Purpose
The purpose of this consultancy is to provide technical assistance and expert guidance to the newly-set Strategic Planning and Policy Coordination Unit within the RS General Secretariat. This institutional structure will be responsible for overall coordination and support to short and long-term planning and policy coordination among entity line ministries and institutions. For this purpose, a National Consultant for Technical Assistance to the Strategic Planning and Policy Coordination Unit in the RS General Secretariat (hereinafter the Consultant) will be engaged.

Objective
The main objective of the consultancy will be to provide analytical and technical assistance to the staff within the newly-set government structure within the RS General Secretariat – the Strategic Planning and Policy Coordination Unit, in the course of initial setting up and capacity development of the unit, as well as capacitating them for the regular annual operational work cycle, as prescribed within the Decision on Planning, Monitoring and Reporting on Adopted Strategies and Plans by the RS Government and Administrative Bodies adopted by the RS Government in June, 2016.

Background Information
The ILDP is a UNDP-managed project, funded primarily by the Government of Switzerland and implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities.

The consultancy is planned within the 2nd phase of the Integrated Local Development Project (ILDP), which aims to support the further consolidation of the local strategic planning system in Bosnia and Herzegovina, by enhancing its vertical integration within the higher government strategic and financial planning frameworks and supporting a critical mass of local governments to apply a harmonised approach to strategic planning and effectively manage local development processes in partnership with their communities. Planned activities are designed around two inter-connected components, as follows: i) support to vertical integration of the local strategic planning system into the strategic planning frameworks of higher government levels; ii) support to integrated local strategic planning and management, and strengthening of development partnerships.

The ILDP supports the establishment of the strategic planning system in the RS since 2012. The Project facilitated the work of an inter-institutional group (senior representatives of the Ministry for Administration and Local Self-Governance, the Ministry of Finance, the Ministry of Economic Relations and Regional Cooperation, the RS Association the Municipalities and Cities and local governments) tasked to formulate the principle framework for the future planning system encompassing entity and local levels. By late 2013, the working body came up with and agreed on a document titled “Concept for the future strategic planning system in the RS”, which captures the vision, guiding principles, institutional structures, minimum elements, vertical and horizontal coherence of the future planning system, as well as its alignment with the budget system. Importantly, it proposed establishment of a development planning and policy coordination unit at the entity level, as one of the first steps in the process of establishing the development planning and policy coordination system.

In March 2014, the RS Government formally established a Strategic Planning and Policy Coordination Unit within the Cabinet of the Prime Minister/General Secretariat, with two staff (advisors to the Prime Minister) recruited in late 2014. However, the Strategic Planning Unit has not yet been effectively put in function. A Decision on Planning, Monitoring and Reporting on Adopted Strategies and Plans by the RS Government and Administrative Bodies (hereinafter: the Decision) was adopted by the RS Government in June, 2016, providing the basic pre-conditions for systemic short- and long-term strategic planning and development management in the RS.

Duties and Responsibilities
To be able to perform full coordination of planning and work towards further strengthening of the planning system in RS, the newly set Strategic Planning and Policy Coordination Unit (currently with 2 employees) needs to be capacitated and prepared for future management and coordination of the complex short and long-term planning process in the entity. Therefore, the Unit needs to get familiar with the main functions and specific requirements described in the Decision, as well as get equipped with methodologies and tools, which will ensure basic capacity to manage the annual work cycle in professional and effective manner.

Under this assignment the Consultant will provide technical assistance, on-the-job coaching and quality assurance to the RS Planning and Policy Coordination Unit in the process of full-fledged establishment, basic capacitating and readiness to manage work packages and perform the functions as described within the Decision. This includes particular attention on the preparation to roll out the annual institutional planning and alignment of annual plans with budgets, in collaboration with all entity ministries and institutions. Therefore, the Consultant will be available approximately 2 days a week to support the Unit, work on specific tasks; deliver expert support and on-the-job assistance, as required by the Unit. If needed, the Consultant will have its own temporary desk within the Unit, so as to ensure more direct interaction with the Unit. By rule, at all times, the Consultant will not do the tasks for the Unit, but will rather assist and provide on-the-job coaching, so real capacities, practical experience and ownership over the result are anchored within the staff.

Against the previously described background and scope of work, the Consultant needs to take into consideration the Decision on Planning, Monitoring and Reporting on Adopted Strategies and Plans by the RS Government and Administrative Bodies and its Annexes, seen as the backbone for the delivery of this consultancy. In addition, the Consultant is expected to get acquainted with other relevant documents, specifically with the Concept for the future strategic planning system in the RS agreed upon by an inter-institutional working group facilitated under the ILDP.

