UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
Working in close cooperation with a variety of partners such as the government, civil society and international partners across the country, UN Women CO BiH is involved in the following activities:
· Promoting Gender Responsive Policies;
· Advancing the Implementation of UN Security Council Resolution 1325 on Women, Peace and Security;
· Ending Violence against Women and Girls;
· Working for survivors of conflict related sexual violence in Bosnia and Herzegovina.

Work with survivors of conflict related sexual violence is done under a joint project titled “Seeking Care, Support and Justice for Survivors of Conflict-Related Sexual Violence in Bosnia and Herzegovina”, implemented by UNFPA, UNDP, IOM and UN Women in BiH. Under this project, UN Women seeks to work directly on the needs of survivors of conflict related sexual violence and civilian victims of war through economically empowering survivors and their families, raising the capacity of associations to advocate for the rights of this group and enhancing employment possibilities for young people whose families have suffered in the war.

Duties and Responsibilities
DEVELOPMENT OBJECTIVE
The development objective underlying the proposed consultancy is the advancement of rights of conflict-related sexual violence survivors in Bosnia and Herzegovina. In particular, this consultancy will contribute to the development of skills and enactment of knowledge needed for meaningful employment seeking for young people who have been affected through war, e.g. CV development, use of internet and social media in the employment seeking process, development of communicational and presentation skills etc. It should be noted that the consultancy work should duly respect and promote the rights-based and survivor-centered approach taken by the UN Agencies when dealing with the issue survivors of conflict and socially marginalized groups.
IMMEDIATE OBJECTIVES

The specific objective of this consultancy is:
· Develop a series of trainings for your people in the age span from 20 to 35 years for development of general skills useful for enhancement of possibilities for employment;
· Organize and deliver workshops for youth in three locations decided upon in consultation with UN Women and local partners;
· Asses additional needs regarding enhancement of employment opportunities for youth engaged in workshops, such as any specific training needed which corresponds to opportunities and possibilities on the market (local or national);
· Produce a written report with recommendations for further engagement of UN Women and partners.

OUTPUTS
The consultant is expected to deliver the following outputs:
· Educational program for youth developed;
· Workshops organized and delivered in chosen three locations;
· Written report with very practical and concrete recommendations for further steps that could be taken to enhance employment opportunities for youth who have been affected by the war in BiH.

ACTIVITIES AND TIMEFRAME
The consultant will be expected to complete the following tasks within the indicative timeframe:

The consultancy will last 12 days over the period 22nd of February to 25th of March 2016.

Required Skills and Experience
Academic Qualifications:
· University degree in social sciences. Master degree will be considered an asset.
Skills and Experience:
· At least 5 years of demonstrated work experience in developing vocational and general training modules focused on youth, while work with vulnerable groups of young people is a strong asset;
· At least 5 years of experience in providing trainings, preferably to young people;
· Previous experience working/consulting for international organizations / companies in field of employment and youth employment will be considered an asset;
· Fluency in English and BHS, excellent spoken and written skills.

EVALUATION OF OFFERS
UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
· responsive/compliant/acceptable, and
· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 % of points in the technical evaluation – documents based will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation – documents based) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 50 % points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents based (80%)

Financial Evaluation (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S – score received on financial evaluation;
Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F – financial offer under the consideration.

Please note that travel costs and accommodation cost should be covered by the consultant and included in the financial offer.
