The purpose of this consultancy is to contribute to the enhancement of local communities’/mjesne zajednice (MZ) understanding of the theoretical and practical aspects of the human rights and social justice discourse. For this purpose, two National Consultants for the Design and Delivery of a Training Programme on Human Rights and Social Inclusion (hereinafter Consultants) will be engaged.Objective
The objective of the consultancy is to design and deliver a practical and interactive 1-day training on human rights, thus providing participants from target local communities with an introduction to the concepts of human rights and social inclusion, with special emphasis on the marginalised groups and women, as well as offering practical knowledge on how to apply these concepts in daily work and life.Background Information
In 2015, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, which is financed jointly by the Government of Switzerland and the Government of Sweden. The project goal is to improve quality of life of the citizens of Bosnia and Herzegovina through improving local infrastructure and services, increasing democratic accountability and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising MZs as the places where government comes closest to the people and as grass-roots organisations that serve communities, with the possibility for real participation and joint action.
The Project’s implementing strategy is to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. The Project will work with more than 100 MZs country-wide.
Among other actions planned to contribute reaching the Project objectives is capacity development of MZ and local governments’ representatives. A customised training needs assessment conducted in 2016 in partner MZs provided information about the most urgent capacity gaps at the grass-root level. Among these, the topic of human rights and advocacy for the most vulnerable population groups has been identified as a top priority.
To address this need, the Project will support the design and delivery of a practical and interactive training programme on human rights and social inclusion, thus strengthening MZs’ and community representatives’ understanding on this subject matter, as well as encourage its practical application in daily work and community life. Duties and Responsibilities By understanding human rights and social inclusion from very practical terms, discussing matters from the human-rights lens, learning what tools are available to apply these notions in reality and advocate for social justice, participants will advance their understanding on human well-being and rights to health, education, decent work for all.
Therefore, this training programme will equip participants with the basic theoretical and practical knowledge on human rights and social inclusion, with focus on actual understanding these fundamental concepts and their practical implications for local governance work and improving local communities. The training programme will also encourage participants to re-think the implications of application (or lack thereof) of these concepts from viewpoint of community development, good governance or economic growth. Moreover, the training will challenge perceptions and stereotypes, stimulate discussions and real-life reflections by participants on cases of social exclusion in their communities, as well as will encourage identification of renewed approaches and mentalities ensuring socially-inclusive and gender-sensitive local development.
At the end of the training, participants will be: i) familiar with the basic theoretical framework related to human rights and social inclusion, ii) able to identify manifestations and consequences of (intentional and non-intentional) breach of human rights, discrimination, inequalities and social exclusion within their communities; iii) enrich their thinking on the subject matter through real-life discussions, cases and simulation games; iv) get familiar with concrete ideas and tools on how to apply human-right-lens and social inclusion principles in work, life and development- with particular emphasis on local governance context and local community implications.
This consultancy will offer practical knowledge to representatives of communities within partner local governments (Bijeljina, Brcko, Gradacac, Gradiška, Gracanica, Kljuc, Kotor Varoš, Laktaši, Petrovo, Sarajevo, Sanski Most, Tešanj i Žepce). Specifically, participants in the training programme will be MZ official and informal leaders; municipal councillors (focus on elected female officials), relevant municipal officers (i.e. Department for social issues, health, refugees or Department of Social Activities and similar), representatives of socially excluded groups and community organisations.
To that end, the Consultant/s will jointly develop and then deliver a 1-day interactive training programme, combining theoretical knowledge with rich exercising and role-play opportunities for participants. The training will utilize real-life examples, as well as offer a caseload of best examples from global practice while discussing their potential application to the local context. The training programme may also consider sharing success stories from other localities, through guest practitioners.More specifically, the Consultant/s will undertake 2 main tasks.· Task 1: Design a 1-day training program, with supporting materials and presentations
The following aspects will be considered by the selected 2 Consultant/s under this Task:
Firstly, the Consultant/s will meet with the Project team to get familiar with the specifics of the assignment and agree on its timeline.
Subsequently, the Consultants will agree on their specific roles and will design a 1-day training program titled “Human Rights and Social Inclusion”, including accompanying PowerPoint presentations, videos, reference reading, practical exercises, role plays, best practices and other tools as agreed with and approved by the Project Team. The Consultants will design a 10-15 page practical manual/guidelines with a focus on the role of local communities (MZs) in promotion and protection of human rights and freedoms which will be delivered to participants after the training. This document will follow main elements of the training program and will include practical application of the main outcomes of the training. The training materials and documents should take into consideration following international standards relating to human rights and the role of local governments: „Role of local government in the promotion and protection of human rights – Final report of the Human Rights Council Advisory Committee“, A/HRC/30/49, 7 August 2015, “The role of local and regional authorities in the implementation of human rights” –Recommendation 280 (2010) of the Congress of Local and Regional Authorities of the Council of Europe (Reply adopted by the Committee of Ministers on 6 July 2011at the 1118th meeting of the Ministers’ Deputies) and the „European Charter for equality of women and men in local life“ adopted by the Council of European Municipalities and Regions
In general, the training will encompass, but may not be limited to, the following building blocks:
Entry-point and training needs self-asessment by participants: the evaluation form will allow for assessing the knowledge on the subject matter prior to the training programme by each participant individually.

