Background
Under the direct supervision of the Head of Human Rights, the NPO Works closely with the BiH Ombudsman, with the ultimate aim of making this institution more visible, efficient and self-sustainable. He/she will maintain very regular working level contacts with the staff of the BiH Ombudsman, in order to evaluate their needs and assist them towards the abovementioned goals. A crucial part of the work of the NPO will be to facilitate more contacts and working level cooperation between the Mission and BiH Ombudsman Field Offices. The NPO actively monitors the decisions/recommendations/reports issued by the BiH Ombudsman and explores possibilities of supporting the work of the institution through the field structure of the Mission. Additionally, the NPO regularly reviews reports issued by other stakeholders, both international and national, which are related to the human rights issues the BiH Ombudsman is working with. The NPO is expected to be in permanent contact with National Legal Officers to be on top on legislative review process.



Tasks and Responsibilities
Specific duties include:

Analyzing the decisions/recommendations/reports issued by the BiH Ombudsman, as well as those related to its work;
Meeting and consulting with the focal point appointed by the BiH Ombudsman to ensure the cooperation between both partners is maximized;
Providing strategic and policy advice to the field offices and maintains regular contact with the field officers, including following up on the impact of the implemented activities;
Checking the content of those decisions/recommendations/reports as well as new relevant laws with National Legal Officers;
Updating the Head of Section and provides guidance on strategic interventions. Serves as the Focal Point within HDD for all issues related to the Ombudsman institution;
Advising relevant authorities to ensure the BiH Ombudsman is financially self-sustainable;
Performing other duties as required.

Znanja i kvalifikacije:
Necessary Qualifications
University degree in Law, Political Science, Sociology, or Geography/History;
Minimum 2 years of professional experience in an international organization or an NGO active in the (broad) human rights and governance sector but preferably with a focus on National Human Rights Institutions.
Experience in or at least thorough understanding of project management;
Computer literate with practical experience in all Microsoft applications;
Excellent written and oral communication skills in English and in the local language.
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Holding a valid driving license.

Remuneration Package
Monthly remuneration, subject to social security deductions is 3,164.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
