The main objective of the consultancy is to have strategic platforms for local development strategies in the two above mentioned municipalities revised and ready as inputs for further preparation of relevant sectoral and operation plans that are to be prepared later in 2017.
The entire process of strategic platforms preparation will be conducted in accordance with the MiPRO and additional guidelines that will be provided to the Consultant by the ILDP prior to launch of the strategic platforms revision processes. It will include a review and adjustment of the socio-economic analysis, analyses, strategic focuses, goals and indicators in accordance to the contextual changes.
The strategic platforms mid-term revisions will be led by the municipal development teams and will be conducted in a participatory manner including the wider local community at key points in the process. The process itself, while led by the local development teams, shall be steered, facilitated, guided and quality assured by the hired Consultant through several workshops, on-job assistance and readily available expert advice.
The municipalities of Prnjavor and Srbac adopted their integrated development strategies in 2011, with technical support to the strategic planning process provided by the ILDP. Throughout the process, these local governments involved a significant number of community stakeholders, including representatives of public, private and civil sector.

The integrated development strategies define strategic goals and main strategic focuses for a long-term period of ten years, while their specific sectoral plans (social, economic and environmental) define sectoral objectives, outcomes, programs, projects and measures for the period of five years.
Alongside mid-term sectoral plans, the strategies include implementation plans (1+2 years), which, in addition to specifically outlined priorities for the first year, contain indicative projections of priority projects for the next two years, including timeframe, responsibilities, measurable results and financial resources. Preparation of implementation plans is closely linked with preparation of local governments budgets and serve as a mechanism for strategy implementation, whereas, priorities from implementation plans are incorporated into annual work plans of local governments’ individual departments. Therefore, implementation of strategies is carried out through line departments as well as external implementation actors and it is monitored, evaluated and reported, firstly at the municipal/city departmental level and the level of central development management units, and, at a later stage, through thematic meetings of local governments’ senior management.
In addition to technical support for strategy design and strategy operationalization processes, the ILDP has been working with partner local governments on strengthening their institutional and organizational capacities required for effective management of development activities.
Bearing in mind that the 5-year cycle of strategy implementation has come to an end and that the sectoral plans, which are an integral part of strategies, have expired, local governments of Prnjavor and Srbac initiated preparatory activities to revise their development strategies, starting with revision of the respective strategic platforms with support of the ILDP.

Key aspects of the Strategic platform revision process

· The strategic platform revision process will be carried out in accordance to the MiPRO and related ILDP guidelines to be distributed to the Consultant prior to the initiation of the revision process. The Consultant is required to ensure compliance of both the process and its outputs with these documents;

· The strategic platform revision process will carefully consider and integrate key findings of the mid-term evaluation reports;

· The strategic platform revision process will be organized through several workshops, specifically organized for the target groups, namely, development teams, and at the end of process for partnership groups, as required. The workshops will be thoroughly prepared and facilitated by the Consultant;

· Partnership groups will be consulted at the end of the strategic platform revision. Partnership group meetings will be prepared and led by the development teams with critical advice and guidance provided by the Consultant;

· The final output product for the strategic platform revision process will be the revised strategic platform and will be used as a building block and input for subsequent preparation of 5-year sectoral plans and 3-year implementation plans.

The Consultant will be responsible for reviewing, re-drafting and harmonizing the expected product output and the final product output is required to be validated by local development teams and ILDP in order to be finalized.

The main strategic platform revision bodies shall be:

· The Development Team (DT), which is the main body for the local strategic platform revision process and had been established by the municipal/city mayors. It usually comprises between 7 – 15 members who are competent senior representatives from each relevant sector within the municipal administration. The team also include representatives of the local development agency, if existing; representatives of the private and civil sector, and possibly of the Municipal/City Council.

· The Community Development Partnership Group, which is a broad consultative partnership, ensuring engagement and contribution by a wide scope of interested stakeholders during the strategic platform revision process. It comprises representatives of socio-economic partners, citizen groups, private sector, media, etc. and as such is seen as a partnership mechanism between the local government and socio-economic stakeholders.

Duties and Responsibilities
The consultancy will ensure required technical assistance to the process of revision of local development strategic platforms in the target municipalities, consisting of the following:
· Facilitation and coaching of the working groups, development teams’ workshops and meetings.

· Reviewing, correcting, drafting, re-drafting components of the revised strategic platforms focused on assisting key members of the local planning bodies directly. This includes hands-on, highly directive expert support for document drafting and formulation, encompassing “desk work” (if involving correction or drafting) and follow-up discussions, explanations and advice provided to the municipal actors on how to take the process forward.

