Purpose
The purpose of the consultancy is to contribute to improvement of local development management (LDM) in 11 target local governments (LGs) that are expected to launch their strategic planning processes in September 2017.

Objective

The main objective of the consultancy is to deliver a tailored practical training Training Programme on LDM to practitioners from 11 local governments. The training programme aims to strengthen participants` understanding and capacities to apply a systemic approach to local development management, focusing on effective organizational structures, processes and functions. In this regard, a National Consultant will be engaged (hereinafter – the Consultant).

Background Information

The consultancy is planned within the third phase of ILDP Project, a joint project of the Government of Switzerland and UNDP, aimed at further strengthening of development management system in Bosnia and Hercegovina (BiH). The project is implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).
Within its support package, the ILDP will assist up to 11 new partner LGs firstly, to prepare their development strategies in line with the MiPRO standardised approach and secondly, to strengthen their implementation capacities. However, systematic approach to strategic planning and implementation of development strategies requires that LGs have local development management functions adequately situated in a “central/coordinating” LDM unit and other LG departments. In this regard, the ILDP will utilise an existing training programme on LDM that was initially designed within the Training System for Local Governments in BiH and successfully replicated in a number of LGs country-wide.

Duties and Responsibilities
As already mentioned, the Consultant is expected to deliver the Training Programme, with the main objective to enhance understanding among new ILDP partner LGs of systematic approach to local development management. This approach entails establishing or strengthening relevant structures, functions and processes along the entire development management cycle – from strategic planning through implementation, monitoring and evaluation of development strategies.
The training programme is envisaged as a 2-day learning event for senior local government officials and practitioners, to be delivered in two training groups/locations in BiH (targeting in total 25-35 participants) from 11 local governments (2 – 4 participants per local government), to be identified by the ILDP. The training delivery will allow for active involvement of participants by using participatory training techniques, relevant case studies, group exercises, plenary discussions, etc. The Consultant will be provided with the comprehensive training package, including presentations, trainers’ notes, as well as relevant materials for participants to be used for the training delivery. The entire service will be delivered in the languages of BiH peoples.
The expected timeframe for the service is September 2017.
The main target group of the service will be senior local government officials (mayors, heads of departments, representatives of local development management units/departments, relevant expert staff, etc.).
Tasks

The consultancy is divided into 2 principle tasks, as described below.

Task 1 – Review the existing relevant theoretical framework and comprehensive training package, and prepare a training work plan.

As part of the preparatory work, the Consultant is first to familiarize herself/himself with the standardized Methodology for Integrated Local Development Planning (MiPRO), as well as with an example of existing analysis of organizational modalities for establishment of local development management function within local administrations in BiH. As part of detailed preparation for training delivery, the Consultant will review the existing training package for delivery of the Training Programme on LDM with focus on the trainer’s notes, presentations, exercises and supporting training reference material. Following the review of training materials, the Consultant will prepare a training work plan. The comprehensive training materials will be shared with the Consultant by the ILDP.
Task 1 requires an estimate of up to 2 working days.

Task 2 – Delivery of the Training Programme to Local Governments

The training delivery is to be based on the available comprehensive training programme. The training programme was prepared based on the assessment of key challenges and issues that LGs in BiH face when it comes to integrated and participatory local development management (from planning to implementation, monitoring and evaluation). Minimum functions, structures and processes that make up enabling environment for LDM were identified as an input for the training, with a particular emphasis on interaction and linkages among different development management activities at different process stages. The training design took into account the existing practices of LGs in BiH in relation to integrated and participatory LDM, making relevant reference to MiPRO.
The training programme follows a modular approach through a two-day training session for senior local government officials and practitioners. It places emphasis on strategy implementation, walking the participants through a wide range of practical aspects, such as: main issues and challenges; necessary coordination, implementation planning and interaction among local government departments; financial planning and linkages to the regular budgetary cycle; fund-raising, project development and management; monitoring and evaluation, as well as organisational and human resources required for an efficient and effective strategy implementation and ultimately – a local development process, which brings tangible development results for the citizens.

The training is to be delivered to approximately 11 LGs (2-4 participants per LG, about 25 – 35 senior local government officials and practitioners, organized in two training groups of 15 – 20 participants each), to be identified and organised by the ILDP.
The training events will be organised in the areas of Sarajevo/Mostar, to be as close to the targeted local governments as possible (and depending of training venue availability).

Training programme`s technical parameters

The Consultant will be provided with the training package as specified above. Training materials that will be used during the training event will be printed out by the ILDP team as well as “the after-training reference material” that will be made available to participants electronically.
In addition, ILDP will organise a brief introductory meeting with the Consultant to discuss the training concept and ensure its proper understanding. If necessary, the ILDP may require a test/pilot delivery for the project team.
Due to the complexity of the training programme and exercises, the training delivery for both training groups will be conducted by the Consultant. Logistics in relation to organising training events will be taken over by ILDP, based on the agreed training schedule. After training delivery, an evaluation will be carried out by the Consultant, covering contents, trainer and methods applied, and evaluation summary presented to the ILDP.
Task 2 requires an estimate of up to 5 working days.

All planned activities for the Task 1 and Task 2 should be completed within maximum 7 days in the September 2017.

Deliverables and timelines

The Consultant is responsible for the following deliverables:

Task 1: Review the existing relevant theoretical framework and comprehensive training package, and prepare a training work plan:

· Consultant’s Training work plan and an agreed schedule is prepared and endorsed by the UNDP team – Early September 2017, (2 days/Consultant);

Task 2: Delivery of the Training Programme to Local Governments:

· Training Programme on LDM delivered to target groups as prescribed in Task 2; A brief training evaluation summary report provided – Mid-September 2017, (5 days/Consultant);

Education:

· Sound expertise and previous practical experience in the domain of local development strategic planning and management in BiH;

· Specific knowledge of the standardized local development planning methodology for Bosnia and Herzegovina is considered an asset;

· Proven training skills and ability to moderate complex groups;

· Excellent communication skills.

Language requirements:

· Fluency in English and in the official languages in BiH.

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
