Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Program Manager/Chief of Party and the direct supervision of the Project Development Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Project Development Advisor (PDA) will be responsible and accountable for the development of grants disbursed through the SRBiH .

Core Functions/Responsibilities

In close coordination with Community Liaison Points identify small grants opportunities
Develop small grant activities that respond to the program strategy, emerging opportunities, evolving priorities and donor expectations in programs areas of operation;
Draft and prepare all necessary documentation required for the grants submission process.
Provide inputs to the PDO and share information on programming trends and impact, lessons learned and best practices within the SRBiH programme – small grants scheme disbursement;
Follow weekly and monthly targets for new grant activities assigned by PDO;
Identify and address challenges during the small grants development process.
Prepare progress and activity impact reports on disbursed grants to the PDO
Follow narrative components of all Yellow Light and Green Light activity templates closely to provide proper completion of all sections, that activity descriptions align with program goals, strategic objectives and theories of change, and that budgets align with proposed activities;
Perform any other duties as assigned.

Required Qualifications and Experience

Education/Training: Completed university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations, Law or related field
Experience: Minimum 3 years relevant working experience in project development, and in the preparation of project narrative reports, statements and or projections required; proven experience in the development of theories of change, log frames, result matrixes and work plans desired;
Fluency in English and one of the local languages used in B&H;
Excellent computer literacy in MS Office.
Holds a valid driving license;
Willingness and ability to conduct travel across the country.
