Background
The National Programme Officer works within Mission’s countering violent extremism (CVE) portfolio. The National Programme Officer implements projects and activities on CVE issues as instructed and assists with liaising with other Missions’ focal points on CVE. The incumbent also gathers information and assists in providing analysis and assessment of key developments in the field of issues of violent extremism and radicalization and prepares draft reports and briefs on the same. S/he is responsible for the administrative management of project cycle of the Mission’s CVE project(s), reporting requirements and other pertinent project tasks. S/he reports on a regular basis, both orally and in writing, the progress of the project(s) at regular Mission and external meetings. He/she maintains close contact with relevant staff throughout the Mission to ensure effective delivery of the project(s). The incumbent is responsible for following and fulfilling all OSCE regulations related to Project Cycle Management and budgeting, administration, procurement, as well as monitoring and evaluation of the project and providing additional reporting as necessary for various OSCE thematic sections. She/he works closely with other members of the CVE portfolio to mainstream CVE into other Mission’s projects and activities. As directed, s/he represents the Mission’s CVE portfolio at events with external counterparts at various levels.

Tasks and Responsibilities
Under the direct supervision of the National Senior Programme Officer, the National Programme Officer performs the following functions:

Planning, organizing, implementing and assessing Project activities and events in line with the Project Proposal, OSCE rules and regulations and Project Cycle Management guidelines. This includes setting up a system of tracking indicators as outlined in the Project Logical Framework and using them to assess project progress to fulfill reporting requirements for OSCE and the donor. Meeting regularly with Mission staff with expertise and activities related to the project, always approaching tasks in an inclusive and consultative manner;
Assisting in providing analysis of current and long term trends and issues pertaining to countering violent extremism as it affects BiH. This includes analyzing and recommending follow-on work for OSCE and/or other organizations and donors in the field of countering violent extremism in BiH. The information should be gathered from various sources, including studies and reports, meetings with BiH officials, civil society representatives, academics and practitioners relevant to countering violent extremism, and through carrying out project activities;
As instructed, preparing drafts of written briefs and reports to be delivered to the HoM, Head of Security Cooperation, the Mission’s CVE Working Group and other individuals and bodies both inside and outside the Mission as required. This includes developing and delivering presentations on project challenges, progress and achievements, as directed;
Maintaining regular liaison with all relevant BiH and international authorities necessary to perform the abovementioned tasks, to include Ministries, Parliament, Agencies, civil society organizations, and regional and international organizations related to the Project’s work. This includes through email, telephone calls and in person meetings. These contacts should be documented as should contact information for all external individuals involved in the project so that they may be engaged in any follow-on activities, as appropriate;
Performing other tasks as assigned.

Necessary Qualifications

University degree in international relations, law, political science or security related discipline.
Training in project cycle management an asset;
A minimum of two years of professional experience in project management and development on security related issues, preferably in a major international organization, dealing with issues relating to security sector, human rights, civil society, including those on countering violent extremism and radicalization, trafficking in human beings, migration and human rights;
A comprehensive and demonstrable understanding of national counter-terrorism and CVE matters;
Established experience in project development and management, including implementation, budget management and monitoring and evaluation;
Established experience preparing concept and position papers on issues relevant to security related affairs in Bosnia and Herzegovina, in particular those relating to fight against terrorism and countering violent extremism;
Established experience with coordinating work with large number of stakeholders within and outside the organization in successful delivery of programmatic aims and objectives;
Established ability in delivering training and briefings and presentations, as well as ability to facilitate work of working groups ensuring that relevant deliverables are achieved, to include conclusions, recommendations, action plans, etc.;
Excellent written and oral communication skills in English and in the local language;
Computer literacy using Microsoft applications;
Possession of a valid driving license.

Remuneration Package
Monthly remuneration, subject to social security deductions is 3,164.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
