a) Purpose
The purpose of the consultancy is to secure support for introducing local development management function within selected local governments in BiH through the provision of functional assessment in participating local governments. In this regard, a National Consultant for Functional Assessment of Local Development Management in Partner Local Governments (hereinafter the Consultant), supporting the Local Integrated Development (LID) Project implementation, will be engaged.
b) Objective
The main objective of the consultancy is to assess the existing organisational structures, processes and capacities for local development management in 13 local governments against the minimum standards of the broader concept for integrated local development management and propose the most appropriate functional modalities to be embedded in the local government’s structure. The consultancy will contribute to the LID project efforts to strengthen capacities of partner local governments in overall local development management.

Background Information
The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented by UNDP BiH. As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living, and improve social cohesion in Bosnia and Herzegovina through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID will work with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main national partners are the BiH Ministry for Human Rights and Refugees, the RS Ministry of Administration and Local Self-Government, the FBiH Ministry of Development, Entrepreneurship and Crafts and both entity Associations of Municipalities and Cities.

Within its first pillar, LID Project will support partner local governments in development and implementation of integrated local development strategies. Successful implementation of these strategies will require transformation within their administrative organisation, coordination and functioning to ensure effective local development management structure with capacities to ensure overall coordination and implementation of strategic priorities, enable live interaction between various local governments’ departments as well as coordination with external stakeholders. This consultancy will provide functional assessment of local development management and proposal of the most appropriate organisational modality each municipality expected to be endorsed by its leadership and integrated into future strategies.

Duties and Responsibilities
This consultancy will contribute to successful implementation of the first project pillar – Good governance and first project result: „Established local partnerships capable of defining and steering effective local socio-economic development as per local needs”. It will support all partner local governments to introduce or strengthen existing development management capacity, which will ultimately enable local administrations to effectively instigate local development and ensure improved service delivery.
The introduction of such a function entails re-organisation of local administrations, and setting in place a development management unit/function as the main driver for internal coordination, implementation and monitoring of local development strategies. This process will be coupled with tailor-made capacity development provided by UNDP to improve the effectiveness of local service delivery and advance local administrations towards citizen-cantered and development-oriented performance. Finally, altogether will enable follow-up implementation of local development strategies to be designed simultaneously in partner local governments, as well as will contribute to more effective service delivery in all participating communities.

This consultancy envisages a simple functional review of the local governments’ organisational set-up against the minimum features of the broader concept for integrated local development management. The assessment will consider options for introducing development management function by utilising the existing administrative structures and human capacity, seeking to consolidate its different elements scattered throughout the administrative organization and group them as a coherent set of interlinked roles/responsibilities.

Each analysis will conclude with clear directions and recommendations (for revision of internal organisational structure and job descriptions) for embedding the local development management function into local administration. This step needs to coincide with the concluding stage of strategic planning stage (September 2016) and ensure that proposed local development management modalities are in place at the time of developing the operational part of local strategies. This will enable partner local governments to embed local development management responsibilities, including from the viewpoint of strategy implementation, into their strategies.

The LID Functional Review target group include 13 selected local governments, grouped together in 3 geographic clusters:
· Cluster 1: (Foca, Goražde, Konjic, Mostar and Vareš);
· Cluster 2: (Modrica, Tuzla, Žepce and Živinice);
· Cluster 3: (Banja Luka, Celinac, Gradiška and Novi Grad).

Individual consultants will provide consultancy, covering each cluster separately. Potential consultants are obliged to select the cluster (more clusters optionally) in their applications, indicating accompanied costs for each cluster.

In the scope of this process, the Consultant will perform the following tasks:

Task 1: Preparing methodology;
Review will be prepared on the basis of the methodology submitted by the Consultant and approved by the LID Project Team. In accordance with that, the Consultant will:
· Draft and submit methodology to be applied in review preparation;
· Present the methodology to the LID Project Team, provide justification, collect recommendations;
· Finalize the methodology and start implementation.

Task 2: Conduct functional assessment of local development management in partner local governments from the viewpoint of current organisational capacities.

The Consultant will conduct a functional assessment of the current administrative organisation and processes from the viewpoint of local development management in partner local governments, including responsibilities for strategic planning, coordination of the strategy implementation and monitoring and evaluation. In addition to existing institutional capacities, the Consultant will identify critical capacity gaps.

