Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Violence against women and girls and domestic violence are widespread social problems in Bosnia and Herzegovina (BiH), constituting serious violations of fundamental human rights. This type of violence is still seen and tolerated as “socially acceptable behaviour” and is justified by the prevailing socially accepted gender norms on the role and status of women in the family and in society. Results of the first countrywide Survey on Prevalence and Characteristics of Violence against Women (2013) indicated that almost half of women older than fifteen have been subjected to one or more forms of violence at least once in their lifetime. This research confirmed that women in BiH are exposed to a high risk of experiencing violence, primarily through their immediate, intimate relationships with partners and family, and secondarily in their broader community. Women who suffer multiple forms of discrimination such as women with disabilities, Roma women and rural women are at greater risk of experiencing such violence.

“Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina”, is a three-year programme (2016-2019) developed by the UN Women Country Office in Bosnia and Herzegovina and financially supported by the Swedish International Development Cooperation Agency (Sida). The programme aims to strengthen the institutional and social response mechanisms to violence against women (VAW) and domestic violence (DV) in BiH by contributing to the implementation of the Istanbul Convention. Furthermore, the activities of the programme build upon the initiatives identified in the entity strategies on combating violence against women and domestic violence and present a comprehensive, transformative approach towards gender equality and women’s empowerment.

The programme builds on the previous work of UN Women and other UN agencies in BiH at the policy level as well as the support provided to improve services for survivors and to prevent violence against women and girls since 2008. The activities are being implemented by governmental and civil society partners in several locations: municipalities of Central Bosnia Canton and Canton 10, Bijeljina, Bratunac, Brcko District, East Sarajevo, Foca, Lopare, Milici, Rogatica, Srebrenica, Visegrad, Vlasenica and Zvornik. The programme has two main components that are focusing on protection of survivors and prevention of gender-based violence (GBV).

Under the direct supervision of the Program Specialist and overall supervision of the UN Women Representative, the Project Manager will be responsible for managing the project “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina”, funded by SIDA, and ensure timely implementation of annual work plans. The Project Manager will work in close collaboration with the EVAW team and the operations team to ensure consistent service delivery.

Duties and Responsibilities

Overall EVAW Project Implementation:

Coordination with partners to develop an a:nual work-plan and corresponding budget plan with clearly stated milestones contributing to the achievement of target outputs defined in the project document;
Provide technical/expert support to UN Women implementing partners (government and NGOs) as well as consultants and collaborators, towards the achievement of intended results;
Identify and obtain support and advice required for the management, planning and control of the project;
Undertake regular field trips to support the work of key partners, both institutions and civil society organizations;
Develop and update quarterly work plans and expenditure plans based on the agreed annual work-plan;
Prepare the Project Quarterly Progress Reports (progress against planned activities and expenditures);
Prepare six-month/annual reports as per UN Women and donor requirement (Swedish International Development Agency);
Analyse and advice about contracts with responsible parties;
Ensure timely and efficient implementation of the project’s activities in accordance with the workplan to ensure that the project outcomes and outputs are aligned with Project document
Ensure proper identification of and follow up with the national experts/consultants and civil society groups/ national institutions, who will be involved in the implementation of certain activities;
Ensure project documentation/communication is properly done, tracking system is in place for effective project closure and any anticipated human resources changes on the project;
Undertake regular monitoring missions to ensure timely delivery and quality of results;
Be responsible for the timely collection of all baselines and setting the targets;
Prepare deliverables and provide technical support and inputs as needed for the project;
Ensure adherence to the UN Women operating rules and procedures;
Perform appropriate operations in ATLAS.
EVAW Technical Support:

Contribute to knowledge and information sharing on the availability, accessibility and quality of the support services in response to VAW as well as on the emerging findings for preventing violence against women and girls;
Draft Terms of reference for national and international consultants, experts/ institutions, and CSOs and supervise and evaluate their performance in delivering required outputs;
Undertake close supervision of the studies, analysis and consultancies that are commissioned by the project and troubleshoot as needed;
Foster strategic partnerships with key stakeholders in the field of gender equality and gender based violence;
Identify and link to related ongoing activities within other institutions and encourage collaboration and synergies;
Promote and advocate for the project in the media, in relevant national seminars, meetings of work groups and panels, and project periodic evaluation and review meetings;
Provide substantive guidance to the EVAW portfolio and identify entry points and needs for future work in this field.
Impact of Results

The overall objective of the project is to strengthen the institutional and social response mechanisms to violence against women and domestic violence in Bosnia and Herzegovina. On one side the project aims to enhance availability, access and quality of services utilizing a multi-sectoral approach to address violence against women and domestic violence in BiH. This will be realised by support to state based and non-governmental institutional service provision in line with the requirements of the Istanbul Convention, as well as by deploying direct support to capacity development of relevant service providers in selected communities. On the other side focus will be put on promoting favourable social attitudes and behaviours towards ending violence against women and domestic violence among by engaging men, women and young people as well as media.

The EVAW Project Manager will be responsible for managing the project team to ensure the effective project implementation and achievement of results based on an agreed upon work plan and approved budget.

Znanja i kvalifikacije:
Required Skills and Experience

Education:

Advanced University degree in gender, development, public policy, social studies or closely related field.
Experience:

A minimum of 5 years of relevant professional experience. Previous experience working with international organizations as well as gender equality issues is needed;
Professional experience in project development/ management and coordination, as well as in budget preparation;
Experience working with women rights issues is necessary as well as having a good understanding of gender based violence and feminism
Experience with the international standards related to the Project Cycle Management is required and UN experience is considered an asset.
Language Requirements:

Excellent English and B/S/C language skills, both written and oral.
