Over the past years, UN Women has provided support to national and local stakeholders in strengthening democratic governance and advancing women’s rights through initiatives aimed at mainstreaming gender in policy planning and budgeting.
In 2014, UN Women launched the 3-year regional project on Promoting Gender Responsive Policies in South East Europe and Republic of Moldova financed by Austrian Development Agency (ADA) and Swiss Agency Development and Cooperation. It is a direct follow up of the UN Women CSEE regional project “Promoting Gender Responsive Policies in South East Europe” (2011 -2013) that covered Albania, Bosnia and Herzegovina and the Former Yugoslav Republic (FYR) of Macedonia.

The purpose of the consultancy is twofold:
1. Based on the existing Project Logical Framework to collect means of verification and analyse progress made by the project as per defined performance indicators, respecting the earlier defined methodology. The task is performed in order to enhance accountability, inform decision-making and contribute to learning on the best ways to achieve women’s empowerment and gender equality through operational and normative work. As a member of the United Nations Evaluation Group (UNEG), UN WOMEN follows its norms and standards. UN WOMEN evaluations are gender equality and rights responsive.
2. To provide four GRB working groups in selected GRB municipalities (Prijedor, Lukavac, Samac and Odzak) with two training sessions each; proposal writing and project development. Further, to assist these municipalities and provide on-site consultancy in preparation of three project proposals for small grants (per municipality) stemming from the GRB action plans developed for two select sectors in the first phase of the joint UN Women, OSCE project activity.

Development objective
“Promoting Gender Responsive Policies in South East Europe, Phase II” regional project (2013 -2016) is funded by the Austrian Development Agency and the Swiss Agency Development and Cooperation. The project covers Albania, Bosnia and Herzegovina, the Former Yugoslav Republic (FYR) of Macedonia and the Republic of Moldova.

The ultimate aim of the project is to contribute to the implementation of commitments towards achieving gender equality. To achieve this aim, three distinct outcomes were anticipated (the logical framework for the project provides more details):

Outcome 1: Sectoral programs and budgets at the central and local levels reflect better gender equality concerns.
Outcome 2: Strengthened oversight of central and local government programs, policies and budgets towards gender equality commitments.
Outcome 3: Exchange of knowledge and learning on GRB facilitates replication of good practices and lessons learned.

In order to achieve these outcomes, the project envisages the following outputs:
Output 1.1.: Increased capability and capacity of Ministries of Finance to institutionalize the integration of GRB.
Output 1.2.: Selected central and local programs (such as rural development, social protection and employment) and budgets are analyzed to respond to gender equality commitments.
Output 1.3.: Strengthened capacities and increased commitment of select number of local governments to make programs and budgets gender responsive.

Output 2.1.: Experts, academia and CSOs have strengthened capacities to analyse programs and budgets from gender perspective.
Output 2.2.: Members of parliament (MPs) and local councillors (LCs) have increased knowledge and capacities to assess the gender-responsiveness of the national and local programs and budget.

Output 3.1.: Networks of GRB experts and public officials are capacitated to respond to country and regional demand for GRB expertise.

Duties and Responsibilities
UN Women is seeking to recruit National Consultant to:
· Support the data collection and analysis of the progress made based on the predefined means of verification and performance indicators in accordance with the project log-frame;
· Develop training module, and deliver two training sessions per each municipality on project development (project cycle management) and project proposal writing in municipalities Prijedor, Samac, Lukavac and Odzak that will enable these municipalities to apply for small donor grants;
· National consultant will be responsible for the overall delivery of the outputs of the ToR. National consultant need to be familiar with human rights and gender responsive approach to evaluation.
Outputs:
The National consultant shall be responsible for the following deliverables:
· Development of the PP presentations and materials on project proposal writing for application to small grants for municipalities;
· Development of the PP presentations and materials on project cycle management for municipalities;
· Delivery of the training on project proposal writing in each municipality;
· Delivery of the training on project cycle management in each municipality;
· Packaging three project proposals per municipality for application for small grants;
· Collection and analysis through a desk research of all means of verification as per the performance indicators outlined in the project log frame;
· Preparation of the report on project progress in accordance with the log-frame;
· All deliverables should be submitted to the National GRB Coordinator for Bosnia and Hercegovina. Training modules should be prepared in B/H/S language. Project proposals should be developed in both local language and English language. The reports should be written in English, in a concise and user-friendly language.