To adequately carry out this assignment, the Consultant is expected to perform a desk-review of relevant policies and operational framework including local government’s internal regulations, particularly rulebooks on internal organisation and systematisation and job descriptions, as well as to conduct the functional review getting insight in real practice and processes in place. This will be done through interviews and questionnaire-based information gathering from local governments’ leadership and employees in relevant departments. In this process, methodology and rich instrumentarium of tools and approaches from previous similar UNDP experiences will be utilised which is based on the Standardised Methodology for Local Development Planning (MiPRO) recommended by entity governments and widely applied in local development planning in BiH.

More concretely, the Consultant is expected to provide the assessment report comprising following outputs:
· Overview of the institutional framework for local development management in partner local governments related to strategic planning, coordination, monitoring and evaluation
· Functional review of the identified structures, supported by the existing operational framework related to strategic planning management, coordination of the implementation, monitoring, evaluation and updating of the local development strategies. Assessment matrix/questionnaire developed in previous UNDP initiatives will be used, that gathers information on these key functions and set of steps, including resource mobilisation, situation analysis, identification of goals, programming and operational planning, process of adoption of development strategy, action planning and prioritisation, project development, project implementation, monitoring and evaluation. Specifically, the functional review will look into: i) the level of anchoring local development management and its operational and procedural setting within the local government, including leadership and employees’ roles and responsibilities); ii) knowledge and skills of the staff for appropriate performance; iii) summary of main findings.

The functional review and the key findings drafted under this task will serve as immediate input for defining adequate recommendations and identification of necessary follow-up support for capacity development of the local government staff.

Task 3: Design a set of strategic recommendations and action plan towards optimisation of local development management function in partner local governments

Based on the assessment report agreed with the partner local government and UNDP LID project team and in consultations with the partner local government, the Consultant will develop feasible recommendations, including a proposal of appropriate organisational modality of local development function and provide a general roadmap for its establishment and/or optimisation.

Specifically, the document should entail but is not limited to the following key aspects:
· Brief overview and/or a graphic scheme of the current institutional framework for local development management;
· Proposed model, size and graphic scheme of local development management organisational unit and its lines of communication/coordination with other departments for each local administration;
· Defined mandate, roles and responsibilities and capacities/requirements for its employees;
· Concrete measures for strengthening the organisational unit/function for strategic planning, coordination, implementation, monitoring and evaluation of local development strategies;
· Action plan for implementation of recommendations, including responsibilities and deadlines and taking into consideration integrated local development strategic planning that will be under way in the municipality.

Given that this effort aims at changes within local administrations (internal re-organisation, including new administrative unit/function, integration of new processes and tools, etc.) it is of key importance that the findings, recommendations and action plans are all agreed and accepted by local governments’ leadership. Therefore the Consultant has to ensure minimum two visits (i) information gathering and ii) presentation/agreement on recommendations) to each partner local government and regular e-mail and telephone communication and collection of feedback in between.

DELIVERABLES AND TIMELINES
UNDP LID Project team will closely oversee the service provision, work in close and continuous cooperation and coordination with the Consultant.
The service deliverables, including papers and all relevant materials, will be available for future use within the LID Project and by the relevant stakeholders, as well as by UNDP and other projects in the field of local governance.
The entire service will be delivered in in one of the BiH languages. The expected timeframe for the service is from May 2016 to September 2016.

· Written document focused on strategic recommendations for establishment/optimisation of local development function comprising i) brief overview and/or a graphic scheme of the current institutional framework for local development management; ii) proposed model, size and graphic scheme of local development management organisational unit and its lines of communication/coordination with other departments for each local administration; iii) defined mandate, roles and responsibilities and capacities/requirements for its employees; iv) concrete measures for strengthening the organisational unit/function for strategic planning, coordination, implementation, monitoring and evaluation of local development strategies; v) action plan for implementation of recommendations, including responsibilities and deadlines and taking into consideration integrated local development strategic planning that will be under way in the municipality. 10 days, (August – September 2016)

Required Skills and Experience
Education:
· Advanced university degree in public administration, economics, law, political sciences, social sciences or related field.
Experience:
· At least 7 years of relevant experience in the field of public administration reform, strategic planning, local development and local governance in Bosnia and Herzegovina, more particularly related to assistance to public institutions and conduct of assessments/functional reviews;
· Proven ability to undertake professional research using both quantitative and qualitative methods;
· Proven analytical skills and ability to conceptualise and write concisely and clearly;
· Proven skills and expertise in participatory and inclusive policy development, planning, project design;
· Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders.
· Fluency in English and in the official languages in BiH.
· Excellent computer skills (MS Office applications); ability to use information technologies as a tool and resource.

Award Criteria: Individual consultants will be evaluated based on the Cumulative analysis. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
· Responsive/compliant/acceptable, and
· Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
