Context

Under the direct supervision of the IOM Western Balkans Coordinator and Chief of Mission to BiH the National Project Officer will be responsible to provide overall leadership, oversight and vision to the IOM work in the area of the Prevention of Violent Extremism (PVE) in the Western Balkans. Currently, IOM has active projects in Albania, Bosnia and Herzegovina, the Republic of North Macedonia and Kosovo*. The work of IOM covers increasing individual and community resilience to violent extremism; support to the establishment of formal referral mechanisms; and the reintegration of foreign fighters and their families. The incumbent will also be expected to ensure the PVE work is aligned with ongoing and future work in the area of Transitional Justice.

Core Functions/Responsibilities

Incumbent will be responsible for:

Oversee and guide the work of the PVE project coordinators in the Western Balkans countries implementing regional PVE projects and provide leadership to the national PVE projects in Bosnia and Herzegovina (with the exception of the USAID-OTI funded project).
Support and facilitate cross-learning, coherence and coordination in the PVE work carried out by IOM in the relevant Western Balkan countries as well as compliance with IOM policies and guidelines in this regard.
Ensure that projects are implemented to the highest standard and in a timely manner, in accordance with donor requirements and expectations including when it comes to reporting.
Work closely with the Resource Management team in Sarajevo to monitor and ensure effective project implementation and financial management and reporting in line with IOM and donor requirements.
Act as the main IOM focal point within the Western Balkans on PVE and liaison with donors, partners and stakeholders within BiH and at the Western Balkans level. Coordinate and collaborate closely with the leadership in the IOM Western Balkans offices in this regard.
Support critical thinking, innovation and continuous learning within and across IOM PVE teams and facilitate and initiate cross-fertilisation between PVE and other IOM areas of work in the Western Balkans.
Ensure appropriate external and internal communication and visibility as well as high quality information management regarding the IOM PVE work in the Western Balkans.
Work closely together with the Project Development and Monitoring and Evaluation Unit in IOM Sarajevo, the IOM Regional Office in Vienna and IOM Headquarters to initiate and support project development, regular monitoring and evaluation and proper use of relevant IOM experience elsewhere.
In coordination with the Western Balkans Coordinator and BiH Chief of Mission, participate in project related meetings and conferences on a national and particularly regional level.
Carry out relevant duty travel within Bosnia and Herzegovina, the Western Balkans and elsewhere, as required.
Support the IOM Western Balkans Coordinator and BiH Chief of Mission with the development and implementation of IOM work in the area of transitional justice.
Carry out any other tasks that may be identified and assigned.

Required Qualifications and Experience

Education:

University degree (MA or PhD will be considered an asset), preferably in law, political or other social science;
At least 4 years of work experience in an international environment with increasing responsibilities in the areas of the prevention of violent extremism, reintegration, and conflict and conflict prevention. Proven knowledge of and experience in transitional justice is an added advantage.
Experience:

Proven, successful experience with leading and managing politically and technically complex multi-country projects and program in the substantive areas mentioned above.
Demonstrated record of establishing and maintaining good working relationships with authorities, donors, partners and civil society actors.
Deep understanding of the topic of violent extremism and its components (community and individual resilience, formal referral and reintegration) and the overall political and institutional environment in which the PVE work needs to take place in the Western Balkans
Proven understanding of the United Nations frameworks, policies and practices on preventing violent extremism, including on gender and violent extremism
Proven ability to communicate clearly and effectively including at the highest political level, in writing as well as orally.
Proven ability to initiate and manage continuous learning and innovation in the area of the prevention of violent experience.
