Purpose
The purpose of this consultancy is to contribute to the enhancement of knowledge and skills of relevant local government (LG) representatives (diaspora coordinators, members of local development teams and staff of economic departments) to effectively mainstream the concept of migration and development (M&D) into their integrated local development strategies, identify and develop specific project interventions, and obtain modalities and tools for institutionalizing cooperation with diaspora. For this purpose, two National Consultants for Design and Delivery of Training to Partner LGs: Diaspora within Strategic Frameworks, Identification and Project Development, Diaspora Engagement Modalities and Practical Tools (hereinafter the Consultant) will be engaged.
Objective
The main objective of the consultancy is to design and deliver four times practical and interactive two-days trainings to representatives of 16 LGs (Bijeljina, Bratunac, Jajce, Kljuc, Laktaši, Lopare, Ljubuški, Maglaj, Nevesinje, Posušje, Prijedor, Sanski Most, Tuzla, Velika Kladuša, Zenica and Žepce). The LGs will be divided into two clusters and trainings will be organized in Sarajevo/Surrounding Area. The first two sessions will focus on effective mainstreaming of the M&D concept in the process of strategic planning, identification and development of specific project proposals, while the second two sessions will target adequate forms/models and good practices for institutionalized cooperation with diaspora.

Background Information
The consultancy is planned within the D4D Project (2016-2020), a joint initiative by the Ministry of Human Rights and Refugees the Government of Switzerland, the Ministry of Human Rights and Refugees of BIH, UNDP and IOM. Official estimates show that the total number of people originating from BIH in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Project has a goal to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. The overall goal of the D4D Project will be attained through achieving three specific outcomes:

· BIH Ministry of Human Rights and Refugees and BIH Ministry of Foreign Affairs, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organizations;

· Local governments align their development strategies to the diaspora policy framework at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment;

· Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.

This consultancy will take place within the Project’s second component focused on institutionalizing cooperation between diaspora and LGs in BIH, with a final goal of contributing to local development.

Duties and Responsibilities
During the period May – September, the D4D Project conducted an online survey in 16 partner LGs assessing the existing practices, capacities and needs for cooperation with diaspora in relation to the local development. Following the LGs response to the survey, a comprehensive report – including 16 summary reports (one per each LG) with analytics, priority timeframes and overall recommendations has been prepared. The report includes detailed analyses and recommendations for strengthening capacities of LGs practitioners related to diaspora engagement in local development – systematically grouped by type of assistance needed, in line with specific sections of the administered questionnaire. In line with the survey results and LGs needs, two training programmes will be developed and delivered, covering the following topics:
· (i) Strategic frameworks, and identification and development of projects for cooperation with diaspora;

· (i) Modalities and tools for cooperation with diaspora – effective outreach and engagement.

Both trainings should combine basic theoretical knowledge, with examples of good practice and interactive working groups of participants.
More specifically, the Consultant will undertake the following main tasks:

Task 1: Training design
Under this task, Consultants will:

· Familiarize himself/herself with key documents and have a briefing meeting the D4D project team;

· Design two two-days training programs with accompanying material (PowerPoint presentation or similar, practical exercises with role plays, best practices/case studies) – to be approved by the Project Team. Trainings will encompass, but will not be limited to, the following building blocks:

· (i) Mainstreaming the concept of M&D into local strategic frameworks: Overview and practical use of models and tools to effectively integrate M&D concept in local strategic planning, following the main steps of strategic planning process as per the Standardized Methodology for Local Development Planning in BIH (MiPRO); Identification and development of project proposals – diaspora engagement at local level; Practical guidance, exercises with role-play.

· (Ii) Institutionalization of the cooperation with diaspora – methodologies and tools for diaspora engagement in local development: Overview and practical use of methodologies and tools to institutionalize communication and cooperation with individuals and organizations from diaspora private, public and civic sector; Insight in good practices of diaspora engagement in local development; Potential models for diaspora mapping (expanding local diaspora registries); Practical guidance, exercises with role-play.

The Consultant can suggest additional components in discussion with the Project Team. Each component will combine theoretical knowledge with focus on practical examples/exercises. Ultimately, the Consultant will compile the key knowledge elements and good examples, hints, tips and practical recommendations into a simple handout material (up to 10 pages), which can serve as a take-away tool for participants.

Task 2: Training delivery
Under this task, the Consultant will:

· Deliver four times a two-days training session to up to 24 trainees per training session – diaspora coordinators, members of local development teams and/or staff of municipal economic departments, PR representatives from 16 LGs. The LGs will be divided into two clusters. The training encompassing (i) mainstreaming the concept of M&D into local strategic frameworks and (ii) institutionalization of the cooperation with diaspora will be delivered to both clusters of LGs separately. Training sessions are supposed to be held in the period of 13-16 November 2017 (topic on mainstreaming) and 27 -30 November 2017 (topic on institutionalization), respectively.

Task 3: Reporting
Under this task, the Consultant will:

· Prepare a brief report, including key observed challenges, recommendations for follow-up activities, and information on participants (including key demographic data).

Znanja i kvalifikacije:
Required Skills and Experience
Education:
· Advanced university degree in economics, political sciences and other relevant social sciences.

Experience:

· At least 8 years of professional experience in the development arena (public, private and/or civic sector assistance with focus on local development initiatives is considered an asset);

· At least 3 years of professional experience in conducting capacity building/workshop facilitation/training assistance, with focus on government institutions – experience working with local governments is considered an asset;

· Experience in providing assistance related to strategic development, and identification and development of concrete development project initiatives – local level initiatives is considered an asset;

· Familiarity with key public documents, strategies, trends and practices related to diaspora and development in BIH;

· Completed training(s) in the realm of diaspora engagement/migration and development is considered an asset;

· Proven analytical skills and ability to conceptualise and write concisely and clearly.

Language Requirements:

· Fluency in official languages of BIH and English.

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
