Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Senior Finance Officer and the direct supervision of the Procurement and Logistics Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Procurement Assistant (PA) supports the SRBiH procurement processes and ensures that program activities align with IOM procurement instructions.

Core Functions/Responsibilities

Receiving request for purchase of equipment/services and/or office supplies (with specifications) from requestor, secures approval (signatures) before proceeding with procurement/tendering.
Ensures that the project codes, account codes and budget lines have been determined.
Locate and grade vendors/service suppliers/contractors before/when obtaining quotations and while delivering/collecting the tender documents.
Prepare Purchase Orders/tender documentations in close cooperation with the project staff and the Procurement and Logistics Officer.
Make sure that the Request for quotation/tenders are made in transparent and fair manner.
Deliver and collect /request for quotations tender documents to/from the interested service suppliers/contractors.
Takes participation in the BEAC together with the SRBiH program staff and the admin/finance representative.
Prepares minutes of the BEAC meeting.
Presents obtained quotations and tenders to approving officer and secure signatures before finalizing the procurement/agreement.
Organize all logistic processes, including canvassing (conducting price comparison in order to get best deals) and purchasing of required office equipment, supplies, materials and/or construction needs.
Verifies that the tender documentation and the documents i.e. BOQ, work plan, scope of work are as per the tender requirements and the abounding offer.
Make sure that all signatures and BAS approval requirements are met and as per the IOM Procurement rules and regulations and authorization matrix
In coordination with Procurement and Logistics Officer ensure that all necessary documents are collected and submitted each time a vetting process is required.
Compile and maintain service/construction agreements DB and ensures that all required information is updated.
Ensuring an efficient filing system for records of all quotations, copies of records of expenditure, receipts, pending payments and progress payments are kept.
Maintain records of all amendments, transactions and variation orders.
Liaise closely with the finance section concerning payment of procured and delivered goods and services.
Ensure that the proper IOM procurement guidelines, procedures and standards for follow up, canvassing, bidding, ordering, and stock keeping are strictly adhered to.
Liaise with the project staff, engineers and QC controllers to ensure that quality and timely services from the service/construction provider are granted as per the agreement.
Conduct regular local market survey and keep the supervisor informed.
Maintains good relation with the contractors and the beneficiaries.
Follows assigned procurement roles within the Prism FI procurement cycle.
Perform other duties as may be assigned

Znanja i kvalifikacije:
Required Qualifications and Experience

Completed advanced university degree from an accredited academic institution in Accounting or Business Administration, or relevant High School education
Minimum three years of relevant professional experience (or five years of experience for candidates holding a High School degree) in procurement;
Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;
Holds a valid driving license;
Willingness and ability to conduct travel across the country.