Block I: Introduction to the human rights and social inclusion framework: this block examines the theoretical and conceptual framework of human rights. The training will provide basic definitions, overview of the current legal and policy framework in Bosnia and Herzegovina. During this part the participants should gain knowledge on their obligations as duty bearers under the international and national human rights framework to promote and protect human rights. This part is seen as introductory to the training.

Block II: Looking at the human rights concept and social inclusion from different angles, and providing new models: this block will be of a practical nature, presenting participants with concrete implications (or lack) of application of human rights perspective in political, economic, governance and social areas. This block will be based on theoretical concepts and discussions and role-play simulation challenging perceptions and existing stereotypes and implicit discrimination. This block will offer concrete examples of human rights violations which are contextualized for the local level to encourage the participants to identify ways how the local communities can act to assist victims of human rights violations. These examples will include 3-5 of following human rights issues: access to housing, gender-based violence, discrimination, rights of Roma, cultural rights, participation of citizens in decision making, hate speech, rights of children, rights of persons with disabilities etc. The examples used will include a gender perspective taking into consideration that trainings on gender equality will be organised additionally. Concrete guidance and simple tools (such as, for example, the human-rights based approach to development or mechanisms to affirm human rights in the community) will be presented to participants, so as to enrich their practical instrumentarium and enable follow-up application of the concepts presented during the training.

Block III: Looking at the human rights concept from perspective of local communities and its utilisation in everyday life: this block will provide possibilities to understand what are the linkages between the role of local communities, local government, regional and national government in promotion and protection of human rights. This block will provide concrete examples how local communities can identify issues of different groups living in their communities, use the theoretical framework on human rights to classify and prioritize these issues as human rights violations and how to address these issues directly or in cooperation and coordination with other levels of government. This block will include theory, reinforced with dynamic discussions, sharing of relevant experiences and role-play simulation. In practical concept of this block it is expected that engaged consultants will identify contextualised entry points for applying, propelling and pushing forward the human right agenda and applying to work of MZs and LGs.

This block will enable participants to better understand the implications of applying socially inclusive local development, emphasizing the ways to meaningfully ensure engagement of the socially excluded groups in socio-economic and political life. The final aim is to enabler participants to be able to enforce its requests addressed to decision makers with human rights arguments (citation of binding laws, regulations, conventions, charters, etc.)
Exit self-assessment by participants: the evaluation form will allow for assessing the knowledge acquired after the training programme by each participant individually.
The training programme will be designed in the languages of people of Bosnia and Herzegovina.
Prior to planning its actual delivery to the target groups, the training programme will be presented to and approved by the Project team.
It is envisaged that this task will be performed by end of September 2016, while the level of effort will not exceed 10 expert days per Consultant.

· Task 2: Training programme delivery

The Consultant/s are expected to contribute to performance of this Task by directly engaging in the delivery of the approved training programme.
One Consultant will be responsible for delivering the 1-day training programme to 3 training groups (32 participants in each group except one with 45 participants) in 3 localities. Therefore, the selected 2 Consultants together will deliver the training to 6 training groups in 6 localities, as specified below:

All logistical and organisational work prior to and during the training will be done by the Project team.
Following the training delivery, the Consultant/s will prepare a final report (using standardised format provided by Project Team) on the training delivery, to include: total number of participants per training; main observations; reflections on the pro-activeness and responsiveness of participants, analysis of the “before” and “after” knowledge gained (based on the self-assessments).
It is envisaged that the level of effort will not exceed 5 expert days per Consultant (3 for training delivery and 2 days for preparation of training material).

Required Skills and Experience
Education:
· University degree in human rights, social sciences, political sciences, or similar. Master degree in Human rights would be considered an asset.

Experience:

· At least 5 years of extensive experience in capacity development or delivery of training particularly for citizen groups, community organisations and local governments;

· At least 2 years of experience capacity design or delivery of interactive training in the area of human rights, social inclusion and advocacy for socially excluded groups;

· Proven training and group facilitation skills;

· Excellent communication skills.

Language requirements:

· Fluency in written and spoken English and official languages of peoples in Bosnia and Herzegovina is required.

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
