Purpose of the Position

Under the supervision of the Child Protection (CP) Specialist and Health & Nutrition (ECD) Specialist, performs information gathering, technical and administrative services in support of Child Protection (60%) and Health & ECD (40%) section activities. The programme assistant supports the respective sections through providing a range of procedural, administrative, and operational support in developing, implementing, executing and monitoring their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

Key Accountabilities and Duties & Tasks

Budget Monitoring
Monitors and analyses the section’s expenditures related to the section budget noting variances and reviewing financial statements with the supervisor for follow up action. Assists supervisor in preparing the annual section budget, and maintains records of all expenditures by keeping control of the supporting documents.

Implementation Support to the Programme
Collects information mainly from records and reports, organizes data and information, prepares and maintains records, documents and control plans for the monitoring of projects implementation. Based on the section’s priorities, supports scanning of country office environment through research of background materials, preparing briefing documents, drafting reports and preparing presentation materials as required. Follows-up on day-to-day activities on actions initiated by the section.

Specialized Service Support
Based on the section’s work plan and related annual priorities, facilitates the process of engaging consultants and setting up partnerships with counterparts. Identifies solutions to a range of complex administrative and contracting issues in compliance with existing rules and procedures and/or using good judgment to find alternatives. Raises contracts and payments.

Administrative support
Manages and adapts as necessary a system for the coordination planning and execution of the section’s staff agendas, meetings, conferences etc. Scrutinizes plans of operations, exchange of letters and takes appropriate follow-up action, helps direct attention to priority actions. Provides backup in the absence of other assistants in the office.

Znanja i kvalifikacije:
Qualifications of Successful Candidate

Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.
A minimum of 6 years of progressively responsible administrative work, of which at least one year closely related to support of programme activities.
Fluency in English and in the local languages of the duty station required.
Relevant UN experience is an asset.
Knowledge of UNICEF rules, regulations and administrative procedures is an asset.
