Purpose
The purpose of this consultancy is to contribute to strengthening of the system for protection and rescue from natural and other disasters in the City of Doboj, by supporting the Civil Protection Department (CP Department) to design the Preparedness and Mobilization Plan (the P&M Plan).
Objective
The aim of this consultancy is to provide expert support to the CP Department in development of the P&M Plan as an essential part of the general Protection and Rescue Plan of the City of Doboj. Technical assistance will be provided so that the P&M Plan could meet not only mandatory methodological requirements, but also real needs for rapid and efficient response in emergencies and disasters.

Background Information
Financed by the Government of Switzerland, and implemented by the United Nations Development Program (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments, assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. Against this overall goal, three broad lines of action are envisaged:

· Democratic public policy and sound management processes within local governments (LGs);

· Provision of high quality public services within the economic and environmental sectors that are responsive to citizens’ needs;

· Regulatory frameworks at higher government levels enable effective public service delivery.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner local governments: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

This consultancy will take place within the Project’s local governance component, which among other, aims to integrate the Disaster Risk Reduction (DRR) concept into the strategic and operational frameworks of partner local governments. The MEG Project has already developed a comprehensive DRR compliance review for Tuzla and Doboj coming up with numerous recommendations for increasing local governments’ ability to reduce risks, but also to plan and prepare for the eventuality of a disaster. With this activity, the MEG Project aims to further build capacity of the CP Department in Doboj through expert support in developing well-structured, functional P&M Plan that will serve as a quality basis for efficient response of civil protection forces in case of disasters.

Duties and Responsibilities
The Consultant will initially collect and thoroughly examine all relevant documents that are important for his/her further work. The Consultant is then expected to conduct detailed consultations with representatives of the CP Department as a beneficiary and to, together with them, define concept of the P&M Plan. After that, the Consultant will draw up an initial draft of the P&M Plan in line with requirements and principles stipulated in relevant bylaws. Once all comments from beneficiary are collected and considered, the Consultant will prepare final version of the document.
More specifically, the Consultant will have the following tasks:

Task 1: Desk research, data collection, consultation and conceptualization

Before preparing an initial draft, the Consultant will carry out all activities necessary for the P&M Plan to be of highest quality and as applicable as possible. This primarily implies collection, review and analysis of all relevant materials. The Consultant will also have a task to collect all information critical for preparing the document in compliance with required standards. Within his/her first task, the Consultant is also expected to be constantly in touch with representatives of the CP Department, so as to conduct extensive consultations with all relevant stakeholders about technical details in the document, ideas, concepts, preferred solutions and other relevant elements.

Based on preparatory activities described above, the Consultant will, in consultations and agreement with the CP Department, draft a concept of the P&M Plan that will briefly set the framework, structure, principles, most important solutions and other elements of the Plan agreed with beneficiary. After the CP Department gives its consent to the concept, the Consultant will proceed with drafting initial draft of the P&M Plan as the second task of this consultancy.

It is envisaged that this task will be delivered by the end of November 2017 and the level of effort will not exceed 15 expert days.

Task 2: Preparation of the initial draft and collection of comments

Based on the consultation process, collected information and the concept, the Consultant will proceed with preparing the initial draft of the P&M Plan. Draft document ought to be in all its aspects in line with methodological requirements prescribed in respective regulations in the RS. Also, having in mind that the P&M Plan is integral part of the general Protection and Rescue Plan, the Consultant will ensure full compatibility of these documents. In the course of drafting the initial draft, the Consultant will be in touch with the CP Department, should the need for additional information and consultations arise.

After completion of the initial draft, the Consultant will submit it to the CP Department for comments.

It is envisaged that this task will be delivered by ¬¬¬¬December 15, 2017 and the level of effort will not exceed 10 expert days.

Task 3: Finalization of the P&M Plan

As a final task, the Consultant will collect and analyze comments made by beneficiary, and then proceed with the preparation of the final version of the P&M Plan. If it is necessary and if so required by the beneficiary, another round of commenting and additional consultations will be carried out before finalization of the P&M Plan by the consultant.

It is envisaged that this task will be delivered by the end of January 2018 and the level of effort will not exceed 5 expert days.

Deliverables and timelines
The consultant is responsible for the following deliverables:

· Based on the comments received, final version of the P&M Plan completed and submitted to the CP Department, end of January 2018, (5 expert days)

Job Knowledge and Expertise:

· Relevant professional experience in the area of protection and rescue and/or DRR policy and practice;

Required Skills and Experience
Education:
· University degree in public administration, international development, law, political or related social sciences; degree relevant to Disaster Risk Reduction and/or civil protection will be considered an asset.

Experience:

· At least 5 years of Disaster Risk Reduction relevant professional experience in BiH or in the Western Balkans region;

· Excellent analytical skills, and ability to conceptualize and write concisely and clearly.

Language requirements:

· Fluency in official languages of Bosnia and Herzegovina;

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Technical Criteria weight-70%

· Financial Criteria weight- 30%
