The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

The National Project Officer is based at Head Office in the Democratic Governance Section of the Human Dimension Department and works under the Extra-Budgetary Project (ExB Project) Informed citizens and efficient mechanisms to fight and prevent corruption. Under the direct supervision and guidance of the National Chief of Democratic Governance, should you be selected for the position, you will be responsible for ensuring coherence and consistency in the implementation of the Project, liaising with a wide range of internal and external stakeholders and for monitoring, evaluation and reporting on progress in achieving the Project’s objectives. You will provide necessary assessments of relevant pre-conditions, such as willingness of authorities to co-operate in provision of relevant data, and use the existing good relations established by the extensive field network to engage in meaningful discussions, should any co-operation-related problems arise. You will supervise two staff members and remain in close communication with the Department’s management in advising on all issues relevant to the implementation of the project. You may be required to fulfil a representational role with various external counterparts including high-level national and international counterparts. In addition, you will be responsible for the daily co-ordination and managing the implementation of the Project in all phases of the project cycle: reporting, monitoring, and post-project evaluation in compliance with Mission rules and regulations.

Tasks and Responsibilities

As the National Project Officer, should you be selected for the position, you will perform the following duties:

1. Ensuring timely implementation, systematic monitoring, accurate reporting and rigorous evaluation of the planned activities.

In this regard, you will:

• manage and co-ordinate the implementation of the Project and supervise two Project staff members;

• draft Terms of References (ToRs) for hiring external consultants and firms whose expertise is needed for the implementation of Project’s activities, and perform or monitor all necessary follow-up activities related to selection and hiring procedures as well as reporting on service delivery;

• closely co-operate with hired consultants or firms on developing workshop concepts, designing surveys, and other relevant assessment requirements and on designing and developing all aspects of the awareness raising campaign;

• ensure timely execution of the Project’s budget in co-ordination with the supervised staff member;

• ensure that the Project is implemented in accordance with the agreed timeline and budget, and ensure timely amendments related to administrative and budget obligations of the Project if necessary;

• ensure that all workshops/trainings coherent, tailored on the particular needs of the target group, and designed to strengthen the practical and theoretical skills of the participants;

• conduct rigorous assessment and measurement of impact of planned capacity building workshops/trainings (through appropriate tools such as pre-and post- knowledge assessments and evaluation forms);

• ensure that activities are being implemented in accordance with the approved Project Proposal;

• provide inputs for regular reporting and evaluation of the entire Project both in-house and for the Project’s donors;

• ensure complementarity with relevant UB activities.

2. Liaising with the relevant BiH stakeholders and institutions, as well as the international community, in order to keep them abreast of the Project’s progress and results;

3. Performing other duties as assigned.

Necessary Qualifications

– First-level university degree in law, public administration, political sciences, media, or other related areas;

– At least 4 years of progressively responsible and relevant professional experience in the field of project management and implementation;

– Experience in implementing capacity-building workshops;

– Experience in developing and implementing surveys and pre-and post-knowledge assessments;

– Experience in working on issues related to public campaigns is desirable;

– Knowledge of anti-corruption regulations and processes, capacity-building and marketing strategies is desirable;

– Established Experience in co-operating with national and international organizations at the field and headquarter level;

– Knowledge of the BiH political situation and structure;

– Excellent oral and written communication skills in English and in the local language;

– Computer literate with practical experience in Microsoft applications;

– Holding a valid driving license.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3,616.42 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
