The United Nations Children’s Fund (UNICEF) Country Office in Bosnia and Herzegovina is one of the recipients of the EU grant in the implementation of the project “Protecting children from violence and promoting social inclusion of children with disabilities in Western Balkans and Turkey”. The objective of this EU funded project is to promote respect for human rights and greater effectiveness and inclusiveness of public services for vulnerable groups – child victims of violence and children with disabilities (CwD) – by empowering civil society and promoting cooperation in the enlargement region.

UNICEF Office for Bosnia and Herzegovina is seeking enthusiastic and qualified candidates for the consultancy:

NATIONAL CONSULTANT FOR
DESK AND LITERATURE REVIEW OF EXISTING VIOLENCE AGAINST CHILDREN (VAC) DATA AND PUBLICATIONS; IDENTIFICATION OF VAC INDICATORS AND DEVELOPMENT OF RECOMMENDATIONS FOR STRENGTHENING DATA COLLECTION MECHANISMS
May 2016 –March 2017 (10 months)

Under the supervision of the UNICEF Child Protection Specialist and in close collaboration with the Associate Child Protection Officer NUNV, the national consultant will conduct a desk and literature review of existing data and publications on VAC in BiH (and the region as relevant), including an analysis of bottlenecks that exist in the process of data collection, as well as identify sector-relevant indicators on violence against children with key stakeholders and develop recommendations on systematic data collection strategies.

Key tasks:
• Conduct a desk and literature review of available data as well as national – and relevant regional – publications on violence against children with the purpose of providing an overview of the situation of violence against children in BiH and identifying key gaps in data collection.
• Review and assess existing data collection mechanisms and processes on violence against children across different sectors.
• Compile a report with findings of the review and assessment, including an overview of a) available data on violence against children in BiH, including key gaps, and b) existing data collection mechanisms and processes, including key bottlenecks and opportunities, and recommendations for improved data collection.
• Facilitate a participatory 2-day workshop with relevant CSO stakeholders to present the preliminary findings and recommendations of the review and assessment and to identify sector-relevant indicators on violence against children.
• Participate in the promotion of recommendations on systematic data collection strategies at different events in 2016 and 2017.
• Perform other related duties as requested.

Essential Requirements, Qualifications and Experience:
• Master degree in social sciences,
• Minimum 5 years professional experience in knowledge and/or data management, statistics, and analysis;
• Good knowledge and understanding of child protection, particularly in the area of violence against children;
• Substantial knowledge of methodological approaches and techniques used in data collection mechanisms (national and international);
• Excellent analytical and writing skills; Ability to take initiative, work independently and welcome guidance;
• Strong analytical and writing skills;
• Knowledge of the UNICEF mandate;
• Good computer skills; and
• Fluency in English and local languages (oral and written) required.
