a. Purpose
The Strengthening the Role of Local Communities (Mjesne Zajednice/MZs) project is designed to support the processes in partner LGs in order to establish pro-active, capacitated and inter-connected MZs contributing to downward responsiveness of local governments and improved service delivery. This goal will be achieved, among other things, through series of trainings. The most fundamental training planned through project related to enhancing capacities of MZ governance structures related to Project Cycle Management (PCM). The purpose of this training is to develop or enhance capacities of primarily MZs but also LG representatives that directly cooperate with MZ. The ultimate purpose is to enable substantive capacities on MZ level for development, implementation and monitoring of the projects.
Thus, it is essential to enhance their capacities to level to be able to understand the PCM and be able to apply knowledge within MZ project for the foreseen grants but also to be able to compete for the external funding in order to support priorities and initiatives defined in their local communities.

b. Objective
The objective of the consultancy is to deliver a comprehensive PCM training for MZ and LG staff within three-day timeframe for each group of trainees. The knowledge acquired through the trainings will enhance their skills in project preparation, and in later phase implementation and monitoring of awarded funds. Training participants are expected to increase the necessary skills and to take part in the competitive process of the Open Call for Proposals as a support/partner to CSOs but also to be able to use same methodology to submit their own projects for the dedicated MZ grant scheme.

c. Background Information
The Strengthening the Role of Local Communities (Mjesne Zajednice/MZs) in Bosnia and Herzegovina Project (2015 – 2019) is a joint initiative of the Government of Switzerland and the Government of Sweden, implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina.

The overall project objective is contribute to better quality of life of BiH citizens through increased democratic participation and accountability, enhanced local services and infrastructure and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising community government by MZs, as the places where government comes closest to the people and as grass-roots organisations that serve communities of around 1,000 people, with the possibility for real participation and joint action. The three specific project outcomes are:
· Citizens and governments are committed to realise the jointly agreed upon new inclusive and gender-sensitive vision of MZs, as foundation for more participatory and accountable local governance in the country;
· Pro-active, capacitated and inter-connected MZs contribute to downward responsiveness of local governments and improved service delivery;
· A new regulatory framework for functional MZs developed by governments enables more inclusive, gender-sensitive and accountable local governance in Bosnia and Herzegovina.

The Project will work directly with approximately 120 MZs country-wide and 20 local governments.

Duties and Responsibilities
The PCM Trainers are expected to adjust PCM training curricula and deliver two trainings each to MZ and LG staff CSOs across Bosnia and Herzegovina, in different locations. For this consultancy assignment, three (3) consultants will be hired for the services organised at six locations across Bosnia and Herzegovina (Brcko, Gradacac, Gradiška, Kljuc, Kotor Varoš and Žepce). Training at each location will be organized for the representatives from two LGs (in one case three) as per the following structure:
1. Location Brcko (Brcko and Bijeljina)
2. Location Gradacac (Gradacac, Gracanica and Petrovo)
3. Location Gradiška (Gradiška and Laktaši)
4. Location Kljuc (Kljuc and Sanski Most)
5. Location Kotor Varoš (Kotor Varoš and Tešanj)
6. Location Žepce (Žepce and Stari Grad Sarajevo)
The trainees at each location will be divided into two groups and each group will undergo 3 day training. The training will be organized for the groups of participant that shall not exceed 25 trainees.

The consultancy will consist of the following tasks:
1. Adjusting the existing training curricula for the target audience as a three-day PCM training.
2. Preparing work plan and delivering trainings, and
3. Reporting.

TASK 1
Adjusting the existing training curricula for the target audience as a three-day PCM training:
– After reviewing the documents provided by the UNDP, and based on consultations within the group of selected trainers, consultants will update and adjust the existing PCM training curricula (ensuring clear link with EU application standards and procedures) that must include the following objectives:
· To introduce Project Cycle Management (PCM): phases, logic and principles of the methodology
· To introduce the Logical Framework Approach (LFA) matrix as a key tool for project design;
· To apply in practice the LFA in project preparation;
· To introduce key elements related to defining problems and needs, goals and objectives, results, and activities;
· To introduce project proposal (description of action) writing and the project budget;
· To address the key aspects of administrative and financial management.
· Training will take into consideration specific application set that will be used under MZ Project grant scheme and as such needs to be integrated into training module.
– Prepared training module needs to be developed taking into consideration targeted beneficiary group consisted of MZ staff, CSOs and LG representatives
– Part of the material should include concise, referential handout/handbook for the trainees. This is envisaged as a simple couple of pages document that includes important facts, information, definitions and hints relevant for the future reference of trainees.
The time foreseen for this task is 5 days.

TASK 2
Preparing work plan and delivering trainings:
· The PCM Trainer will prepare a work plan for delivery of a three-day PCM training that will be organized in six locations. The number of trainees for each training module should not exceed 25. The PCM Trainer, will prepare and compile training pack for participants, including all relevant supporting materials (agenda, presentations, handouts, group exercises, exercises for individual work, reference materials, evaluation forms, etc.). The training programme and relevant materials will be approved by the UNDP MZ project and its multiplication for the trainees will be provided by MZ project.

The PCM Trainer will be required to organize his/her own travel arrangements to two different training venues within above indicated locations. Following the training delivery, the PCM Trainer will conduct a training evaluation (covering contents, trainers and methods applied) and present it to UNDP.
The time foreseen for this task is 12 days (6 consecutive days of effective training at each location).

TASK 3
Reporting:
· Upon the completion of the training delivery, each PCM Trainer will prepare a final report that will include, but will not be limited to: training goals and results achieved number of trainees, analysis of pre and after training knowledge, lessons learned and recommendations, training performance evaluation, FAQs sheet, etc. All data presented should be segregated by gender. The draft report should be submitted to the The Strengthening the Role of Local Communities (Mjesne Zajednice/MZs) Project Team (UNDP), in English (hard copy and MS Word electronic version). The final version of the report must take into account all comments made by the Project Team.

The time foreseen for this task is 3 days.

NOTE: Consultants are expected to work together on all tasks and deliver the expected deliverables in a coherent and harmonized manner.

b. Deliverables and timelines

The consultant is responsible for the following deliverables:

Required Skills and Experience
· A university degree in law, economics, public policy, public administration, or a related social science field. Master degree is not required but might be considered as an asset. Valid trainer certificate from renowned institution in the field of PCM will be considered as an asset;
· At least 5 years of relevant and proven professional experience in training delivery in the area of PCM (previous experience with UNDP is an asset);
· Relevant experience in working with MZ in BiH is an asset;
· Experience in usage of MS Office (MS word, Excel, and PWP, etc.);
· Fluency in written and spoken English and BiH languages.
Award Criteria: Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
· Responsive/compliant/acceptable, and
· Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
