Purpose
The UNDP requires technical expertise for Technical Assistance services for Environmental Funds in BiH (Environmental Fund of the Federation of BiH and Environmental and Energy Efficiency Fund of Republika Srpska) in order to: i) support, improve and extend the Revolving Fund financial model within Environmental Fund of FBiH, ii) support development and operationalization of wood biomass fuel switch projects within Environmental Funds of FBiH and RS, iii) provide assistance in establishment of Energy Efficiency Revolving Fund of Republika Srpska. A consultancy is required to complete above mentioned tasks based on current and expected legal framework within the country.
Objective
The objective of this assignment is to provide Technical Assistance services for Environmental Funds in BiH in order to i) support, improve and extend the Revolving within Environmental Fund of FBiH and RS, ii) support SMEs and public sector buildings end-users in the development of applications for the EE Revolving Fund call for applications within Environmental Funds of FBiH, iii) provide assistance in establishment of Energy Efficiency Revolving Fund of Republika Srpska. Moreover, the objective is also to provide coordination among all stakeholders and development team of BiH.
Background Information
During the past three years UNDP has made a significant improvement in promotion of Energy Efficiency. The focus was the introduction of energy efficiency in the public sector across Bosnia and Herzegovina by implementation of replicable energy efficiency pilot projects and introducing EMIS (Energy Management Information System) into more than 2500 public buildings. The programme has been designed to achieve CO2 emission reduction, preservation of limited resources, fund and budget savings, reallocation of funds, better quality of life, employment opportunities – “green jobs”, increase capacities on local level for absorption of new funds, increase awareness and create understanding for energy efficiency and its resulting benefits.
Next step is further replication of positive results within the public sector. Those activities would contribute and be in line with EU directives (Energy Service Directive, EPBD directive), the Energy Community Treaty and BiH’s obligation to report on current energy consumption and energy savings in accordance with Energy Efficiency Action Plans.
Part of the UNDP’s Green Economic Development programme’s efforts is to enhance the energy efficiency and renewable energy sources recognized as single most powerful and cost-effective way to achieve goals of increased security of energy supply and climate change mitigation. Therefore, it is a main pillar of energy strategies worldwide therefore energy efficiency is a strategic priority for UNDP in BiH and priority for the next programming cycle.
UNDP will contribute in achievement of the project goals related to implementation of the project “Green Economic Development – GED”. Under this project Technical Assistance services for Environmental Funds in BiH will be provided.
Duties and Responsibilities
National Energy Expert – Project Team Leader/Coordinator will provide Technical Assistance services for for Environmental Funds in BiH (Environmental Fund of the Federation of BiH and Environmental and Energy Efficiency Fund of Republika Srpska) and lead the consultants team. All activities would be carried in collaboration with the UNDP Country Office (CO) in BiH.
More specifically, the national consultant will be entrusted with the following tasks:
· Lead and coordinate the Technical Assistance to Environmental Funds in BiH (Environmental Fund of the Federation of BiH and Environmental and Energy Efficiency Fund of Republika Srpska);
· Provide technical assistance to up to 6 public and private sector with purpose of applying for revolving funds (EE and waste water and waste) on a first come first serve basis;
· Update internal act on conditions and methodology stimulation awards in a form of grants for withdrawn funds from Revolving fund in FBiH;
· Further complement methodology, evaluation and guidelines for users in line with Revolving Fund Rulebook for Energy efficiency in FBiH;
· Lead and coordinate establishment and operationalization of Energy Efficiency Revolving Fund of Republika Srpska;
· Manage and coordinate all consultants involved;
· Conduct consultation meetings with Environmental Funds in BIH and related Ministries in case of need;
· Provide assistance to Environmental and Energy Efficiency Fund of Republika Srpska throughout the process of operationalization of Revolving Fund in RS with potential partner financial institution;
· • Provide consolidated Report and continuous response to deliverables status to UNDP contact person.
Estimated number of consultancy days: seventy (70).

Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
· Technical Criteria weight-70%
· Financial Criteria weight- 30%
Only candidates obtaining a minimum of 49 points for technical criteria assessment would be considered for the Financial Evaluation.
