Background
Under the direct supervision of the National Chief, Local Governance, the incumbent leads the development and implementation of the civil society aspect of the Democratic Governance Project. This involves designing and managing activities that support inclusion and strengthening the role of civil society, in particular by strengthening collaboration between local governments and civil society organizations. S/he supports the technical implementation of the Democratic Governance Project, ensuring the quality of the program’s interventions and attention to international best practices.

S/he will have particular responsibility for advising the National Chief, Local Governance on all aspects related to the design and implementation of initiatives that promote tolerance and community cooperation. The incumbent will also provide specialist programmatic advice and monitor field level implementation, working closely with the field officers to identify difficulties that need to be addressed, or examples of good and successful practice, that should be brought to the attention of others.
As part of their regular job s/he will be expected to liaise and coordinate with other international organizations, community organizations and local governments.

Tasks and Responsibilities
Specific duties include:

Provide expert advice on all aspects related to the development and implementation of the civil society aspect of the Democratic Governance Project; Design and oversee the implementation of initiatives in selected locations across the country through monitoring and evaluation, consultation with Head Office programme staff and field officers and by maintaining current knowledge of best practices;
Provide technical assistance and consultancy to field staff involved in implementing the civil society programme element, through on-site advice, on-the-job training and workshops;
Develop proposals for programme development, consistent with the department’s strategy and local needs, through formal programme appraisals, monitoring and evaluation and, where appropriate, pilot projects;
Coordinate with organisations, partners and stakeholders in order to prevent duplication and to gain maximum benefit from related initiatives, though regular meetings and monitoring of activities;
Other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University degree in political sciences, social sciences, public policy or law;
Minimum two (2) years of relevant professional experience, preferably involving experience in project management, local government development or administration and/or work in the civil society sector;
Background (formal training and/or experience) in working in post-conflict society on diversity and reconciliation issues. Understanding of the role of local authorities, voluntary, community and faith sector in developing and strengthening cohesive communities;
Thorough knowledge of political structures in Bosnia and Herzegovina, in particular of the competencies, functions and legal environment of local government and civil society;
Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms;
Computer literate with practical experience in Microsoft packages;
Excellent written and oral communication skills in English and in the local languages;
Possession of a valid driving license.
Remuneration Package
Monthly remuneration, subject to social security deductions is 3,164.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
