UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
Almost 20 years after the 1992-1995 war in Bosnia and Herzegovina (BiH), which was marked by serious violations of International Humanitarian Law, including widespread rape and sexual violence, many victims of conflict-related sexual violence (CRSV) have not been redressed to this day. The critical need to provide assistance and services to survivors of CRSV and for a comprehensive approach to tackling CRSV is greater than ever. Societal recognition of the harms suffered by men and women during the war is lacking while survivors suffer the stigma and negative attitudes of society towards victims of sexual violence. Moreover, it is estimated that survivors need enhanced access to improved services, such as free legal advice to help survivors navigate the complex legal framework and apply for welfare or other benefits, access to affordable and appropriate psycho-social, health and mental care services, including sexual and reproductive health services as well as economic empowerment.

UN Women is hereby engaging in tackling the legacy of CRSV, with a view of developing the capacity and responsiveness of associations of survivors as immediate and ad hoc providers of support to survivors. This activity is undertaken in the framework of a joint project implemented by the International Organisation for Migration (IOM), the UN Development Programme (UNDP), the UN Population Fund (UNFPA) and UN Women titled “Seeking Care, Support and Justice for Survivors of Conflict-Related Sexual Violence in Bosnia and Herzegovina”.

DEVELOPMENT OBJECTIVE

The development objective underlying the proposed consultancy is the fulfilment of the rights of conflict-related sexual violence survivors in Bosnia and Herzegovina. In particular, this consultancy will contribute to the capacity development necessary for associations of survivors to advocate for the right of CRSV survivors. It should be noted that the consultancy work should duly respect and promote the rights-based and survivor-centred approach taken by the UN Agencies when dealing with the issue of conflict-related sexual violence.

Duties and Responsibilities
The specific objective of this consultancy is the capacitation of women associations in the field of financial management, financial reporting, basic accounting, and budgeting for project proposals. This training will contribute to their ability to enhance the functioning of their associations through increase capacity to allocate funds, plan and control expenditures, make sound financial decisions, report financially to donors and develop project proposals with strong budgets. This is a third training in a row provided by UN Women to associations of survivors, including one in IT and development and implementation of projects.
OUTPUTS
The consultant is expected to deliver the following outputs:
· The curriculum for the training designed, including financial reporting, basic accounting, and budgeting for project proposals;
· The training conducted;
· A training report providing an overview of the training, the participation, the objectives met and the areas that needs further training.

The training will be provided in local language.
The training report will be written in English.

ACTIVITIES AND TIMEFRAME
The consultants will be expected to complete the following tasks within the indicative timeframe:

Total 9, the consultancy will last 9 days over the period February 22nd to March 15th 2016.

REPORTING
The consultant will be responsible for the following deliverables:
1. Training curriculum submitted to UN Women by February 25th 2016;
2. Training report submitted to UN Women by March 15th 2016.

Required Skills and Experience
Academic Qualifications:
· University degree in economics/finances.
Skills and Experience:
· At least 5 years of demonstrated work experience in developing training curricula and delivering trainings in financial management, budget development and reporting within international agencies/organizations;
· Experience in providing training for vulnerable and marginalized groups will be considered a strong asset;
· Previous experience working/consulting for international projects/programmes;
· Fluency in English and local languages, excellent spoken and written skills.

EVALUATION OF OFFERS
UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
· responsive/compliant/acceptable, and
· having received the highest score out of below defined technical, interview and financial criteria.

Criteria:
Technical Evaluation – documents based (70%)
Financial Evaluation (30%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.

Please note that travel costs should be covered by the consultant.
