Purpose
The purpose of this consultancy is to contribute to development of the City of Bijeljina through increased diaspora engagement.
Objective
The main objective of the consultancy is to provide technical assistance for embedding diaspora-related issues and initiatives in the revision of Integrated Development Strategy of the City of Bijeljina. Technical assistance includes coaching, facilitating discussion, providing expertise on diaspora engagement, and reviewing, drafting and re-drafting relevant parts of the Strategy, entailing analytical and hands-on support within the strategic development process.

Background Information
The consultancy is planned within the D4D Project (2016-2020), a joint initiative by the Ministry of Human Rights and Refugees of BIH, Government of Switzerland, the United Nations Development Programme (UNDP) and International Organization for Migration in BiH (IOM). Official estimates show that the total number of people originating from BIH in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Project has a goal to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. The overall goal of the D4D Project will be attained through achieving three specific outcomes:

· BIH Ministry of Human Rights and Refugees and BIH Ministry of Foreign Affairs, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organizations;

· Local governments align their development strategies to the diaspora policy framework at higher government levels, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment;

· Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.

This consultancy will take place within the Project’s second component focused on institutionalizing cooperation between diaspora and local governments (LGs) in BIH, with a final goal of contributing to local development of the country.

Duties and Responsibilities
Although the impact of diaspora in development context is primarily visible at the local level, most of the Local Governments (LGs) in BiH do not have the adequate capacities to design and implement productive measures effectively linking diaspora with development. Faced with this challenge, the pilot Migration and Development Project (2014-2015) initiated the activities geared towards mainstreaming migration and development priorities into local planning frameworks of 10 partner LGs. As a continuation of this process, support in the form of technical assistance for mainstreaming diaspora engagement in local development is to be provided to additional six LGs, the City of Bijeljina being one of them. Specifically, the Local Integrated Development (LID ) is providing process-based technical assistance to the City of Bijeljina in order to evaluate, review and revise the existing Integrated Local Development Strategy. In line with this process, the Consultant will provide targeted assistance to City of Bijeljina – specifically the working group tasked with strategy development, providing support and quality assurance for embedding diaspora-related issues and initiatives into strategy and related operational plans. This consultancy will ensure compliance with the Guidelines on Mainstreaming Migration into Public Policy Design and Delivery in BIH, as one of the main policies dealing with the concept of migration and development, the Analytical Note Mainstreaming the Concept on Migration and Development into Relevant Policies, Plans and Actions in BiH /Rural and Regional Development Sector, diaspora engagement in the context of development, as well as support the integration of best practices within the topic of migration and development. The Consultant is expected to follow the standard process-based assistance and structure, as enshrined in the Standardised Methodology for Local Development Planning (MiPRO).
The consultancy will comprise of the following main tasks:

Task 1: Conduct desk review of relevant materials
The purpose of this task is to familiarize with existing documents and LG in order to be ready to provide targeted assistance, including:

· Review and get acquainted with all relevant materials (to be provided by the project team), including relevant project overview, existing City of Bijeljina integrated development strategy, annual implementation plan for period 2017-2019 and the online survey of the existing practices, capacities and needs of LG for cooperation with diaspora.

Task 2: Organize meetings with various partners from local community and diaspora and obtain inputs relevant for mainstreaming diaspora engagement
The purpose of this task is to gather all data regarding possible diaspora engagement in local community of the City of Bijeljina that can be further used for drafting mainstreaming diaspora engagement within the Integrated Development Strategy, including:

· Meet with and obtain inputs and necessary information relevant to diaspora contribution to local development from lead institutional partners, diaspora representatives, regional and city development agencies, relevant NGOs and business partners from the private sector;

· Attend any relevant meetings organized by the working group dedicated to revision of Strategy.

Task 3: Provide analytical and expert inputs and recommendations towards embedding diaspora-related issues and initiatives into draft Integrated Development Strategy of the City of Bijeljina.
The purpose of this task is to assist in developing and embedding of tailored diaspora related interventions within the draft strategy, including:

· Thorough review of draft comprehensive socio-economic analyses of local development strategy and strengthening and/or adding the diaspora related aspects, based on collected data. This includes a snapshot of the current situation with regard to diaspora and diaspora engagement within the target locality, current and/or potential contribution to the locality from diaspora and their representative groups, as well as key challenges and potentials in this area;

· Based on the key findings and potentials related to diaspora engagement, the Consultant is then to review the draft sectoral plans (social, economic and environmental) and propose three to six programmes/projects/measures within sectoral plans in order to enable integration of diaspora in development initiatives and achieving concrete effect for locality. The Consultant shall consider the broader socio-economic context described within the draft analysis and provide tailored and integrated inputs. The proposed measures/programmes/projects need to follow the standard format used for each sectoral plan and capture some general parameters, such as indicative financial value, key target groups, expected results;

· Submit the draft local strategy with inputs addressing diaspora engagement to D4D Project Team and the LG for review and further consideration.

The Consultant is expected to work in close cooperation and interaction with D4D and LID project teams, providing technical assistance for strategy development with respect to diaspora engagement. The Consultant is expected to provide expert support during the process-based assistance, and to attend key meetings in the process of strategy development.

· Diaspora engagement mainstreamed into the analytical, as well as programming parts of Integrated Development Strategy of the City of Bijeljina, as per the specific requirements of the TOR, January – February 2017, (10 expert days)

Required Skills and Experience
Education:
· University degree in economics, political sciences and other relevant social sciences. Advanced degree will be considered as an advantage.

Experience:

· At least 10 years of relevant professional experience, including previous experience in the area of local and regional development, preferably related to local strategic planning;

· Proven ability to undertake professional applied research and analysis using both quantitative and qualitative methods;

· Familiarity with key public documents, strategies, trends and practices related to diaspora and development in BIH;

· Completed training(s) in the realm of diaspora engagement/migration and development;

· Proven analytical skills and ability to conceptualise and write concisely and clearly.

Language Requirements:

· Fluency in both written and spoken B/H/S and English languages is required.

Other:

· Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· Technical Criteria weight-70%

· Financial Criteria weight- 30%
