization efforts.

Required Skills and Experience

Education: §

Postgraduate degree in public administration, development studies, economics, political sciences or other relevant social studies.
University degree with two additional years of qualifying work experience may be accepted in lieu of the postgraduate degree;
Experience: §

At least 7 years of relevant work experience, with more than five years of experience in programme/project management;
Demonstrated experience in the area of local and rural development, including policy-making processes; development planning, capacity development of local stakeholders and community engagement;
Familiarity with key public documents, strategies and trends related to strategic planning and management, as well as local development in BiH;
Language Requirements: §

Fluency in official languages of BiH and English with excellent drafting and presentation skills.
