Under the direct supervision of the National Chief of Democratic Governance, the incumbent leads the development of the anti-corruption programme element including designing and managing pilot projects where appropriate to test and define new approaches. S/he supports the implementation of specially designed anti-corruption activities at all levels of governments and civil society ensuring the quality of the program’s interventions. The incumbent serves as focal point for all aspects of the anti-corruption related work across the whole of the Democratic Governance Project. The incumbent is providing programmatic advice and work on co-ordination of efforts with a number of actor’s active in this field, in both formal government structures at all levels of government, a number of relevant civil societies as well as with numerous donors active in this field, to both Field and Head Office staff. S/he will be responsible for developing strategies and tools to co-ordinate anti-corruption activities for new programmatic focus and in researching and identifying strategic methodology for best implementation of activities. S/he will have particular responsibility for advising the National Chief of Democratic Governance on all aspects related to the design and implementation of corruption prevention activities. The incumbent will also monitor field level implementation, working closely with the Field Officers to identify difficulties that need to be addressed, or examples of good and successful practice, that should be brought to the attention of others. S/he will be expected to liaise and co-ordinate with in-country partners, such as the State Agency for the Prevention of Corruption and Co-ordination of the Fight against Corruption (APIC), as well as with donors active in this field and international organizations.

Tasks and Responsibilities

Researching and analysing trends in implementation of anti-corruption strategies at all levels and providing assistance in the development and implementation of anti-corruption activities in line with the Democratic Governance Project;
Providing consultancy in conceptualizing and developing documents related to smooth implementation of the Project;
Acting as the DGS focal point on anti-corruption programme element, providing assistance and consultancy to field staff involved in implementing the anti-corruption activities through organization and preparation of all documents for on-site advice, on-the-job training and workshops;
Supporting programmatic staff from HO through coordination of anti-corruption meetings and activities with national authorities;
Maintaining working-level communication and co-operation with agencies and institutions at all levels of governance;
Maintaining contacts and coordinating activities with organizations, partners and stakeholders active in combating corruption in order to prevent duplication through regular meetings and monitoring of activities;
Identifying areas for involvement of civil society sector in activities geared toward prevention of corruption at the local level;
In communication with the programmatic staff from FOs, providing inputs and consultancy to FO staff in organization of anti-corruption awareness raising activities in co-operation with NGO sector, at the municipal level;
Performing other duties as assigned.

Necessary Qualifications

University degree in law, criminology, political science or related fields;
Minimum two years of work experience, preferably involving experience in project management, government development or administration and/or work in the civil society sector;
Background (formal training and/or experience) in working in post-conflict society on diversity and reconciliation issues. Understanding of the role of local authorities, community and civic sector in prevention and combating corruption;
Thorough knowledge of political structures in Bosnia and Herzegovina, in particular of the competencies, functions and legal environment of local government and civil society;
Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms;
Excellent written and oral communication skills in English and local language;
Computer literate with practical experience in Microsoft packages;
Possession of a valid driving license.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3,164.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