Activities and Timeframe
The National Consultant will be expected to complete the tasks within the indicative timeframe:

1.1. Collection and analysis of all means of verification in accordance with the performance indicators as outlined in the project log frame, (English), 4 days, until 10 March, 2016;
1.2. Preparation of the report on project progress in accordance with the log-frame (English), 4 days, until 25 March, 2016;

2.
2.1 Development of the PP presentations and materials on project proposal writing for application to small grants – for municipalities (B/H/S). 2 days, until 20 February, 2016;
2.2 Development of the PP presentations and materials on project cycle management – for municipalities (B/H/S). 2 days, until 20 February, 2016;
2.3 Delivery of the training on project proposal writing in each municipality (B/H/S), 4 days, until 15 March, 2016;
2.4 Delivery of the training on project cycle management in each municipality. (B/H/S), 4 days, until 15 March, 2016
2.5 Packaging three project proposals per municipality for application for small grants (in local language and English) in accordance with UN Women LoA requirements (B/H/S and English). 12 days, until 31 March, 2016
2.6 Preparation of Final Report (English). 1 day, until 1 April, 2016

Total: 33 days

Required Skills and Experience
Academic Qualifications:
· M.Sc. degree in Economics. Exceptionally, B.Sc. in Economics or related field followed by additional two years of relevant experience in public administration reform, project cycle management or gender issues in BiH. Ph.D. in relevant field (economics or relevant social sciences) would be considered an advantage.
Experience:
· At least 5 years of demonstrated experience in public administration reform in BiH;
· At least 5 years of training development and training delivery experience with government officials;
· Demonstrated experience in project cycle management;
· Demonstrated experience in work with municipal finance;
· Track record of similar assignments (applied research studies, PCM, evaluations);
· Demonstrated experience with applied research with data collection, analytical and presentation skills and demonstrated ability to structure information.
· Experience working with project related to gender and gender equality will be consider an asset;
· Previous experience working /consulting for UN agencies.
· Excellent writing and reporting skills in English and B/H/S.
· The candidate should demonstrate excellent oral/written communication skills in both local language (B/H/S) and English.

EVALUATION OF OFFERS
UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and a financial proposal. The contract will be awarded, based on the desk review, to the individual consultant whose offer has been evaluated and determined as:
· responsive/compliant/acceptable, and
· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered as qualified and evaluated further. Only top 3 candidates (with highest number of points in the technical evaluation) will be assessed further, based on their respective financial proposals. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those top 3 qualified candidates. All other price proposals will receive points in reverse order.

Criteria:
Technical Evaluation – documents based (80%)
Out of which:
Education – 20 percentage points
Evaluation related work experience/expertise – 60 percentage points out of which:
· At least 5 years of demonstrated work experience in public administration reform in BiH- 10 percentage points
· At least 5 years of training development and training delivery experience with government officials – 10 percentage points.
· Demonstrated experience in project cycle management – 10 percentage points.
· Demonstrated experience in work with municipal finance office – 5 percentage points.
· Demonstrated experience in Results Based Management – 5 percentage points.
· Track record of similar assignments (applied research studies, PCM, evaluations) – 10 percentage points.
· Demonstrated experience with applied research with data collection, analytical and presentation skills and demonstrated ability to structure information – 5 percentage points.
· Previous experience working /consulting for UN agencies – 5 percentage points.

Financial Evaluation – based on submitted offer (20%)

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.
