Background

The Sustainable Development Goals (SDGs) Roll-out Support and Private Sector Engagement Project aims to capacitate and prepare private and public-sector partners in Bosnia and Herzegovina for the SDGs implementation, thus directly supporting Bosnia and Herzegovina’s efforts to contribute to the largest global agenda that exists today – Agenda 2030.

The project envisages two outputs as follows:
1. SDG Roadmap for Bosnia and Herzegovina developed, and implementation started.
2. Private sector actors sensitized and engaged in SDGs prioritization, planning and implementation.

The Project will help Bosnia and Herzegovina translate the ambitious 2030 Agenda into action, by bringing the relevant stakeholders together around the SDG Roadmap. This will entail an SDG aligning exercise, SDG planning, partnership building and introduction of adequate institutional arrangements, monitoring and reporting, as well as defining of a financing model. The SDG Roadmap will be a forward-looking agenda with a clear vision for the country to address the identified trends.

Importantly, the project supports the country to take a long-term and integrated development perspective, by linking all existing development and sectoral strategies at different levels, while at the same time ensuring integration with the Reform Agenda/Economic Reform Programmes and the EU accession requirements. It also provides the basis for the rollout process of the new United Nations Development Assistance Framework (UNDAF) 2020-2024, expected to start in the first half of 2018.

The project is funded by the Government of Sweden and implemented by UNDP.

Duties and Responsibilities

In close coordination with the Project Coordinator and under the supervision of the Sector Leader, the Private Sector Analyst will perform the following main functions, with due respect to UNDP rules and regulations and the UNDP internal control framework:

Conceptualize and manage private sector engagement in SDGs roll-out:

Develop a business case and actively engage private sector and economic development support institutions / organizations (e.g. chambers of commerce, investment promotion agencies, local and regional development agencies, technological parks and business accelerators) to promote SDGs and link them to the private sector operations;
Engage with relevant institutional partners in the planning and implementation of project activities;
Formulate and manage the workplans geared towards the implementation of the project interventions targeting private sector actors, including a high-level conference on SDGs and private sector, as well as a B2B event between companies from Bosnia and Herzegovina and Sweden;
Plan and manage available financial and other project resources for cooperation with the private sector;
Coordinate the activities among consultants/service/goods providers, including but not limited to the preparation of terms of reference for the selection of external partners (individuals or companies);
Ensure full accountability, transparency and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients;
Ensure that the private sector cooperation component of the project is implemented in line with UN and/or UNDP procedures and PRINCE II;
Contribute to the overall project planning and reporting, in close coordination with the Project Coordinator.
Coordinate project activities targeting private sector with relevant international and local initiatives:

Keep abreast of relevant international and local initiatives related to private sector engagement in SDGs prioritization, planning and implementation;
Ensure that the measures targeting cooperation with the private sector are coordinated with the donor, project partners and project stakeholders;
Encourage exchange of business ideas and exploit new partnership opportunities;
Identify and support the implementation of synergetic initiatives and/or contribution from various stakeholders, which would add value and maximize the project results.
Provide expert advice to support SDGs roll-out from the perspective of private sector / economic development:

Assist in compiling and analyzing relevant data, provide advice and inputs into relevant analyses to set baselines for SDGs rollout in the country;
Support the process of developing a set of national indicators in line with context-specific priorities and concerns, to help track progress on the SDG agenda;
Provide expert advice in the process of developing a financial needs plan for implementing the SDG agenda in the country;
Effectively mainstream gender equality in gender equality:

Support the Project Coordinator in ensuring gender mainstreaming throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyze it in detail.
Ensure gender equality is mainstreamed throughout the project component related to the cooperation with private sector.

Required Skills and Experience

Education: §

Advanced university degree in public administration, development studies, economics, political sciences, or other related areas;
BA with additional two years of qualifying work experience may be accepted in lieu of MA;
Experience: §

Three years of work experience, of which at least two years of relevant experience in the field of private sector and economic development;
Demonstrated knowledge of private sector development needs and processes in BiH, as well as within the context of the EU integrations;
Experience in organization of conferences and business-to-business events, including matchmaking and networking among private sector;
Familiarity with key public documents, strategies and trends related to the overall development agenda of BiH and SDGs.
Language Requirements: §

Fluency in English and the official languages of BiH, with excellent drafting and presentation skills.
Other: §

Excellent computer skills (especially Microsoft Office applications) and ability to use information technologies as a tool and resource.