More specifically, the consultancy will comprise the following main tasks:
Task 1: Support the RS Strategic Planning and Policy Coordination Unit to design its 2017 annual work plan

The Consultant will provide assistance to the Strategic Planning and Policy Coordination Unit in the process of development of the 2017 annual work plan, based on the general responsibilities and functions of the Unit, as described in the Decision. This work plan will serve as a detailed roadmap for the Unit throughout the entire 2017 annual work cycle. The Consultant will facilitate 2-3 coaching sessions (3 – 4 hours each) with the staff, so as to design in a participatory manner the 2017 detailed work plan (including activities, timeliness, responsible persons, deadlines and budget). Thus, the Strategic Planning Unit will have its clearly set annual workload and time dynamics before 2017 starts. In this process, the Consultant will provide expert assistance, offer the general template to be used, facilitate discussion and quality assure the product.
This task will be delivered by early October 2016 and the level of effort will not exceed 8 expert days.
Task 2: Support the RS Strategic Planning and Policy Coordination Unit to develop basic methodological and operational tools necessary for its forthcoming work in 2017

Under this task, the Consultant will provide on-the-job coaching and technical support the Strategic Planning and Policy Coordination Unit to develop basic methodological and operational tools necessary for its forthcoming work in 2017. The assistance will be offered alongside the main functional tasks of the Unit, so as to deploy a “real-life” approach to capacity development.
The main products anticipated as a result of the on-the-job coaching and expert assistance are as follows:

Detailed annual calendar, capturing highlights and processes’ duration throughout the annual work cycle, marking starting points and deadlines. The detailed work calendar will serve as the main support tool operationalizing the work and offering general work flow throughout the year. The Consultant is expected to create the user-friendly and interactive template for the detailed work calendar, so it captures weekly workflows within the year. Moreover, the Consultant will facilitate participatory design of the calendar (based on the 2017 work plan). Summarised and simplified (interactive) calendar will be also posted on the website of the Unit (General Secretariat) and will be used in future collaboration with other institutions in the RS.
Ensure basic visibility of the Unit: basic information on the Unit will be published on the official website of the General Secretary/other relevant government website, as relevant, offering description of the Unit and its function, contacts, the interactive work calendar displaying key processes and deadlines for the entity institutions, news, materials, strategic documents, etc. The Consultant will advise the Unit in formulating and preparing all information and content to be posted on the website.
Organise information and familiarisation meetings with line ministries, so as to present the Unit and the requirements of the Decision, as well as offer heads-up preparation for the forthcoming main processes in 2017. The meetings will be organised following the training on the Decision to line ministries’ representatives (to be delivered by the Strategic Planning and Policy Coordination Project – SPPD II). It is expected that 1 – 2 joint meetings will be organised by December, 2016.
General methodological guidelines for the Unit’s main work processes: based on the annual calendar and description of the main corporate processes to be led by the Unit, the Consultant will draft simple process guidelines, describing in details the main aspects to be considered in each of the main processes (along the key functions and responsibilities of the Unit), with focus on the annual planning process, as well as monitoring and review of implementation of annual plans. These operational guidelines will offer practical advice, and will serve a desk-book for the Unit in its future organisation and delivering of main planning, monitoring and reporting processes. The guidelines will be structured into several chapters, corresponding to the main processed within the annual work cycle. Where necessary, the Consultant will also design adequate templates or support files, which will make the future work of the Unit more effective, organised and systemic. The content of each section will be directly consulted with the Unit staff. The document should take into consideration the concrete needs and capacity of the Unit. The document should not exceed 50 pages altogether.
In the course of conducting the assessment, the Consultant is expected to work in close cooperation and interaction with the ILDP team. It is envisaged that this task will be delivered during the period October – early December 2016, while the level of effort will not exceed 22 expert days.
Deliverables and timelines
The consultant is responsible for the following deliverables:

Task 1: Support the RS Strategic Planning and Policy Coordination Unit to design its 2017 annual work plan

The 2017 Work Plan for the Unit has been developed and agreed by the Unit staff and the ILDP team By mid-October, 2016 (8 expert days)
Task 2: Support the RS Strategic Planning and Policy Coordination Unit to develop basic methodological and operational tools necessary for its forthcoming work in 2017

Expert guidance and back-stopping is provided in the process of drafting and approval by the Unit and the ILDP team of the: i) detailed annual calendar 2017; ii) information and materials for the official website presentation of the Unit; iii) the methodological guidelines for the Unit’s main work processes. In addition, 2 joint meetings with line ministries and other public institutions will be organised with the Consultant’s support. By early December, 2016 (22 expert days)

Required Skills and Experience
Education:

Advanced university degree in public administration, economics, law, political sciences, social sciences or related field.
Experience:

7 years of relevant experience in the field of public strategic and operational planning, and development management;
Proven record of theoretical knowledge and practical experience in the area of design and delivery of technical assistance and advice to public institutions in relevant capacity development interventions and processes; previous experience in working directly with RS institutionsin the area of public administration reform and capacity development is a distinct asset;
Previous experience in drafting methodologies and instructions in the area of development planning, in a technical assistance context, is required;
Good knowledge and understanding of the governance policy and legal framework within the RS, as well as of main public administration reform policies and main legal framework regulating public sector procurement and financial processes;
Language Requirements:

Fluency in the official languages in Bosnia and Herzegovina is required.

Financial proposal indicating consultancy fee as a lump sum (including travel expenses to selected localities and all other applicable fees and costs related to the assignment).
Note:

For an assignment requiring travel, consultants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy;

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial Criteria weight- 30%