More concretely, the Consultant will be expected to perform the following tasks:

Task 1: Review of relevant documents (strategies, evaluation reports, MiPRO, related guidelines etc.) and development of a detailed work-plan

Under this task, the Consultant will collect all relevant documents and become well acquainted with the municipal integrated development strategies, mid-term evaluation reports, and related planning and reporting documents.
Also, as part of this task, the Consultant will become familiar with the MiPRO methodology, with a focus on its main aspects/approach, principles and tools. Additionally, the Consultant will review the guidelines distributed by ILDP and related to the upcoming strategic platforms revision process and provide a critical reflection on the proposed approach, available formats and tools.
Following the documentation review, the Consultant will propose a detailed work-plan outlining the approach and timeline of the process in each municipality. The work plan will be submitted for approval by ILDP. Following the approval, the Consultant will, in coordination with ILDP, schedule initial meetings with the target municipalities and inform the ILDP accordingly.
It is envisaged that this task will be delivered by end of first week of February 2017 and the level of effort of the Consultant will not exceed 3 work days.

Task 2: Provision of technical support to the process of revision of Strategic Platforms

Under this task, the Consultant will provide technical assistance to the process of local development strategic platforms revision. The technical assistance will include assistance as described above. The Consultant is expected to steer, guide and facilitate the strategic platforms revision process which will result in an initial draft of revised local development strategic platforms of the target municipalities.
Technical assistance will be delivered through several workshops delivered by the Consultant in accordance to the ILDP Guidelines which will prescribe the methodological approach, required formats and tools. The Consultant will facilitate and guide the revision process having in mind key aspects of the revision process as laid out above, ensuring timely delivery of envisaged outputs.
It is envisaged that this task will be delivered by the end of second half of February, 2017 and the level of effort of the Consultant will not exceed 10 work days.

Task 3: Finalization of draft of Local Development Strategic Platforms

The Consultant will finalize the draft local development strategic platforms and ensure their alignment with the MiPRO and ILDP Guidelines, formats and tools. In conducting this task, the Consultant will ensure required level of quality of the output product, which includes redrafting segments of the documents that are not satisfactory providing brief argumentation of the introduced changes.
The Consultant will thereafter submit the finalised local development strategic platforms, previously validated by the DTs and partnership groups, to ILDP for review and approval.

As part of this task, the Consultant will collect signed participants list from all workshops and meetings held during the Strategic platforms revision processes and forward them to the ILDP designated officer, together with the final product. It is envisaged that this task will be delivered by the end of February 2017 while the level of effort of the Consultant will not exceed 7 working days.
All planned activities for the Task 1, Task 2 and Task 3, should be completed over the period from beginning till end of February 2017 with total number of days not exceeding 20 consultancy days.

Deliverables and timelines

Task 1: Review of relevant documents (strategies, evaluation reports, MiPRO, related guidelines etc.) and development of a detailed work-plan (three working days by nd of the first week of February 2017)

· Relevant strategy documents and evaluation reports reviewed;

· Work-plan for the revision process developed in both municipalities.

Task 2: Provision of technical support to the process of revision of Strategic Platforms (10 working days by the second half of February 2017)

· All planned workshops finalised and initial draft strategic platforms for the target municipalities completed and submitted for further review by the respective DTs.

Task 3: Finalization of draft of Local Development Strategic Platforms (7 working days by end of February 2017)

· Final version of local development strategic platforms, previously validated by the DTs and partnership groups submitted to ILDP.

Required Skills and Experience
Education:

· Minimum 5 years of progressive experience in local development, strategic planning and/or strategy implementation primarily at local/regional level, specifically in Bosnia and Herzegovina;

· Rich experience in analysis, definition and implementation of local development policies, strategies or programmes, particularly relevant for the local/regional level;

· Proven experience in facilitation and coaching of small groups of participants;

· Knowledge and previous experience at the local level within the particular cluster;

· Previous experience in applying MiPRO at local or higher levels in Bosnia and Herzegovina is considered an asset;

· Knowledge and previous experience at the local level within the particular LOT/cluster is considered an asset.

Language Requirements:

· Fluency in English and the official languages in BiH.
Individual consultants will be evaluated based on the Cumulative analysis – the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

· Responsive/compliant/acceptable, and

· Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

Only candidates obtaining a minimum of 50 point aftre the technical evaluation would be considered for the Financial Evaluation.

Technical Evaluation Criteria and Weight

· Rich experience in analysis, definition and implementation of local development policies, strategies or programmes, particularly relevant for the local/regional level; 20%

· Proven analytical skills and ability to conceptualise and write concisely and clearly in the languages of BiH peoples (Bosnian/Croatian/Serbian); 20%

· Knowledge and previous experience at the local level within the particular cluster; 20%

· Previous experience in applying MiPRO at local or higher levels in Bosnia and Herzegovina is considered an asset 10%

Financial Evaluation, 30%

· Financial proposal – The financial proposal shall specify professional fee, indicating number of anticipated working days, travel and all other applicable costs, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services as specified above.
